Completion of grassroots Party congresses in 62/67 subordinate Party committees
In general, in August and the first 8 months of the year, the Party Organization and Building sector focused on consulting and proactively issuing a synchronous system of documents on Party congresses at all levels for the 2020-2025 term, especially the personnel work process to ensure strictness, objectivity, and democracy, contributing to rectifying and tightening discipline and order in personnel work, controlling power,against nepotism
The Organizing Committees at all levels have also proactively grasped the situation, promptly advised the Party Committees to direct the successful organization of Party Congresses at the grassroots and higher levels, and actively prepared for the Party Congresses directly under the Central Committee; associated with early detection, quick handling, timely and effective resolution of difficulties, obstacles, inadequacies, limitations, and arising issues in personnel work, personnel work of Party Congresses at all levels...

Up to this point, despite the impact of the Covid-19 pandemic, thanks to proactiveness, flexibility, creativity, and overcoming difficulties, the progress of Party congresses at all levels still ensures requirements.
As a result, 62/67 Party Committees directly under the Central Committee completed the organization of grassroots Party Congresses; of which, 119 grassroots Party Congresses piloted direct election of secretaries.
In general, personnel work was closely directed, following the 5-step process, ensuring democracy and objectivity. The election ensured correct principles and procedures; the election results basically met the requirements of quality, quantity and structure.

In addition, the conference also frankly pointed out some limitations. In the organization of Party congresses at the grassroots level, some Party committees and organizations arranged personnel before the congress or appointed and supplemented personnel immediately after the congress without impartiality, failing to ensure capacity and prestige.
On the other hand, the work of preparing personnel for the Party Committee is not really for the common good; there is a phenomenon of "following procedures and regulations, but not ensuring"right person, right job”.
In a few places, personnel were recommended for re-election but were not elected, including key officials; some Party committees showed signs of abusing the appointment of secretaries at the congress or immediately after the congress, causing many conflicting opinions and negative public opinion among officials, Party members and the people...
For Nghe An, closely following Directive No. 35-CT/TW of the Politburo; Instruction No. 26-HD/BTCTW of the Central Organizing Committee and documents of the Provincial Party Committee, the Provincial Party Committee's Organizing Committee has also advised and specified documents and instructions for directing the congress.
By August 29, 26/26 grassroots party committees had completed their congresses; including 21 districts, cities, and towns; 2 bloc party committees and 3 armed forces party committees.
The Congress elected 879 comrades to the executive committees of the grassroots party committees for the 2020-2025 term.
Do not underestimate human resource standards because of structure.
Concluding the conference, in addition to highly appreciating the efforts of the Party Organization and Building sector to overcome difficulties since the beginning of the year, comrade Pham Minh Chinh - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee also emphasized a number of key tasks in the coming time.
Specifically, the Organizing Committees of provincial and municipal Party Committees need to closely follow the directives of the Central and Party Committees to continue to effectively implement the political tasks of the sector.
The requirements for the Standing Committee and the Organizing Committee to direct the provincial party congresses must pay comprehensive attention to the contents, avoiding the situation of focusing too much on personnel work without investing adequately in building and commenting on documents.
In particular, in advising on the preparation of the Executive Committee's review report, the Standing Committee needs to closely follow the Central Committee's regulations and must truly have its own "color", not overlapping with the political report.

Comrade Pham Minh Chinh also noted that the Standing Committee and the Organizing Committee of the City and Provincial Party Committees continue to closely follow the documents of the Central Committee to effectively implement the work of Party building and building the political system, organizational apparatus, cadres; regulations on setting examples... In particular, focusing on the work of evaluating cadres according to Resolution 7 of the Central Committee (term XII) with specific criteria, on that basis, arranging and assigning suitable cadres; attaching importance to political work, ideology and policies for cadres who are not qualified for re-election.
Personnel consulting work for provincial and municipal party congresses needs to pay attention to structure, but not to underestimate standards because of structure; harmoniously combine experience and development direction, between training expertise and talent; control power and fight against power abuse; follow procedures, regulations and the right person, the right job, do not take advantage of regulations to legitimize personal intentions...
In parallel with the above tasks, the Head of the Central Organizing Committee also requested the Standing Committee and the Organizing Committee of the City and Provincial Party Committees to direct and advise on the assessment of Central and provincial personnel.
The Party Organization and Building Department and the Home Affairs Department, together with relevant departments, need to coordinate in issuing documents based on the Party's regulations on organizational apparatus and personnel work; at the same time, proactively study and review difficulties and obstacles in the implementation process, and make recommendations to the Central Committee for consideration of amendments and supplements, avoiding the creation of "sub-" regulations in personnel work...
