Strengthening coordination in the fight against all types of crime

(Baonghean.vn) - Head of the Provincial People's Council's Legal Committee Phan Duc Dong suggested that functional agencies need to coordinate better in the fight against crime and law violations.

On the afternoon of November 27, under the chairmanship of comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee, Head of the Provincial People's Council's Legal Committee, the Provincial People's Council's Legal Committee held a meeting to review and unify contents related to the field of internal affairs. Attending the meeting was comrade Cao Thi Hien - Vice Chairman of the Provincial People's Council.

The crime situation is complicated.

According to the report of the Provincial People's Procuracy, in 2020, the Provincial People's Procuracy exercised the right to prosecute and supervise the settlement of 3,370 denunciations and reports of crimes. The Procuracy investigated 3,477 cases/5,993 defendants (newly prosecuted 2,994 cases/5,215 defendants). The investigation agency handled 2,990 cases/5,174 defendants, reaching a rate of 86% (up 5.8% over the same period).

In 2020, the People's Courts at two levels of the province accepted over 11,317 cases of all kinds, and resolved 10,911 cases, reaching a rate of 96%. The remaining cases were newly accepted and are within the time limit for resolution according to procedural law. Compared to 2019, there was a decrease of 1,128 cases.

During the year, the Provincial Civil Judgment Enforcement Department had to execute 19,441 cases, of which 17,009 cases were eligible for execution, accounting for 87% of the total number of cases to be executed.

As a result, 14,186 cases were resolved, an increase of 142 cases, an increase of 1% over the same period in 2019; reaching a rate of 83.4%, an increase of 0.4% over the same period in 2019, exceeding the target assigned by the General Department by 3.4%. The rate of resolving complaints and denunciations according to authority reached 100%.

Strengthening coordination between functional agencies

At the meeting, members of the Legal Committee asked units to analyze and clarify some contents related to the supervision of the execution of judgments; the number of cases of overdue suspension of judgments that have not yet been executed; the situation of gambling crimes; and solutions to improve the quality of case resolution.

Along with that, assess the complexity of civil cases, crime situation and types of cases in the province; number of cases revised; quality of trial of types of cases; bank credit cases, etc.

Concluding the meeting, comrade Phan Duc Dong - Head of the Legal Committee of the Provincial People's Council acknowledged and highly appreciated the work results achieved by the People's Procuracy, People's Court, and Provincial Judgment Enforcement Department in the past time.

Regarding the Provincial People's Procuracy, he suggested continuing to pay attention to resolving major criminal, economic, and long-standing official cases; improving the quality of litigation at court; ensuring the quality of first-instance trials; focusing on resolving criminal cases; doing a good job of inspection, arrest, investigation, prosecution, and trial, ensuring the legitimate rights of the people are resolved; promptly making recommendations and protests against judgments and decisions that contain violations.

Highly appreciating the results of the execution of judgments by the Provincial Judgment Enforcement Department, comrade Phan Duc Dong suggested that the unit should continue to improve the quality and rate of completed judgments in terms of work and money, ensuring substantial and sustainable results of civil and administrative judgment execution.

Regarding the Provincial People's Court, the Head of the Provincial People's Council's Legal Committee suggested continuing to pay attention to the quality of trials and issued judgments; focusing on training and improving the quality of the staff and civil servants in the sector; improving the quality of litigation; paying attention to coordinating with competent agencies to implement issued judgments.

Along with that, continue to do a good job of classifying cases and matters to resolve them on time, with the right people and the right crimes, avoiding wrongful convictions; pay attention to fighting against complicated and new crimes.

At the same time, it is requested that units continue to edit and complete the submission report.17th session, Provincial People's Council term XVII; strengthen coordination between prosecution agencies, party committees at all levels, and local authorities to effectively perform assigned tasks. Regarding the proposed opinions of the units, the Legal Committee of the Provincial People's Council receives and reports to the Provincial People's Council and related units.

On the same day, the Provincial People's Council's Legal Committee reviewed the report on the situation and results of crime prevention and law violation work in 2020, and key directions and tasks in 2021.
