Nghe An determined to open coastal route in the first quarter of 2021
(Baonghean.vn) - The coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) - the section from the intersection of National Highway 46 to Provincial Road 535 is very important, contributing to completing the province's traffic network connecting with the coastal road system of the whole country; creating a premise to promote the socio-economic development of Nghe An.
Bustling construction site
The coastal route through Nghe An province is part of the overall coastal road planning approved by the Prime Minister in Decision No. 129/QD-TTg dated January 18, 2010 and approved for local planning adjustments in Document No. 1453/TTg-CN dated September 26, 2017.
The project has a route length of 7.422 km, starting at the intersection with National Highway 46, Nghi Loc district, and ending at the intersection with Provincial Road 535, Cua Lo town; designed according to the standards of a grade III plain road (TCVN 4054-2005), with a total investment of 521 billion VND.

Observing the current construction site, the contractors are Central Construction Group Joint Stock Company, 369 Investment Company Limited, Deo Ca 368 Construction and Investment Joint Stock Company are concentrating on human resources, machinery and construction equipment to make up for the delay in the past 2 months of rain and floods. More than 50 locomotives are focusing on high-speed construction.
The construction site commander of the Central Construction Group Joint Stock Company - Mr. Le Anh Ngoc said: The unit has been constructing 4.6 km since July 25, 2020. The company has mobilized 50 vehicles, machines of all kinds, and nearly 100 workers to work in 3 shifts a day. The unit only hopes that the locality will clear the residential land so that the construction site can be completed quickly according to the assigned schedule.
The road has a 12m wide base, 7m road surface, and 2m reinforced sidewalks on each side with a structure similar to the road surface. Although under construction, the shape of a modern road is clearly present, promising to open up great potential in traffic and large land funds in Cua Lo and Nghi Loc towns. At the construction sites of Khanh Hop commune (Nghi Loc), Nghi Huong, Nghi Hoa (Cua Lo town), vehicles and machines are urgently working.
According to the report of the Department of Transport, the roadbed has been cleared for 3.70 km/7.4 km, reaching 50%. Once the site is cleared, contractors will immediately start construction at the "golden" schedule.
Early land clearance
Cua Lo Town - coastal city welcomes projectscoastal roadwith excitement because more than anyone else, the local people are the ones who benefit the most from the project. The route runs parallel to Binh Minh Street, connecting with Vinh - Cua Lo Boulevard, Cua Hoi Bridge, opening up many development potentials.
Up to now, Cua Lo people have always been pioneers in giving up land for key projects, for example, the Vinh - Cua Lo Boulevard project was the first to be completed, and Vinh city is still clearing the land. In Nghi Hoa area (Cua Lo town), many households had to relocate and resettle to give up land for the project. Most of the houses here are spacious and solid.

The family of Mrs. Nguyen Thi Huong, Block 3, Nghi Hoa Ward (Cua Lo Town) is a policy beneficiary, has a Nguyen Minh family church and houses nearby, both of which are subject to resettlement. Mrs. Huong said: The family supports the policies of the Party and the State, only hoping to be considered for compensation for the land used to build the church so that the relocation of the house and church can be convenient.
Mr. Phu's family in Block 3, Nghi Hoa has a spacious house, which was built by his sweat and effort after 10 years in Korea. The coastal road passes through, losing all the garden and steps, if the house is left, it will have to be demolished, which is very difficult and unsafe when it is close to the road. He suggested that the Cua Lo Land Fund Development Center have a design solution to advise his family on convenience.
The work of clearing farmland has been completed, but residential land is still a problem in many localities where the route passes through, requiring local authorities to focus on mobilizing, propagating, and clearing the land urgently to meet the traffic opening schedule in the first quarter of 2021. Currently, there are still 0.41 hectares of agricultural land. 1.56 km of garden land, 0.07 km of cemetery land and residential land.
Mr. Vo Van Hung - Vice Chairman of Cua Lo Town People's Committee said: On November 10, 2020, Cua Lo Town organized a working session to review work, progress and resolve problems. After the meeting, the town assigned specific tasks: The Town Land Fund Development Center advised on establishing a working group to review, evaluate, and advise on resolving problems and difficulties regarding housing, assets, architectural works, resettlement, and family temples when implementing the project; develop a plan for compensation and payment of agricultural land through Nghi Hoa ward to be completed before December 15, 2020, and grasp people's opinions on building temporary houses to hand over the site to the construction unit when there is no resettlement area yet.public compensation planHouses, assets, complete documents to submit to the Department of Natural Resources and Environment for consultation on land prices, resettlement land fund, resettlement subjects to be completed before November 20, 2020, submit for appraisal and approval of design documents and construction drawings of resettlement areas before November 20, 2020.
The town assigned the Department of Natural Resources and Environment to preside over consulting and approving resettlement quotas, resettlement land funds, land prices, etc.; assigned Nghi Hoa and Nghi Hai wards to promptly grasp the thoughts and aspirations of the people, propagate and mobilize to ensure progress.
In Nghi Loc district, the coastal road through this locality is 1.08 km long, and 0.57/1.08 km of agricultural land has been handed over; the remaining 0.51 km (agricultural land 0.18 km, residential land 0.33 km). Currently, the progress of clearing agricultural land in Khanh Hop commune (Nghi Loc) is still slow.

Regarding residential land and garden land, 40 households were affected. The inventory, counting and pricing have been achieved for 34/40 households, reaching 85%. Although there was Decision No. 2813/QD - UBND dated October 28, 2020 of Nghi Loc District People's Committee on approving land prices at the place of departure, the Price Council has not yet issued a decision with the reason that if there are any inadequacies in implementing the pricing, it will be adjusted.
The Compensation Council for Land Acquisition and Site Clearance has prepared and distributed the plan documents to 24/26 affected households in the main route on November 9, 2020. Currently, the households are in the process of reviewing and checking the compensation plan for land acquisition and site clearance. The Compensation Council for Land Acquisition and Site Clearance has coordinated with the People's Committee of Khanh Hop commune to review the eligible subjects for resettlement.
The Compensation Council for Land Acquisition and Clearance held a meeting to disseminate policies and publicize the compensation plan for agricultural land affected by resettlement areas for households on October 28, 2020. In the past time, the Compensation Council for Land Acquisition and Clearance has coordinated with the People's Committee of Khanh Hop Commune and the Front Committee of hamlets to explain, propagate, and mobilize households to sign the documents. However, up to now, only 1/15 households have signed the compensation documents for land acquisition and clearance.
A problem in Nghi Loc district is that currently many households have remaining areas after site clearance and compensation that are larger than 80m2.2, less than 300m2, are still uncertain about whether to request the land to be reclaimed or not, causing difficulties in the resettlement approval process. The Compensation Council will hold a meeting with households to get their opinions.

The clearance of coastal roads is extremely important, especially in the context of available capital, to stimulate public investment and create more jobs for workers in the context of the impact of the Covid-19 epidemic. The capital for land clearance has been fully met, now it is necessary to have the consensus of the people to avoid capital recovery. Construction routes are being highly concentrated to open the route in the first quarter of 2021, connecting with Cua Hoi bridge to create a new, spacious appearance for the coastal city.

Therefore, localities need to focus on propaganda and mobilizing households to agree on property compensation plans to submit for appraisal before November 2020, approve and pay before November 30, 2020.
The Town People's Committee directs relevant departments and offices to speed up the completion of procedures to approve land prices and review resettlement subjects before November 30, 2020; Prepare, appraise and approve compensation and payment plans for households that do not resettle before December 31, 2020; at the same time, mobilize households to hand over the land; Prioritize approval, payment and mobilization of handover of 04 plots of land in Nghi Thu ward (wood factory adjacent to Khanh Hop commune) and 08 plots in Nghi Huong ward (at the intersection of Nguyen Sinh Cung street) for road construction. In addition, promptly deploy the construction of resettlement areas for households.
Vietnam coastal roadis a road traffic route under construction, about 3,041 km long, starting at Nui Do port, Mui Ngoc, Binh Ngoc commune, Mong Cai city, Quang Ninh province to Ha Tien border gate, Kien Giang province. This is also the 3rd road route running from North to South Vietnam after National Highway 1A, Ho Chi Minh road - North - South expressway in the West.
This route is built on the basis of renovating or upgrading and expanding some existing coastal roads (including National Highways, Provincial Roads, Sea Dykes...) according to Decision No. 129/2010/QD-TTg.
