(Baonghean.vn) - Explaining the problems "after" merging communes and hamlets, Deputy Head of the Provincial National Assembly Delegation Tran Van Mao clarified 3 options to solve the problem of redundant staff.

At the meeting, on behalf of the Provincial National Assembly Delegation, the Deputy Head of the Provincial National Assembly Delegation announced the results of the 10th session of the 14th National Assembly, term 2016 - 2021.

Voter Nguyen Viet Mao (Dai Dong commune) reflected that Dai Dong commune is currently merged from 3 communes Thanh Tuong, Thanh Van, Thanh Hung, so the number of redundant cadres, civil servants, and non-professional workers in the commune is quite large.

Although the policy of solvingredundant staffbe implemented within 5 years; however, in reality, some organizations and unions will hold congresses and reorganize in 2021, 2022 and 2023; which means each organization will only be assigned 1 chairman and 1 vice chairman; the remaining surplus are all full-time officials receiving State salaries, so it is recommended that the National Assembly have a reasonable arrangement to ensure the rights of this group.

Voter Nguyen Viet Mao also reflected on the reality that in the commune, there are 3-4 civil servants in charge of one job, and when the salary increase deadline comes, they all get a raise; meanwhile, the team of specialized cadres do not get a raise according to regulations, creating inequality and anxiety among cadres.

Concerned about the “post” merger issue, voter Nguyen Tien Ai raised two problems. That is, after the merger, the area size, population increased and the workload increased, while the benefits for those working in the block did not increase.

On the other hand, the physical facilities of cultural houses and sports areas also pose some shortcomings, both excessive and insufficient. Therefore, it is recommended that the National Assembly and the Government study to have appropriate policies for the above two issues.

Explaining the issues related to the "post" merger of communes and hamlets, Deputy Head of the Provincial National Assembly Delegation Tran Van Mao said that the practical issues raised by voters have been reported by the National Assembly Delegation to the Central Government and the province for research and resolution.

Share the difficulties of the commune and hamlet cadres in the units implementing the merger; at the same time, inform voters about the policy of arranging redundant staff at the commune level of the Ministry of Home Affairs according to 3 options: one is to continue to arrange and assign work to qualified cadres and civil servants; two is to retire when they reach retirement age and three is to resolve the one-time retirement regime for those who are not qualified.

The Deputy Head of the Provincial National Assembly Delegation also clarified many issues and requested Thanh Chuong district, communes and towns to pay attention to resolving voters' petitions within their authority.
