Police lieutenant stripped of military rank for shooting and killing male student

Currently, Hanoi City Police are coordinating with Dong Da District Police to investigate the case of male student N.D.A. (21 years old, from Quang Ninh), a 4th year student at the University of Transport, who died while standing in front of a house in Dong Da District.
Major General To An Xo said that the initial investigation identified the person who shot and hit the male student as Nguyen Xuan Tinh (born in 1991, residing in Dong Da, Hanoi).

Here, Tinh and his friends thought they had run out of bullets when suddenly the gun went off in the direction of the road opposite the coffee shop. The incident left the victim seriously injured and collapsed on the spot.
Tinh and his friends took the victim to a nearby hospital for emergency treatment, but D.A. died on the way. Tinh then went to the Dong Da District Police Station to surrender.

According to Major General To An Xo, on November 3, Hanoi Police issued a decision to strip Nguyen Xuan Tinh of his military rank, then directed relevant units to collect evidence to carry out the next steps of the proceedings.
