Fishermen in Hoang Mai town face the risk of being foreclosed by the bank due to debt for fishing boat construction

(Baonghean.vn) - This is the reflection of voters of Quynh Lap commune at the meeting between voters and National Assembly deputies before the 10th session of the 14th National Assembly.

At the conference, voter Le Xuan Lam, Quynh Loc commune, suggested that, in addition to granting licenses to stone mining companies, the authorities need to closely and regularly monitor the mining process of enterprises to ensure compliance with regulations, avoid disrupting people's lives, affecting housing projects of people and the environment.

Voter Le Hoi Hung, Quynh Lap commune, said that in the area, there are 3 fishermen building offshore fishing boats according to Decree 17 of the Government dated February 2, 2018 (on amending and supplementing a number of articles of Decree No. 67/2014/ND-CP dated July 7, 2014) on a number of policies for fisheries development.

Mr. Hung said that according to Decree 17, fishing vessels with a total main engine capacity of 1,000 CV or more, the ship owner is supported with 35% of the investment value of new construction but not exceeding 8 billion VND/ship. Thus, these 3 vessels are supported with a total of 24 billion VND, but up to now, about 1 year has not been supported, while the above households have to borrow from commercial banks to build the vessels, leading to the risk of being foreclosed by the bank. Therefore, he requested clarification on the implementation of the support policy.

Also at the conference, voter Nguyen Van Thao, Quynh Loc commune, said that in the town, there is currently Hoang Mai Industrial Park with a clean site, but there are no investors, while some investment projects in the area are located outside the industrial park, affecting the production land of the people. Therefore, this voter suggested that the project should be converted and attracted to the industrial park.

Voter Thao also suggested that some policies on poverty reduction should be changed. Because the current policies to support the poor, besides positive aspects, also have limitations, even creating inertia and dependence on the poor. According to him, policies to support the poor should be binding, avoiding giving them away for free.

Representatives of Hoang Mai town leaders and some departments and branches also responded to voters' petitions under their authority. In particular, Mr. Nguyen Huu An - Chairman of Hoang Mai town People's Committee responded to the contents related to Hoang Mai Industrial Park.

In particular, regarding attracting investment projects, the head of the People's Committee of Hoang Mai town said that priority will be given to arranging projects in industrial parks, while arranging projects outside industrial parks will be considered to ensure suitability with the town's socio-economic development and environmental protection.

Regarding the petition of voters of Quynh Lap commune on implementing support for shipbuilding according to Decree 17, Mr. Nguyen Huu An requested the National Assembly Delegation of the province to have more opinions with relevant agencies so that fishermen can enjoy the regimes and policies according to regulations.

On behalf of the National Assembly delegates, Major General Nguyen Sy Hoi received and responded to voters' recommendations, especially on the issue of issuing new policies for poor households.
