Nghe An plans to complete the arrangement of redundant staff by 2025.

(Baonghean.vn) - A representative of the Department of Home Affairs of Nghe An province affirmed that the arrangement of redundant cadres and civil servants needs more time, according to the gradual reduction roadmap set by the Central Government. From there, it is recommended that the Central Government allow Nghe An to extend the time to resolve the number of redundant cadres until 2025 according to the Resolution of the National Assembly Standing Committee.

On the morning of September 8, the Ministry of Home Affairs held an online conference on the implementation of Project 513 on"Complete and modernize records and mapsadministrative boundaries and building a database on administrative boundaries"and arrange administrative units at district and commune levels according to Resolution No. 32/NQ-CP dated May 14, 2019 of the Government.

At Nghe An bridge, comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference. Also attending the conference were members and the Steering Committee's Support Team to deploy and implement the arrangement and merger of commune-level administrative units in Nghe An province (According to Decision No. 3118/QD-UBND dated August 12, 2019 of the Provincial People's Committee).

Results achieved

At the conference, the Ministry of Home Affairs reported important results in implementing Resolution No. 32/NQ-CP dated May 14, 2019 of the Government promulgating the Implementation Plan.reorganizing administrative units at district and commune levels in the 2019-2021 period.

Accordingly, 43 provinces and centrally run cities will reorganize administrative units at district and commune levels in the 2019-2021 period, with the number of district-level administrative units reduced by 6 units and the number of commune-level administrative units reduced by 546 units.

As a result, the expected reduction in State budget expenditure due to reduction in salary, allowance and operating expenses in the next 5 years (2020 - 2024) is about 1,431 billion VND. Of which, the reduction in salary and allowance expenditure is about 511 billion VND and the reduction in operating expenses is about 920 billion VND.

It is expected that in the newly formed district-level administrative units, the number of cadres and civil servants will be arranged in accordance with regulations to be 1,062 people; the surplus number will be 428 people. For the commune level, it is expected that the number of cadres and civil servants at the commune level will be arranged in accordance with regulations to be 10,043 people; the surplus number will be 9,534 people. The number of non-professional workers at the commune level will be 8,816 people; the surplus number will be 6,913 people.

However, the settlement of policies for redundant people faces many difficulties and obstacles and is difficult to ensure completion before 2022. Specifically, in the period of 2019 - 2021, only 146 redundant district-level officials and civil servants; 7,006 redundant commune-level officials and civil servants and 6,705 non-professional commune-level workers have been completely resolved.

Regarding the implementation of Project 513 on "completing and modernizing records, administrative boundary maps and building a database on administrative boundaries", by the end of July 2020, the Ministry of Home Affairs had advised the Government to issue 07 Resolutions to agree to definitively resolve 15/16 provincial administrative boundary areas left by history.

By the end of 2015, the VN-2000 National Coordinate System topographic base map had been provided to draw national borders, boundary lines, boundary markers and characteristic points on administrative boundary lines for 58/63 provinces and centrally run cities.

Speaking at the conference, comrade Tran Quoc Chung - Deputy Director of the Department of Home Affairs of Nghe An province quickly reported the results of the implementation of the arrangement of administrative units at district and commune levels. Accordingly, the whole province has reduced 20 administrative units at commune level and 2,082 hamlets and villages.

The total number of cadres and civil servants in 16 administrative units of 9 district-level administrative units to be reorganized is 715 people. The province has immediately arranged 310 cadres and civil servants in 16 new commune-level administrative units.

There are 405 surplus commune-level cadres and civil servants, of which 107 have retired at the right age, are waiting to retire, have quit their jobs, retired early, or have been transferred to commune-level administrative units that are short of staff. The remaining 298 commune-level cadres and civil servants are surplus.

For non-professional workers at the commune level, in 16 communes there are 459 people and 178 people have been arranged. There are currently 281 surplus people, who have been laid off so far.

From local practice, the representative of the provincial Department of Home Affairs affirmed that thehandling redundant officials and civil servantsneed more time and follow the roadmap for gradual reduction set by the Central Government. Accordingly, recommend the Central Government to allow Nghe An to extend the time to resolve the surplus cadres until 2025 according to the Resolution of the National Assembly Standing Committee.

At the same time, the Ministry of Home Affairs needs to have a separate mechanism for the case of considering transferring commune-level officials and civil servants to district-level and provincial-level officials to facilitate the transfer process. Because currently there is a policy of not recruiting new district-level and provincial-level officials to prioritize receiving commune-level officials and civil servants to fill vacant positions at the provincial and district levels.

Concluding the conference, Minister of Home Affairs Le Vinh Tan pointed out four issues that need to be resolved in the coming time, including: developing a suitable roadmap for streamlining staff; developing specific policies for redundant staff after the merger; urgently completing Project 513 after proposing to extend the completion time from 2016 to 2020; finding ways to overcome difficulties arising from practical implementation of the Project.

The Minister affirmed that the Ministry of Home Affairs will continue to work with localities and Central Committees and branches to thoroughly resolve each content to soon complete the set key goals in the shortest time.
