Implementing the Plan of the Director of Nghe An Provincial Police "on launching a peak period of attacking crime and preventing the illegal sending of Vietnamese people abroad in Nghe An province", Vinh City Police have launched a drastic campaign, using synchronous professional measures to fight and eradicate criminal gangs operating in the area.

Typically, at 00:00 on September 16, 2020, Vinh City Police successfully dismantled Project 920N, dismantling the "Organizing and brokering for others to illegally flee abroad" ring tosurrogacyfor commercial purposes and the sale of fetuses.

Accordingly, through the work of grasping the situation in the area, Vinh City Police discovered a line of "Organizing and brokering for others to illegally flee abroad”Fleeing to China to become a surrogate mother for commercial purposes and trafficking fetuses led by Uong Thi Trang (born in 1989), residing in Hung Loc commune, Vinh city.

The verification process determined that in early 2019, Uong Thi Trang went to China to stay in Guangzhou province, China to work. Realizing the high demand for children among Chinese people, Trang came up with the idea of ​​finding a surrogate mother or a pregnant woman to give birth and sell the child for profit.

Faced with that situation, the Vinh City Police Department's leaders reported to the Director of Nghe An Province Police Department to establish a special project to combat and eradicate this network.

After a period of collecting evidence, on September 16, 2020, the Special Task Force decided to crack the case. At around 00:00 on September 16, 2020, at the Eastern Bus Station, Vinh City, the Vinh City Police General Investigation Team presided over and coordinated with Hung Loc Commune Police, Quan Bau Ward Police, Vinh City to catch Uong Thi Mai red-handed when Mai was taking a young woman residing in Ben San Hamlet, Long Nguyen Commune, Ben Cat District, Binh Duong Province on a passenger bus to Cao Bang to illegally cross the border to China for embryo implantation.

At the same time, the Investigation Committee conducted an emergency search of Uong Thi Trang's residence and issued an emergency detention order for her, seizing from the subjects 2 mobile phones, 5 ID cards, 2 passports and many documents related to the act of illegally sending people abroad to serve as surrogate mothers in China.

Through investigation, the subjects initially confessed: Trang herself had been a surrogate mother during her time in China. After returning from China, Trang went on social networks Facebook, Zalo, Wechat... to establish the groups "Mth", "Surrogacy", "MTH7" and colluded with Uong Thi Mai (born in 1993), residing in Trung Luong ward, Hong Linh town, Ha Tinh province to find and select healthy women who were unemployed and needed money to send to China as surrogate mothers andfetal traffickingto make profit

These people will be taken by Trang and Mai in collusion with some people in Hanoi and Cao Bang to Cambodia and then to China or through illegal routes in Cao Bang directly to China to implant the embryo and then bring it back to Vietnam to take care of the pregnancy. After that, they will be taken to China to give birth and hand over the child.

Each woman who successfully gives birth will be paid 330 - 350 million VND, while Trang and Mai will each receive 20 - 30 million VND.

And just from February 2020 to now, this group has organized for more than 20 people to illegally cross the border to China to be surrogate mothers and profit with an amount of more than 500 million VND.

Currently, the Vinh City Police Investigation Agency is continuing to fight and expand the Project to handle the subjects in accordance with the provisions of the law.
