(Baonghean.vn) - Nghe An has promoted the "4 on-site" motto in natural disaster prevention, control and search and rescue, which are: On-site command, on-site forces, on-site materials and means, and on-site logistics, partly minimizing the damage caused by floods in the area.

Proactive prevention

The recent floods in the districtKy SonMany landslides appeared, threatening people's lives. The landslides were concentrated in the following communes:Muong Tip, Muong Ai, Bao Nam, Chieu Luu.

However, thanks to the good implementation of the "4 on-site" motto, the district has been proactive in natural disaster prevention and control.

Immediately after discovering the above situation, the district promptly mobilized over 200 people to evacuate the people. Specifically, it mobilized soldiers and police, combined with local authorities and people to urgently evacuate 281 households in Muong Tip, Muong Ai, Bao Nam, and Chieu Luu communes to a safe place.

In addition, local forces were mobilized to relocate 3 houses in Luu Thang village, Chieu Luu commune at risk.landslideto safety. In particular, the district promptly built 120 camps, each camp is 24 m wide.2, if necessary can accommodate about 1,200 evacuated households.

To proactively prevent and combat natural disasters, Ky Son district has developed a plan for flood prevention and control. The representative of Trung Phuc Cuong Commune People's Committee said: To proactively prevent and combat natural disasters, the commune has proactively developed a flood prevention plan. Reviewing weak dyke points that are frequently eroded and subsided, from which a plan has been made to prepare sandbags, rocks, and bamboo stakes to protect the dyke at vulnerable points when needed. In particular, the commune has strengthened its mobile force of over 200 people so that when needed, it can help 5 hamlets outside the dyke evacuate to a safe place.

To proactively implement the "4 on-site" motto, Nam Dan district has reviewed, developed plans, arranged, mobilized necessary forces and means for each region, proactively coordinated with the People's Committees of communes and towns to establish shock teams to guard dikes, dams, and sluices when there is an alarm order. The district has deployed plans to protect dikes, directed communes along the dikes to coordinate with the Dike Management Departments to prepare raw materials such as soil, sand, and sacks when needed for rescue use.

For lake and dam areas, direct communes to check the sluices under the dam, the spillway, the spillway's flood discharge capacity, and the level of dam slope erosion to have a plan for repair before the flood season. According to the assessment of the Provincial Flood and Storm Prevention and Control Committee, during the recent flood season, Nghe An has promoted the "4 on-site" motto quite well to prevent and combat storms and floods. However, the "4 on-site" work still has limitations, such as in many places, people in remote districts such as Ky Son, Que Phong, Con Cuong, Quy Chau are still negligent, subjective, and have not proactively taken measures.disaster response. In sectors and localities, cadres working on PCTT are mainly part-time, especially in many districts, there are no cadres with specialized training. Therefore, the quality of advice is still limited, not meeting the requirements, especially in extreme natural disasters, many new situations appear.
