Today, I and the provincial delegation are very pleased to attend the 26th Party Congress of Vinh University of Technical Education, term 2020 - 2025. On behalf of the Provincial Party Standing Committee, I respectfully send to all distinguished guests and delegates of the Congress my warmest greetings and congratulations. Dear comrades! Dear Congress!

During the past term, with the close direction of the Ministry of Labor, War Invalids and Social Affairs; the attention of local Party Committees and authorities; the Party Committee of Vinh University of Technical Education has led and directed the School to strive to achieve many important results, notably:

The position of Vinh University of Technical Education continues to be affirmed in terms of training quality, and is licensed by City & Guilds, UK as an International Vocational Skills Training and Assessment Center. The Party Committee has directed the construction, revision, supplementation and application of 12 university training programs; 26 college training programs in an applied direction, suitable to reality, meeting the needs of society.

In addition to domestic training enrollment, the School also conducts undergraduate and graduate training enrollment, Vietnamese language training for Lao students, and fosters pedagogical skills and vocational skills for Lao teachers with good results.

Vinh University of Technical Education has performed well in its international cooperation tasks, implementing many cooperation contents that bring practical results, as well as enhancing the position of the University in training quality.

The School Party Committee has focused on doing a good job in organization and personnel work. It has directed the development of a project to reorganize the apparatus, streamline the payroll, and restructure the team of cadres, civil servants, and public employees to improve the effectiveness and efficiency of the political system, reducing the number of 4 focal points.

The facilities are increasingly improved; the material and spiritual life of cadres, party members, lecturers, pupils and students is improved. The school's activities are carried out openly, democratically and transparently; the school's security, order and safety are ensured.

Party building work has been given attention, and for many consecutive years, Nghe An Provincial Party Committee has ranked the Party Committee as having completed its tasks well. Of which, the percentage of Party cells classified as having completed their tasks well or better is 92.3%, and the percentage of Party members classified as having completed their tasks well or better is 97.6%.

It can be said that in the past term, the Party Committee of Vinh University of Technical Education has successfully completed the tasks of training human resources, fostering talents, scientific research and technology transfer, contributing significantly to the economic, social, cultural and educational development of Nghe An province in particular and the North Central region in general.

On behalf of the provincial leaders, I warmly commend and congratulate the Party Committee, cadres, party members, lecturers, students and pupils of the school on the important results achieved in the past term.

Dear comrades! Dear Congress!

In addition to the results achieved, we also realize that those results are not commensurate with the potential and position of the school in 60 years of construction and development. Accordingly, in the next term, the Party Committee of Vinh University of Technical Education needs to seriously recognize and overcome the following limitations and shortcomings:

13/28 important targets set for the term have not been achieved; Some training sectors have not met the requirements in terms of quality. Scientific research work is not commensurate with the potential of the team in terms of both quantity and quality. The effectiveness of cooperation and brand promotion activities of the school is still limited.

Coordination between mass organizations in schools is not yet synchronous, and has not yet grasped and promptly resolved developments in the ideological situation among cadres and party members.

Party building and mass organization building are still limited in some aspects; internal political protection has not received due attention. The effectiveness and efficiency in management and administration are not high. Some leaders and managers lack determination and initiative in performing their assigned functions and tasks.

I propose that the Congress delegates take time to discuss, analyze and evaluate in depth the above limitations, point out the causes and propose solutions to overcome them for effective implementation in the coming time.

I basically agree with the direction, goals, tasks and solutions for the 2020 - 2025 term of the School Party Committee stated in the Political Report and agree with the common goal: Building Vinh University of Technical Education into a prestigious applied-oriented technical pedagogical university in the Central region and the whole country; combining training and scientific research, applying technology transfer, science and technology into practice; building a clean and strong Party Committee.

I would like to emphasize the following five issues for you to discuss, consider, and decide:

One is:The school needs to maintain and improve the quality of training programs; build a number of training programs that meet ASEAN and international standards; strive to have a number of training programs accredited according to AUN-QA (Asean University Network) standards. Prepare well the conditions to ensure the opening of new undergraduate and graduate training programs to meet the increasing needs of society, closely linking training content with the needs of human resources of society, ensuring the employability of students after graduation.

Improve the quality of practical teaching, experiments, application of technical technology into practice, school is closely linked with society; international joint training, short-term training, training according to orders of employers.

Focus on building relationships, linking supply and demand with domestic and foreign businesses so that students can practice and intern during their studies at school, while expanding job opportunities for students. Research and develop a school restructuring project suitable to the current situation.

Two is:Regularly update training programs so that learners can always access and master new knowledge. Develop a reasonable training structure; focus on improving the training quality of majors, levels, and training systems to meet social needs. Focus on building the school's brand; develop training programs, and orient applications according to a competency-based approach.

Strengthening information technology and foreign language education according to international standards, aiming to form and develop global skills for students, creating more opportunities and jobs for students after graduation, meeting the demand for high-quality labor for domestic and foreign enterprises, especially in the current context of investment shift.

Three is:Improve the quality and efficiency of scientific and technological activities. Promote the effectiveness of existing human resources, at the same time expand relationships, maximize resources to make the University become a center of scientific and technological research in the region.

Compete in enrollment, training quality, constantly innovate school management, build financial autonomy projects; ensure efficiency, publicity and transparency. Strengthen and diversify investment resources to build synchronous and modern facilities and teaching equipment, with scientific research labs that meet regional and international standards. Harmoniously combine training, vocational training with service production to improve the lives of lecturers and students.

Strengthen cooperation with domestic and foreign organizations and enterprises in the field of training and scientific research; introduce jobs for students after graduation. Promote cooperation in training according to orders of enterprises and employers. Promote international cooperation in vocational training to send students to work in the ASEAN community and internationally, focusing on training high-quality human resources for Laos.

Four is:Pay attention to political and ideological work, improve the leadership capacity and fighting strength of the Party organization and Party members. Strengthen the building of solidarity and unity, build a clean and strong Party Committee of the school, combine the implementation of the Resolution of the 12th Central Committee, Session 4, on Party building work with the implementation of Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Do a good job of planning, training, and nurturing the next generation, and improve the political theory level of cadres. Focus on building a cadre and party member team with strong political will, enthusiasm, responsibility, discipline, good expertise, dedication, vision, and creativity. Focus on nurturing young cadres, female cadres, and cadres doing scientific research.

Strengthening professional ethics education, encouraging and nurturing creative startup ideas in students. Educating students about self-reliance, self-employment, daring to take risks, daring to accept challenges to establish themselves and their careers. Forming and promoting the innovative startup movement in schools.

The year is:XBuild and perfect the system of working regulations of the Party Committee and the school; regulations on the authority and responsibility of the collective and individuals, regimes and working methods to lead, direct, manage and operate scientifically, consistently and transparently.

Check and resolve ideological issues in a timely manner; Carry out internal political protection work well. Take care of material and spiritual life, promote the combined strength of mass organizations, cadres and party members, create coordination, solidarity and unity in action.

Dear comrades! Dear Congress!

One of the most important contents of the Congress is to elect the 26th Executive Committee of the Party Committee of Vinh University of Technical Education for the 2020-2025 term and to elect delegates to attend the congress at a higher level. The Standing Committee of the Provincial Party Committee has given its opinion on this issue. At this Congress, I suggest that you promote the spirit and responsibility of cadres and party members, wisely select comrades with sufficient moral qualities, capacity, standards, and structure to be elected to the 26th Executive Committee of the Party Committee of Vinh University of Technical Education and to elect delegates to attend the 19th Congress of Nghe An Provincial Party Committee.

In addition to setting out directions, goals and tasks that are in line with new requirements, the Party Committee of Vinh University of Technical Education must have active and effective measures, especially breakthrough measures, to organize and implement, concretize the Congress Resolution into specific programs and plans, and must choose key and central tasks to focus on leadership and direction.

I believe that, with the new beginning of the term, the determination and solidarity of the collective of teachers and students, together with the active and effective support and assistance from the Central Committees, ministries, branches and local Party committees and authorities, Vinh University of Technical Education deserves to become the center of education and training, science and technology of the North Central region, promoting the cause of industrialization and modernization of the country.
