Spreading the patriotic emulation movement in Que Phong

PV:Could you please tell us about the achievements in the patriotic emulation movement in the period 2015 - 2020 of your district?

Comrade Le Van Giap:In recent years, the District Party Committee, People's Council and People's Committee of Que Phong district have focused on leading and directing Party committees, authorities at all levels, departments, branches and organizations to closely follow reality, concretize policies and active measures to effectively implement Directive No. 34-CT/TW of the Politburo; Law on Emulation and Commendation; Decree 91/2017/ND-CP of the Government. Along with that, with the leadership, direction, great and effective investment attention of the Party and State; many mechanisms and policies for people in mountainous areas, highlands and ethnic minority areas, along with the spirit of solidarity and offensive, cadres, armed forces and people of all ethnic groups in the district have strived to achieve many important results.

The economy continues to grow well, with an average growth rate of 8.42% per year. The industry's economic structure has shifted positively and in the right direction. Many effective economic development models have been deployed and replicated; many high-value products have been formed. Average income per capita increased from 19.98 million VND in 2015 to 28.85 million VND in 2020.

In the field of culture and society, the emulation movement in the cause of education and training development has been strongly developed. The construction of facilities and national standard schools has been focused on reaching 28/47 schools; the rate of solid classrooms has increased from 73.5% to 86.68%, basically eliminating temporary and dilapidated classrooms. Cultural and sports activities have been increasingly developed.

By 2020, the rate of families meeting the cultural family standards is estimated to reach 73%; 38.31% of hamlets and villages meet the "Cultural Village" standards. Grassroots healthcare has been strengthened, gradually meeting the people's needs for medical examination and treatment; by the end of 2019, there were 25 hospital beds per 10,000 people, 13/13 commune and town health stations had doctors and 100% of hamlets and villages had medical staff, 12 communes met the national criteria for healthcare; Population - family and children work has been implemented with many measures and has brought about practical results.

Creating new and stable jobs for 7,791 workers, of which 543 workers were sent to work abroad for a limited period; the poverty rate decreased rapidly from 51.43% in 2015 to 26.49% in 2019. Social insurance has made significant progress, with the health insurance coverage rate reaching 99.2%. The work of caring for people with revolutionary contributions is regularly taken care of; the lives of social protection beneficiaries are guaranteed...

Over the past 5 years, administrative reform has reduced inappropriate administrative procedures and shortened the time to resolve work. The district has had 82/267 administrative procedures simplified in terms of time to resolve administrative procedures, reaching a rate of 30.7% - exceeding the rate required by Directive 09/CT-UBND dated April 8, 2019 of the Provincial People's Committee. The quality of issuing documents has been increasingly improved. The administrative apparatus has always been improved and consolidated.

The quality of the staff and civil servants is increasingly professional, meeting the assigned tasks. By 2019, the PAR Index of Que Phong district approved by the Provincial People's Committee reached 79.39 points, ranked 8th out of 21 districts, cities and towns (up 2 places compared to 2015 and 7 places compared to 2018).

In the field of national defense and security, we have resolutely fought to destroy many drug networks, locations, criminals, property theft gangs, and social evils. We continue to promote the tradition of solidarity and special friendship with Sam To and Muong Quan districts (Laos) as well as the twinned districts of our district.

Implement well the meeting regime of communes, districts, and internal affairs sectors between the parties; properly resolve issues of migration, repatriation, encroachment, etc., contributing to protecting border security and developing the district's economy and society.

PV:Can you tell us the reasons why emulation movements in the district have spread and achieved such high efficiency?

Comrade Le Van Giap:From the practice of emulation and reward work in the locality, it can be seen that to achieve this, it is necessary to strengthen the leadership of Party committees, authorities and close coordination between the Fatherland Front, organizations with sectors and levels, in which the role and responsibility of the leader must be promoted. Along with that, the plan, goals, content and emulation standards must be specific, practical, suitable to the tasks and characteristics of the locality and unit, registered and signed at the beginning of the year to be determined to implement. The reward work must be objective, fair, democratic, timely, right for the right person, right for the right job, avoiding averageness and leveling.

At the same time, it is necessary to promote propaganda, commendation, and dissemination of good experiences of typical examples on mass media, in order to promptly replicate and create a spreading effect. It is necessary to strengthen the inspection and supervision of the implementation of emulation and reward work at the grassroots level, in order to promptly overcome shortcomings, difficulties, and obstacles. The reward work must be summarized and summarized promptly to encourage the general movement in the locality.

PV:Continuing to promote the achievements, in the coming years, how will the district focus on implementing the emulation movement, comrade?

Comrade Le Van Giap:Based on the achieved results, the district will link the patriotic emulation movement with "Studying and following Ho Chi Minh's ideology, morality and lifestyle" to all cadres, civil servants and people, in order to raise deeper awareness of President Ho Chi Minh's viewpoints on patriotic emulation, constantly improve revolutionary moral qualities, and make the emulation movement a widespread revolutionary action.

Accordingly, further promote economic development emulation movements such as: "Good workers, creative workers", "Good production and business", "Promoting initiatives and technical improvements"... Continue to promote emulation movements in the cause of education and training development, promote the movement "All people unite to build a cultural life", take care of people's health, improve the quality and effectiveness of medical examination and treatment, focus on policy beneficiaries and the poor.

Promote the implementation of employment policies, increase the rate of labor use time in rural areas, increase the number of idle laborers in agriculture who go abroad to work, and switch to service and handicraft activities. Actively implement the goal of hunger eradication and poverty reduction by many measures, exploit and promote the existing potential of the locality, combine effective management and use of investment programs and projects of the Central and the province, especially programs and projects under Resolution 30a.

Compete to effectively carry out administrative reform tasks and build and consolidate a strong political system. Strengthen measures to prevent, combat and suppress all types of crimes. Promote the strength of the people, build a strong national defense posture, and contribute to maintaining political stability right from the grassroots.
