After 26 years of construction and development, Cua Lo has grown from a coastal fishing village into a bustling coastal tourist city, gradually modernizing. With a favorable geographical location, diverse and abundant natural resources, friendly and hospitable people, gradually synchronous investment in infrastructure, reasonable policies and sanctions in state management of tourism, Cua Lo has become a potential tourist city and is recognized as the first coastal tourist city in the country.

However, along with the development are not small challenges for Cua Lo tourism. Up to now, the tourism growth rate and tourism competitiveness of Cua Lo have not been commensurate with the potential, advantages and expectations of a coastal tourist city; the planning and development of tourism infrastructure are still inadequate; tourism products are not diverse and attractive to tourists... Cua Lo has only introduced what we have, not yet introduced what the market needs. In order for Cua Lo tourism to develop sustainably, overcome the fierce competition of tourist areas nationwide, and affirm its position as the first coastal tourist city on the tourism map of Vietnam, the requirements and tasks set for Cua Lo in the coming time are extremely heavy, requiring the cooperation and participation of not only the town but also Vinh city, and especially looking forward to the attention and support of the Central and the province in terms of mechanisms, policies, and investment resources so that Cua Lo can take off strongly and firmly, together with Vinh city, developing into a key economic growth pole of the province.

Some tasks and solutions that Cua Lo is focusing on and implementing are as follows:

Always determine the development position of Cua Lo town together with Vinh city to become a growth pole in the key economic region of the province.

The Party Committee, government and people of the town always determine that the economic development of Cua Lo town must be linked to the three key economic zones of the province. Building and developing Cua Lo connecting with Vinh - Nam Dan, the southeastern districts of the province, linking with the economic zone of Nam Nghe - Bac Ha; linking the development of Cua Lo urban tourism with the region and the whole country. Cua Lo must be the province's open door to the East Sea to exploit the potential and advantages of the sea and islands and develop Nghe An's foreign economy with countries in the region and the North Central region.

Cua Lo town will focus on developing projects, programs, and plans to serve tourism development; build a complete system of guiding documents and policy mechanisms to encourage investment in developing modern entertainment areas. Strengthen decentralization, delegation of authority, and clarify responsibilities between the town and the grassroots, between agencies in the coordinating unit, and advise on the implementation of state management tasks on tourism.

Promote propaganda and investment promotion in tourism in many diverse, rich and effective forms.

Invest in completing infrastructure, supplementing and completing tourism development planning, urban beautification, expanding tourism space to suit advantages and potentials. In particular, Cua Lo will focus on managing and implementing planning well, protecting the environment, preserving and promoting the Cua Lo tourism brand. Focus on expanding and developing new types and tourism products to the South and the North, especially cultural tourism, resorts, shopping and services for night tourists... to make Cua Lo 4-season tourism attractive to domestic and foreign tourists.

Diversify and improve the quality of tourism products, prioritize the implementation of new, high-quality, and diverse types of tourism to serve tourists.

"We must consider investors and businesses as the objects of service"

In the coming term, to improve the effectiveness of investment promotion, develop foreign economic relations, especially taking advantage of opportunities to welcome the shift of investment capital flows after Covid-19 and continue to support development, improve the competitiveness of enterprises; The province needs to focus on implementing the following key solutions:

Raising awareness and responsibility of officials and civil servants to change the perspective on investment promotion, especially the importance of supporting businesses in both awareness and action of the entire political system. Investors and businesses must be considered as service objects. This is the key point to change the attitude and professional behavior of officials and civil servants in contacting and resolving administrative procedures for investors/businesses.

To do this, the first thing is to build cadres who are modern, dynamic, professional in their work, civilized in their behavior, dedicated in serving the people, and meeting social needs. Therefore, it is necessary to clarify the roles and responsibilities of each sector and unit in the administrative reform process. At the same time, it is necessary to direct research and development of a Code of Conduct for cadres and party members in their communication with agencies, organizations, people, and businesses. This viewpoint and approach must be thoroughly understood throughout the local political system, from leaders at all levels to cadres who directly work with investors/businesses and handle matters related to investors/businesses.

Continue to focus on implementing drastic and breakthrough solutions to strongly improve the investment environment and enhance the province's competitiveness index. First of all, it is necessary to promote the revolutionary offensive thinking, daring to think, daring to do, daring to take responsibility to create new momentum in the work of promoting, attracting investment and handling records and procedures for investors; must clarify and thoroughly handle the causes of obstacles affecting the province's investment and business environment; Create all possibilities for businesses to easily access development resources such as: Finance, land, technology, human resources, etc. The active participation of authorities at all levels, consistency in direction and administration, and stability of mechanisms and policies are the driving forces for businesses to decide to invest and stay with Nghe An for the long term.

Maintain a regular dialogue mechanism between provincial leaders, sectors and investors to promptly resolve difficulties and problems, strengthen investors' confidence in the investment and business environment in Nghe An, create a spillover effect and positive impact on new investors with the motto that the province always accompanies businesses.

Continue to prepare necessary conditions to attract investment. In particular, the key and continuous tasks for the period 2020 - 2025, 2030 and the following years. Focus resources on investing in the construction of key infrastructure for development investment (such as Hanoi - Vinh, Vinh - Cua Lo expressways, coastal routes, Hanoi - Vientiane expressway through Thanh Thuy border gate, ...; key infrastructure of economic zones, industrial parks ...), issue practical, feasible and effective investment support policies on the basis of ensuring resources and post-investment support mechanisms; adjust land price lists in industrial parks to create competitive advantages with other provinces.

"Building Thai Hoa into the center of the Northwest region of Nghe An"

Urban development is an inevitable process to meet the socio-economic development requirements of localities and the enjoyment needs of the people. Therefore, in each locality, growth poles and key economic zones are often identified for themselves for investment and development, thereby creating a spillover effect to neighboring areas.

Thai Hoa is located in the center of the Northwest region of Nghe An. Therefore, when Thai Hoa receives appropriate investment, it will have a positive impact on the overall development of the entire region.

Some basic tasks and solutions that the Town Party Executive Committee determined to implement drastically in the 2020-2025 term:

Strengthening investment attraction associated with effective implementation of planning, planning management and construction of synchronous and modern infrastructure.

Prioritize the implementation of construction sub-zone planning to serve as a basis for detailed planning of projects. Continue to review, adjust and supplement the planning of sectors and fields in a synchronous manner. Propose to expand the town space to create suitable development resources in the new period, focusing on forming regional linkages of Thai Hoa - Hoang Mai - Nghi Son.

In the coming time, the town will determine to take the people as the center of service, focusing on promoting administrative procedure reform in sensitive areas that are prone to causing trouble, especially in the fields of land, construction, and finance. Strengthen inspection, supervision, tighten administrative discipline and propose effective solutions to improve the public ethics of cadres and civil servants; publicize and make administrative procedures transparent; "take the satisfaction of the people and businesses as a measure of the effectiveness of the Party Committee and government's operations".

Focus on developing Thai Hoa town to become a center for commercial services, finance and banking, human resource training, medical services and health care for people in the region.

Effectively exploit the potential of agricultural land, focus on synchronous and effective implementation of solutions for agricultural and rural development. Link agricultural development with service development, eco-tourism development, experience and promote the role, improve the lives of farmers.

Currently, the agricultural sector still plays a positive role and influence on the lives of a large part of the local population, however, the exploitation and use of land resources in agricultural production is not very effective. Therefore, the town focuses on completing the planning of concentrated specialized areas, improving the efficiency and quality of products per unit area; promoting the formation of high-tech agricultural zones in the communes of Tay Hieu, Dong Hieu and Nghia Thuan...

Comrade Nguyen Viet Hung - Member of the Provincial Party Committee, Secretary of Yen Thanh District Party Committee:
"Take care to build a team of cadres for special regions"

During the past term, under the leadership of the Provincial Party Committee, Nghe An has made progress in all areas. In addition to focusing on socio-economic development, special attention has been paid to Party building, Party member development, and political system building in the province, including Party development, strengthening Party organizations and political systems in specific regions - This is considered one of the important tasks contributing to the successful implementation of political tasks in the area.

To continue promoting the achieved results and at the same time effectively solve the remaining problems, we propose some solutions:

Continue to thoroughly and deeply grasp the Party's viewpoints and policies on Party building, including the issue of developing Party members, building Party organizations and political systems in special areas, in order to further enhance the awareness and responsibility of cadres, Party members and the entire political system for this work. It is necessary to identify the work of developing the Party and building a strong political system in special areas as extremely important and urgent, both an immediate task and a strategic, long-term task, especially in the current period. The guiding viewpoint is that there must be no "empty" Party members, no "empty" Party leadership and government administration in this area.

Building and effectively implementing the work of discovering, nurturing, creating sources, developing party members, association members, and union members in remote areas. Party committees at all levels regularly lead through political and social organizations to do a good job of gathering union members, promoting patriotic emulation movements, thereby discovering positive factors, especially youth union members, laborers with achievements, exemplary in the movement, prestigious among the people to have appropriate training plans, creating conditions for them to strive to become Party members. Assigning individuals in charge and having specific targets for each Party organization on developing party members in specific areas; praising, rewarding and replicating good, effective and creative models and practices in this field.

Focus on building, consolidating, and improving the leadership capacity and fighting strength of Party cells and promoting the role of mass organizations in the religious areas. Pay attention to building a contingent of cadres in special areas, considering this one of the core issues to consolidate and improve the quality and effectiveness of the grassroots political system. Cadres in special areas, especially key cadres, must be selected and trained to have adequate professional capacity, situation handling skills, political qualities, courage, enthusiasm and high solidarity, capable of meeting the increasingly high requirements in special areas in the new situation.

Pay attention to investing in socio-economic development in specific areas, focusing on exploiting the strengths of each locality; mobilizing resources, attracting projects to build infrastructure; shifting economic structure; applying science and technology to production; implementing social security well, thereby improving the material and spiritual life of the people, strengthening people's trust in the leadership of the Party.

Timely encourage, share, support and help party members, key figures in religious areas and prestigious people, and progressive-minded masses who support the policies of the Party and the State.
