Ms. Lan, a trader at Vinh market, said: "Although the water level has receded since yesterday (October 31), the kiosks are still flooded. At low points, the water is still above the knees. People cannot open their doors to clean up or resume business. People also cannot stop by to buy goods in this area because it is deeply flooded...".

Currently, the water level on the Vinh River is higher than inside the market, so the water is receding very slowly. We have assigned forces to clear the flow, clean up trash at the sewers to drain the water faster. Currently, the entire area behind the Tay communal house is still temporarily closed for business.
