Land acquisition and site clearance reached 86.8%

Up to this point, regarding the worksite clearance, resettlement, relocation of technical infrastructure... and other works related to the North-South Expressway Project in the East phase 2017-2020, the section passing through Nghe An province, regarding the approved measurement excerpts, 87.54/87.84km, reaching 99.66%; The remaining agricultural land is 0.1km in Hung Tay commune and 0.2km in Hung Phu commune.

Approved compensation plan, approved 1,359.89 billion VND, reaching 71.89% of allocated capital (Nghi Son - Dien Chau section: 616.75 billion VND; Dien Chau - Bai Vot section: 743.15 billion VND).

Regarding disbursement, 1,065.79 billion VND has been paid, reaching 56.35% of the allocated capital (Nghi Son - Dien Chau section 534.85 billion VND; Dien Chau - Bai Vot section 530.94 billion VND), of which the disbursed capital in 2020 was 377.35/1,203.1 billion VND, reaching 31.68%.

The length of land clearance is about 76.26/87.84 km, reaching 86.8% (Nghi Son - Dien Chau section 38.18 km; Dien Chau - Bai Vot section 38.08 km). Of which: Agricultural land 75.9/79.31 km, reaching 95.7% (remaining 3.41 km); Residential land, garden land: 0.36/3.47 km, reaching 10% (remaining 3.11 km); Residential land to be resettled (5.06 km): Not yet.

Regarding resettlement (31 locations/600 households, of which: 7 locations have established investment projects; 21 locations have established economic and technical reports; 3 interspersed locations: Dien Doai commune has 2 locations, Hung Chau has 1 location): 28 locations must build infrastructure, of which: 21/28 locations are under construction (Hoang Mai has 1 location; Quynh Luu has 3 locations; Yen Thanh has 1 location; Dien Chau has 4 locations; Nghi Loc has 2 locations; Hung Nguyen has 10 locations), the remaining 7 locations have not yet started construction (Hoang Mai has 1 location in the process of selecting a contractor, land acquisition has been completed; Dien Chau has 3/7 locations in the process of selecting a contractor, land acquisition has not been completed; Hung Nguyen has signed a construction contract for 1 location but has not yet started construction, the remaining 2 locations have not yet selected a contractor, land acquisition has been completed).

The relocation of technical infrastructure works, medium and low voltage power lines has basically approved the relocation plan and is being implemented (the remaining ones in Hoang Mai and Dien Chau have not been approved yet); the high voltage power line is submitting for investment project appraisal (Dien Chau, Hung Nguyen, Quynh Luu), the Quynh Luu 110Kv power line is selecting a construction contractor;

VNPT Telecommunication Cable has submitted the Technical Economic Report (technical economic) for appraisal (Nghi Loc district alone has completed the approval); Viettel Telecommunication Cable is completing the Technical Economic Report (Yen Thanh district has submitted the appraisal together with VNPT); Hung Nguyen District Waterway has completed the approval, the remaining units in Yen Thanh, Dien Chau, Hoang Mai are preparing the Technical Economic Report; Quynh Luu Railway Signal is preparing the Technical Economic Report, Hung Nguyen has submitted the Technical Economic Report for appraisal.

Accelerate disbursement to reach at least 60%

At the meeting, relevant localities, departments and branches proposed difficulties and problems. Regarding agricultural land, some localities are having problems with the origin of land use of some plots; regarding residential land and garden land for resettlement during the resettlement planning process, most households requested to be compensated with land, not receive money, requested in the form of land for land (including garden land) and requested to recover and compensate for land and assets in the traffic safety corridor...

Also at the meeting, the Department of Transport recommended that the Ministry of Transport pay attention to directing Project Management Board 6 and relevant agencies and units to have a plan to receive the recovered land area and promptly implement the project, avoid re-encroachment cases, and continue production. Supplement compensation capital for land acquisition for localities in need or transfer funds between localities with excess capital (reduce capital plan). Direct Project Management Board 6 to consider adding a service road for the Dien Hanh section, and set up stakes in the land acquisition area for rest stops in Dien Hanh commune.

Speaking at the meeting, Deputy Minister Nguyen Nhat highly appreciated the progress of land acquisition and clearance in Nghe An province, and at the same time made it clear that in order to speed up the land acquisition and clearance work for the North-South Expressway Project, in compensation and clearance work, resettlement..., the heads of the local land acquisition and clearance committees must make their own decisions, accordingly, the Departments and branches closely guide localities to follow the Land Law to avoid mistakes in implementation.

Accordingly, Deputy Minister Nguyen Nhat also noted that the Prime Minister has issued many directives on public investment disbursement in 2020, so localities must speed up disbursement to at least 60% by September 30, 2020. Regarding the issue of surplus or shortage of allocated funds, Project Management Board 6 will synthesize and submit for early adjustment. In particular, in the work of compensation for site clearance, along with speeding up progress, localities need to pay attention to minimizing the need to enforce construction.

Based on the opinions of localities, departments, and the direction of the Deputy Minister, in his concluding remarks at the working session, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, accepted the direction of the Deputy Minister. At the same time, he assigned the districts to urgently extract measurements and continue to approve the compensation plan for site clearance. Speed ​​up the construction progress of resettlement areas, organize lotteries; approve land prices for resettlement areas to speed up compensation work and receive money from the people...

The North-South Expressway project through Nghe An province has a length of about 87.84 km, belonging to 2 sub-projects: Nghi Son - Dien Chau section and Dien Chau - Bai Vot sub-project, passing through Hoang Mai town and the districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen; in which: The section through agricultural land is about: 79.31 km (90%). The section through residential land is about: 8.53 km (10%).
