Prosecution and temporary detention of biological father and step-aunt for abusing 6-year-old girl, causing broken arm

Bac Ninh Provincial Police have issued a decision to prosecute and temporarily detain Dang Trung Kien and Le Thi Nuong for their involvement in the brutal abuse of a 6-year-old girl that has outraged public opinion.

Regarding the case of abusing a 6-year-old girl, information from the Bac Ninh Provincial Police said that the Investigation Police Agency of Tu Son Town Police (Bac Ninh Province) has issued a Decision to prosecute the case, prosecute the accused, and issue an arrest warrant to detain Dang Trung Kien (born in 1974, in Tan Lap quarter, Dinh Bang ward, Tu Son town) for 3 crimes:"Torturing children"(according to Article 185 of the 2015 Penal Code); “Illegal possession of military weapons” (Article 304) and “Illegal possession of narcotics” (Article 249).

The police agency also issued a decision to prosecute the accused and a temporary detention order against Le Thi Nuong (born in 1984, in Nam Thanh Ha village, An Phu commune, My Duc district, Hanoi (Kien's girlfriend) for the crime of "Resisting law enforcement officers" according to Article 330 of the Penal Code.

Authorities rescued the child.

At 03:15 on September 9, 2020, the Criminal Police Department of Bac Ninh Provincial Police, Tu Son Town Police coordinated with the Major Crimes Department of the Criminal Police Department, the Criminal Police Department of Hanoi City Police, and Dong Da District Police to arrest Dang Trung Kien while he was hiding at his friend's house on the 4th floor, No. 208 Ton Duc Thang Street, Hang Bot Ward, Dong Da District, Hanoi.

Earlier, on the morning of September 5, Bac Ninh Provincial Police received a report from Ms. Le Thi Huong (78 years old, residing in Dinh Bang Ward, Bac Ninh City) that at the house of her son Dang Trung Kien (47 years old), there were screams and cries for help from her granddaughter Dang Ngoc Anh (6 years old, Kien's daughter). Ms. Huong knocked on the door but Kien did not open.

Immediately after receiving the report, the police and local authorities went to the scene to verify the incident. At the scene, the working group determined that Kien was holding Ngoc Anh in the house. Although the working group tried to persuade him for many hours, Kien stubbornly refused to cooperate and locked all the doors.

Recognizing the complexity of the case, the Provincial Police Director directed the Criminal Police Department, the Mobile Police Department and the Fire Prevention and Fighting Police Department to increase forces and coordinate with Tu Son Town Police to quickly deploy a plan to rescue the child.

After many hours of unsuccessful persuasion, at around 6pm the same day, the police force broke into Kien's house and discovered Kien's lover, Le Thi Nuong (36 years old, residing in Hanoi), holding Ngoc Anh on the bed. Immediately, the task force restrained Nuong and successfully rescued Ngoc Anh, and quickly took the child to the emergency room. According to the doctors, the child was abused and had many bruises on his back; his right arm had a fracture in the middle of the bone.

During a search of Kien's house, the police seized about 7.7 grams of various drugs and many items related to the abuse of Ngoc Anh. In particular, during the process of arresting Kien, the police seized a K59 gun with a magazine containing 7 bullets, including 1 loaded bullet; an external magazine containing 7 bullets, 2 knives, 1 small scale and about 1007 grams of synthetic drugs.

Currently, the Provincial Police Director is directing the Investigation Police Agency of Tu Son Town Police to preside over and coordinate with other units to consolidate documents and files to bring the subjects to strict legal proceedings./.
