In particular, right at the entrance and exit of the commune, fingerprint scanners with cameras are installed to control the compliance with working hours of cadres and civil servants. The installation of fingerprint scanners at the office has recorded a clear change in leadership, direction and operation at the grassroots level, especially the management of cadres and civil servants.

Chairman of Phu Son Commune People's Committee (Tan Ky) - Comrade Dinh Xuan Cong said: To achieve specific results in administrative reform, every year, the Commune People's Committee sends cadres and civil servants to attend training courses to improve their professional qualifications and skills in performing administrative reform tasks. In particular, in recent times, the Commune has implemented forms to survey and collect people's opinions on the awareness and responsibility of performing public duties of cadres and civil servants. Through receiving feedback from organizations and individuals on cadres performing public duties, we can make timely adjustments and draw lessons. We link the results of administrative reform implementation with emulation and reward work, thereby reflecting and correctly evaluating the results of performing public duties and tasks of each cadre and civil servant every year.
Recently, the inspection team suddenly inspected the compliance with discipline and administrative discipline of the province in Tan Huong commune and Nghia Dung commune (Tan Ky). According to the inspection team, the People's Committees of the communes regularly pay attention to and direct the rectification of the compliance with discipline and administrative discipline; thoroughly disseminate and remind in the meetings of the People's Committees of the communes, deploy the signing of commitments to implement the directives for cadres and civil servants right from the beginning of the year.

Tan Huong Commune People's Committee has issued an official dispatch directing the strengthening of administrative discipline and order in 2020. Localities have developed and issued a system of internal regulations of the unit such as: Working regulations of the Commune People's Committee for the 2016 - 2021 term; Office culture regulations; Internal spending regulations; coordination regulations, etc.

IDENTIFY BREAKTHROUGH
Clearly identifying the importance of administrative reform work for socio-economic development, every year, Tan Ky district hasmake a specific planto direct implementation. The District People's Committee issued many directive documents and reported implementation results. At the same time, it focused on directing departments, offices, communes and towns to focus on resolving administrative procedures for people and businesses; regularly reviewing and supplementing administrative procedures to promptly publicly post them according to regulations at the Reception and Result Delivery Department at the District and Commune People's Committees.

The district also focuses on investing in upgrading the one-stop shop in terms of facilities, publicizing administrative procedures from the district to the commune. Implementing online public service transactions at level 4 for 100% of units using the State budget, ensuring conditions according to current regulations on electronic transactions in State Treasury operations. Organizing sociological surveys, determining the commune-level administrative reform index, scoring, evaluating and ranking the annual administrative reform work in a democratic, public, honest and timely manner, creating motivation to strive among agencies, units, communes and towns.
Tan Ky district also has many unique ways to evaluate the work efficiency of cadres and civil servants. In particular, the implementation of the "3-step" task assignment mechanism has significantly contributed to changing the working style and manner, improving the efficiency and quality of performing professional tasks of cadres and civil servants. Along with that, Tan Ky district promotes the application of technology and information in document management and administration, ensuring timely and accurate operations, document processing and information, contributing to administrative modernization.
Affirm the results achieved inAdministrative reform work in Tan KyOver the past years, it has made an important contribution to the overall development of the locality, but Chairman of Tan Ky District People's Committee Hoang Quoc Viet also frankly pointed out the limitations and weaknesses in the direction, management and implementation of administrative reform tasks. Some agencies, units and localities have not paid due attention to administrative reform work; the implementation of administrative reform contents is still low, especially at the People's Committees of communes; the rate of using online public services at levels 3 and 4 is still low. Therefore, in the coming time, the district requires leaders of agencies and units; heads of People's Committees of communes and towns to seriously learn from the weaknesses and limitations in administrative reform work, thereby determining solutions to overcome them; goals and tasks of administrative reform in the term 2020-2025.
“Tan Ky identifies administrative reform as one of the key breakthrough tasks of the locality in the 2020-2025 term. Accordingly, the district will issue a specialized Resolution to lead and direct the contents of administrative reform; at the same time, promote the role and responsibility of departments, offices, and localities in implementing administrative reform. The annual results of administrative reform of agencies, units, and localities are one of the criteria for emulation and reward for collectives, individuals, and leaders.”
