Focus on National Highway 1A, National Highway 48, National Highway 46, National Highway 7; the route from Vinh city to Uncle Ho's hometown; from Vinh airport, along Lenin Street to Truong Thi Street; on the main roads of Vinh city, in front of the gates of agencies, administrative and public service units, especially the area around the Provincial Labor Culture House.

The arrangement of slogans, billboards, and propaganda posters about the 19th Provincial Party Congress must comply with the instructions, ensure aesthetics, and be serious; regularly check to promptly repair any damage due to weather conditions or technical problems.

In addition to organizing widespread propaganda on all types of newspapers and grassroots radio systems in communes, wards and towns throughout the province, provincial departments, agencies, branches, unions, localities, agencies and units organize the posting and sharing of news and articles promoting the 19th Provincial Party Congress on the websites and social networks of the units under their management; mobilize cadres and party members to actively promote, post and share propaganda information about the congress on personal websites (Facebook, Zalo, YouTube, Lotus, Mocha, VCNET...).
