Prosecution of female employee of land use registration office for lending 22 red books of people to her friend

Ms. Duong Thi Ngoc Anh (41 years old), a specialist at a branch of the Land Registration Office, has just been prosecuted for arbitrarily lending 22 red books of local people to acquaintances.

The decision to prosecute is the first step in the legal process related to the case of Ms. Duong Thi Ngoc Anh (41 years old), a specialist at the Son Tra District Land Registration Office Branch, who arbitrarily lent 22 red books of local residents to an acquaintance.

The police have not yet prosecuted the accused but have sent documents and notices to individuals and units handling procedures related to the case and to Ms. Dao Thi Nhu Le (41 years old, residing in Hai Chau district, Da Nang), the person who received the red book number from Ms. Anh.

In particular, banks were asked to stop transactions and settle loans of Ms. Le and 3 businesses initially identified as related. Authorities have basically recovered the lost red books.
Previously, the Son Tra District Land Registration Office Branch periodically reviewed overdue records of administrative procedures on land that had been received and discovered 22 red books without original copies in the original records.
This unit verified and discovered that Ms. Duong Thi Ngoc Anh, while being assigned to inspect, create a form to transfer information on financial obligation records and scan records to transfer to the tax authority, had arbitrarily taken these red books.
According to Ms. Anh's report, because of their acquaintance, she lent Ms. Le the red books of the people. Of these, 6 were red books for which people had paid taxes. Ms. Anh voluntarily resigned and asked the authorities to take back the books because she had lost contact with Ms. Le.
However, the leader of the Son Tra District Land Registration Office said that "the incident was serious", so on August 20, Ms. Anh was suspended from work, awaiting the results of the police investigation for further handling.

According to the police, Ms. Anh had business relationships in the fields of housing, real estate, lending money, and capital mobilization with many partners and friends. During the business process, she arbitrarily lent Ms. Le 22 red books so that this person could prove her business capacity.
