(Baonghean.vn) - This is the direction of comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee at the working session on compensation for site clearance of the 500kV power line project connecting Nghi Son 2 Thermal Power Plant to the national power grid.

On the morning of August 26, the Provincial People's Committee held a working session on compensation and site clearance for the 500kV power line project connecting Nghi Son 2 Thermal Power Plant to the national power grid.

According to the report of the National Power Transmission Corporation, up to now, there are still many difficulties and problems in the compensation work for land acquisition and clearance. In Hoang Mai town, 5 households have temporary camps for agricultural production built before 2004. The Compensation Council has organized an inventory but has not approved the compensation plan (PABT) because there is no basis for determining compensation and support prices.

10 households have received compensation for trees according to the approved decision and handed over the site (June 22, 2020), but so far they have not collected the trees and have prevented the construction unit from spreading and pulling the wire. 2 households with acacia trees planted on BHK land (land for growing other annual crops) located in the corridor have not signed the inventory records and have not allowed the construction to pull the wire.

In Quynh Luu district, there are 4/41 locations that have not been approved for PABT due to inconsistent maps and the current status of households using acacia plantations. Households request compensation and support based on perennial crop land. Regarding the corridor, there are 34 affected households on 48 plots of land, the current status of acacia plantations, Tan Thang Commune People's Committee has not yet determined the origin of the land due to overlapping of many different types of maps.

In Nghia Dan district, Mr. Dang Van Tha's household has not received money according to the approved decision and has handed over the construction site for digging and casting the foundation, but has not allowed the construction and installation of columns; Mr. Ngo Sy Cat's household has received money according to the approved decision and has handed over the construction site for digging and casting the foundation, but has not allowed the construction and installation of columns, and requested to supplement the difference in value of land and trees according to the unit price between 2019 - 2020.

Regarding the corridor, there are still 71 households whose compensation plans have not been approved. Regarding resettlement, the People's Committee of Nghia Dan district has selected locations, the selected locations are in accordance with the land use planning until 2020, but the Provincial People's Council has not yet approved the conversion of rice land purposes, and there is no land use plan for 2020, so there is not enough basis to approve the detailed planning and allocate resettlement land.

In Thai Hoa town, there are 9 households in the corridor that have not yet approved the compensation plan (of which 3 households have houses and structures that must be relocated outside the corridor). There are 2 households with livestock structures and camps built on agricultural land for agricultural production that have not yet agreed on the compensation and support price.

The 500kV transmission line project connecting Nghi Son 2 Thermal Power Plant to the National Power Grid system constructs two new 500kV double-circuit transmission lines, 39.6 km long (219 locations), connecting from Nghi Son Power Center (Nghi Son 2 Thermal Power Plant) to the Nho Quan - Ha Tinh 500kV transmission line, circuits 1 & 2, and constructs phase reversal towers on the existing 500kV transmission line, circuits 1 & 2. The transmission line passes through the districts and towns including: Tinh Gia (Thanh Hoa); Hoang Mai, Quynh Luu, Nghia Dan and Thai Hoa (Nghe An).

Of which, the line running through Nghe An province has 123 foundation locations, including 4 phase reversal pole locations in the districts: Yen Thanh 2 locations, Nam Dan 2 locations and 119 locations passing through the districts and towns: Hoang Mai, Quynh Luu, Nghia Dan and Thai Hoa with a route length of 23.35km (2 lines, each line has 2 circuits). Construction started on April 9, 2018, completed in September 2020 (synchronized with the power generation progress of Nghi Son 2 Thermal Power Plant).

At the meeting, the Central Power Project Management Board, representatives of departments, branches and People's Committees of districts and towns: Quynh Luu, Nghia Dan, Hoang Mai, Thai Hoa discussed specific difficulties and problems, solutions to speed up site clearance progress, and mechanisms to monitor the implementation of site clearance commitments...

In addition, the working session also reviewed the route of the 500kV Vung Ang 3 - Quynh Lap thermal power line project and the 500kV Quynh Lap - Thanh Hoa line project (the section passing through Nghe An province).

Accordingly, there are problems that have been raised, specifically: The Department of Construction has not yet agreed on the project route, and believes that the project route affects the development of the delta region and the economic development of the province because the project route uses a lot of land, greatly limiting the development space of the coastal area in the future. The Department of Culture - Sports and the Department of Tourism believe that the G60-G61 route section is likely to affect the landscape and environment of Vuc Mau Lake.

In his concluding remarks, Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee requested the Provincial People's Committee Office to synthesize the report, and localities to focus on speeding up the compensation work to ensure progress. At the same time, the People's Committees of districts and towns are assigned to be responsible for determining the land type according to the current status on the basis of the province's regulations to determine the compensation value for the people.

For the area between two 500kV lines, it is agreed to support compensation for crops after the construction of the line, accordingly, the districts must manage and negotiate with the people not to plant perennial trees that affect the power grid. Regarding the cases of on-site relocation (Nghia Dan), the Department of Natural Resources and Environment shall preside over and coordinate with the Department of Construction, Finance and Nghia Dan district to specifically inspect the cases of on-site resettlement, ensuring the safety of the people. Regarding the issue of illegal construction in Hoang Mai town, it is necessary to complete the enforcement dossier and protect the construction.

Regarding the issue of reviewing the route of the 500kV Vung Ang 3 - Quynh Lap thermal power line project and the 500kV Quynh Lap - Thanh Hoa line project (the section passing through Nghe An province), comrade Le Ngoc Hoa assigned the Department of Construction to preside over the unification of the route diagram./.
