Nghe An Provincial People's Council meeting at the end of 2020: Questioning many contents in the form of '1 minute question, 3 minutes answer'

On the morning of November 25, the Standing Committee of the Provincial People's Council held a regular meeting to discuss the preparations for the 17th session of the Provincial People's Council, term XVII, 2016 - 2021; and at the same time agreed on the content of the questioning at the meeting. Innovation in questioning methods and content

With the view of pursuing to the end and ensuring effective resolution of issues raised by the Provincial People's Council, the contentquestionAt this session, the Standing Committee of the Provincial People's Council has decided to change the questioning method and content; instead of questioning on specific topics, the questioning will be "open" in nature related to the implementation of the Conclusions of the Standing Committee of the Provincial People's Council at previous sessions and the recommendations after supervision of the Standing Committee and Committees of the Provincial People's Council.

In the spirit of the policy of the Provincial People's Council Standing Committee, at the meeting, the Committees and Office of the Provincial People's Council presented 11 proposed contents for questioning. Of which, 9 groups of contents were questioned by the Provincial People's Council and the Provincial People's Council Standing Committee issued Conclusions of questioning in previous sessions.

Specifically, land and forest allocation is slow; resolving existing problems and difficulties in the process of implementing investment, construction and operation of projects.hydroelectric projectsin the province; land use management of investment projects, workurban land management,illegal land use conversion; resolving slow-progressing projects, especially in Vinh city and Cua Lo town...

In addition, there are 2 groups of recommendations after supervision that the Standing Committee of the Provincial People's Council plans to select to include in the questioning content at this session, which are the handling of establishments causingenvironmental pollutionserious and handling of existing problems and shortcomings in urban areas and high-rise apartment buildings in Vinh city.

In addition to the above contents, this session also plans to select questions on a number of contents on the current status of the lake and dam system and the management and operation of lakes and dams in the province; investment in construction and operation of clean water plants in the province; problems, difficulties and inadequacies after merging blocks, hamlets and villages and the implementation of Resolution No. 22/2019/NQ-HDND of the Provincial People's Council...

At the meeting, all participants expressed their high agreement with the policy of innovation in the method and selection of questioning content of the Provincial People's Council Standing Committee.

However, some opinions said that, because the expected questioning content is large, while the questioning time is limited, the Standing Committee of the Provincial People's Council needs to research and develop a script for conducting the questioning session scientifically, avoiding rambling and spreading out.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee proposed that the Provincial People's Council Standing Committee "condense" the groups of questioning contents to be more central and important.

Concluding on this content, Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that the method and content of questioning that the Standing Committee of the Provincial People's Council proposed to innovate at this session were determined to be difficult.

However, this is the last regular session and the last session to conduct questioning of the 2016 - 2021 term; with responsibility to the people and to hand over to the new term to continue to pay attention to solving people's problems, so the viewpoint of the Standing Committee of the Provincial People's Council continues to bring up groups of contents that are still "hot" in practice for questioning.

Accepting opinions and affirming that the groups of contents expected to be questioned will be further reviewed to be more focused and important; the Vice Chairman of the Provincial People's Council also said that although the contents expected to be questioned are broad, these are suggestive contents for delegates to choose the most necessary and urgent issues to ask questions; at the same time, for the Provincial People's Committee and departments and branches to prepare, to avoid being passive at the questioning forum.

There are many questions, so during the questioning session, the Standing Committee of the Provincial People's Council will also innovate according to the method of "asking for 1 minute, answering for 3 minutes", only questioning to clarify the responsibilities, commitments, and solutions of the Provincial People's Committee and departments and branches in solving specific issues, not stating the problems that have been repeatedly discussed at many forums...

In the remaining time, the Standing Committee of the Provincial People's Council also discussed preparations for the 17th session of the Provincial People's Council, term XVII, 2016 - 2021; and deployed a number of key tasks in December 2020.
