In particular, we have effectively prevented the COVID-19 epidemic and this time, we have changed the way and approach in preventing it, unlike the first time. Up to now, there have been no new infections in the community for 30 days. However, the Prime Minister noted that we must not be subjective.

The Prime Minister also appreciated the education and training sector for successfully organizing the second round of high school graduation exams and praised the Vietnamese student delegations participating in the Olympic competitions for achieving high results.

Government meetingToday is important as we have passed 3/4 of the way through 2020, from which we can evaluate the results of the whole year 2020 and prepare for the 2021 plan.

Regarding the socio-economic situation in September and the first 9 months of 2020, the Prime Minister said that the situation is getting better and better. The third quarter had better growth, especially in sectors and fields such as agriculture, industry and trade, finance, banking, and social sectors, which have a strong and clear recovery trend, creating a premise for the fourth quarter and the whole year of 2020.

From the third quarter growth of 2.62%, this is the basis for assessing that we can have positive growth in 2020. This is a great effort in the context of negative growth in all ASEAN countries.

Point out some bright spots,Prime ministerThe trade surplus of 17 billion USD is a record. The domestic economic sector has an export growth rate of over 20%. Of which, the agricultural sector strives to export over 41 billion USD with 12 processing facilities and factories put into operation.

Foreign investment attraction, despite difficulties, has reached over 21 billion USD. Macroeconomic indicators are stable. Inflation is controlled at a low level; the average consumer price index (CPI) in the first 9 months of 2020 increased by 3.85% over the same period last year.

Exchange rates and the foreign exchange market are stable, and the stock market has recovered. The disbursement rate of public investment capital in September and the first 9 months reached the highest level in the 2016-2020 period.

The supply of food, foodstuffs, and essential goods is abundant. Rice productivity increased by 0.9 tons/ha. Farmers have a "good harvest, good price", and the output of many agricultural products has increased sharply.

The Prime Minister also mentioned the recent conference on drought prevention in Tien Giang province, which discussed timely crop conversion in the face of climate change and saltwater intrusion in the Mekong Delta. “This year, we are determined to direct earlier in the agricultural sector.”

Industrial production in September 2020 has improved, opening up hope for an early recovery and strong growth in the fourth quarter and the coming time. Trade and service activities in September have grown again, consumer demand has recovered. Total retail sales of goods and consumer service revenue in September 2020 increased by 2.7% compared to the previous month and by 4.9% compared to the same period.

The fields of culture, society, environment, national defense, security, and foreign affairs continue to receive attention, doing well in social security and poverty reduction.

Employment in the third quarter recovered, increasing by 1.5 million people compared to the second quarter.

Despite being greatly affected by the pandemic, Vietnam's purchasing managers' index (PMI) (assessed by Nikkei) increased to 52.2 points in September, the highest in ASEAN and compared to 45.7 points in August, showing a clear recovery trend of the Vietnamese economy.

According to the Prime Minister, in September, the dual goals were implemented very seriously and achieved good results.

Proposing to discuss the shortcomings and limitations, the Prime Minister said that many sectors still face many difficulties such as services, aviation, transportation, small and medium enterprises. The number of businesses ceasing operations is an issue that needs attention.

Despite many efforts, the growth rate is still low compared to the potential and expectations we set at the beginning of the year.

The Prime Minister asked Government members to discuss frankly and contribute many important solutions to achieve this expectation, achieve the best results in the fourth quarter, and prepare momentum for the 2021 plan and the following years.

In the context of the complicated world situation and the impact of the COVID-19 pandemic, the Prime Minister emphasized the spirit of "stronger self-reliance and self-reliance in national development".
