Striving to achieve the highest goals, welcoming the 19th Nghe An Provincial Party Congress

On the morning of September 24, the People's Committee of Nghe An province held a regular meeting for September 2020. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. The meeting was held online at 21 connecting points in districts, cities and towns.

GRDP INCREASED COMPARED TO THE SAME PERIOD

Reporting at the meeting, Acting Director of the Department of Planning and Investment Nguyen Xuan Duc said that in the first 9 months of 2020, the entire political system focused on implementing the "dual goal": both preventing and fighting the epidemic; and focusing on recovering and developing the socio-economy. At the same time, focusing on preparing and organizing well the Party Congresses at all levels, term 2020-2025.

Total product in the province(GRDP) in the first 9 months of 2020 is estimated at 61,472 billion VND, up 3.44% over the same period. Budget revenue in the first 9 months of 2020 is estimated at 11,059.3 billion VND, reaching 72.7% of the estimate.

By September 2020, the whole province had 246/411 communes meeting new rural standards, accounting for 59.85%. There are 4 district-level units: Vinh City, Thai Hoa Town, Nam Dan, Yen Thanh meeting new rural standards.

Industrial production faced many difficulties due to the impact of the Covid-19 pandemic, but by September there were signs of good recovery. In the first 9 months of 2020, the industrial production development index is estimated to increase by 4.29% over the same period in 2019.

Proportiondisbursement of public investment capitalAs of September 15, 2020, the project has achieved 65.22% of the plan assigned by the province and 66.07% of the detailed plan assigned by the province for the projects.

However, tourism activities are facing the most difficulties, the number of visitors has decreased sharply, many travel businesses, tourist accommodation establishments, and restaurants have had to stop operations, and workers have had to take time off or take turns taking time off.

In that situation, the workattracting investment, removing difficulties for businesses, improving the investment and business environment continues to receive comprehensive direction from the Provincial People's Committee. As of September 16, 2020, the province has granted new licenses to 59 projects with a total registered investment capital of VND 4,415.64 billion; and adjusted 65 projects.

Employment, poverty reduction and social security issues have received attention; National defense, security and social order and safety have been ensured. All levels and sectors have strengthened administrative reform, improved the effectiveness of inspection activities, and resolved complaints and denunciations...

As of September 16, 2020, the whole province has made payments to 3 groups: meritorious people; social protection; poor and near-poor people, which is 609,913 people, with an amount of more than 587 billion VND. At the same time, support for groups of workers and employers is 1,797 people, with an amount of 1.8 billion VND.

At the meeting, leaders of Hoang Mai Town, Cua Lo Town and Nghia Dan, Quy Hop, Thanh Chuong, Hung Nguyen, Tan Ky, Yen Thanh districts... reported on the basic socio-economic situation, emerging issues in the area; at the same time, proposed many contents on collecting fees for people quarantined to prevent the Covid-19 epidemic, disbursing public investment capital, attracting investment,...

Leaders of departments and branches also discussed and responded to recommendations from localities; and reported on tasks and solutions in their assigned areas.

ACHIEVEMENTS TO WELCOME THE 19TH PROVINCIAL PARTY CONGRESS

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that in the third quarter, there were two major issues: the Covid-19 epidemic broke out again, the number of infections in the community was very large and localities organized Party Congresses at the grassroots level. However, the task of socio-economic development was not interrupted.

In the context of many difficulties, Nghe An still achieved a growth rate of 3.44%, which is very positive. In addition, budget collection and public investment disbursement reached a good level. Administrative discipline was gradually implemented, and other fields achieved many results.

However, the Chairman of the Provincial People's Committee also said that the production sectors have recovered but not well, still very worrying. Service growth is still low, newly recovered tourism is facing difficulties. The investment and business environment has improved but is still not good, site clearance work, and the lives of a part of the people are still difficult.

Regarding the direction and solutions for the last 3 months of the year, the Chairman of the Provincial People's Committee agreed with the 12 groups of tasks that the Department of Planning and Investment presented at the meeting. At the same time, he emphasized 7 more tasks and solutions and requested departments, branches and localities to pay attention to implementing them well.

In mid-October, the Provincial Party Committee will hold the 19th Congress, emphasizing that this is an important political event. The head of the Provincial People's Committee said that we should not forget the dual task of both preventing and fighting the epidemic and developing the economy.

Therefore, he requested all levels and sectors to strive together, with high determination and drastic actions to achieve the highest targets set out in the 2020 plan, contributing to the implementation of the 5-year plan 2016-2020. This is a meaningful achievement to welcome the 19th Provincial Party Congress, term 2020-2025.

The Chairman of the Provincial People's Committee also said that all levels and sectors must continue to prevent and control the Covid-19 epidemic, without being subjective or negligent. Focus on building the 5-year socio-economic development plan for 2021-2025; the 5-year State budget estimate for 2021-2025 and the 5-year public investment plan for 2021-2025.

At the same time, urgently deploy the task of establishing a provincial planning, building a budget estimate, and selecting a consulting unit to develop a plan to ensure progress, content, and quality. Because this is the basis for planning the province's development policy in the next 10 years.

At the same time, focus on accelerating the disbursement of public investment capital, striving to reach 100% by the end of 2020, especially disbursing the land acquisition capital for the North-South Expressway project. All levels and sectors must assign responsibility to their leaders and promptly propose to competent authorities to resolve difficulties and problems. This is the emulation evaluation criterion in 2020.

Strengthen national defense, ensure security and social order, especially before, during and after the 19th Provincial Party Congress. Regarding specific tasks, the Provincial People's Committee will issue documents assigning each department, branch and locality./.
