Dear leaders of Nghe An province through the years, distinguished guests and all compatriots and comrades!

Today, in the beloved Nghe An, I am very moved to attend the "990th Anniversary of Nghe An's Name" - an event of great significance, contributing to deepening the position, role and special value of this land of outstanding people, the birthplace of the Father of the nation: our beloved President Ho Chi Minh. On behalf of the Party and State leaders, I would like to send to the Party leaders, former Party and State leaders; leaders of Nghe An province through the periods; revolutionary veterans; heroic Vietnamese mothers and all delegates, compatriots and comrades my warmest, most sincere feelings and best wishes.

Dear compatriots and comrades!

The Provincial Party Secretary representing the Party Committee, government and people of Nghe An has just reviewed the proud tradition of the land of green mountains and blue waters of Nghe An. Over the past 990 years, through many ups and downs, Nghe An has always maintained its glorious and brilliant cultural and historical traditions. Throughout the history of building and defending the country as well as in the revolutionary struggle, national liberation and resistance wars against colonialism and imperialism, this place has always been a fulcrum, an important base, a solid rear, contributing greatly to the glorious victories of the nation; with names such as: Tuong Duong, Con Cuong, Xo Viet Nghe - Tinh, Truong Bon, Ben Thuy bridge, Cam bridge... have gone down in history as immortal epics, forever shining symbols of revolutionary heroism. This place is also the homeland of many unique architectural, artistic, historical and cultural works. The rich, diverse and unique culture has produced many folk songs, especially the immense and profound Vi and Giam folk songs, which captivate people's hearts and nurture the souls and character of many generations of Nghe An people.

For generations, on a land that has often suffered from harsh natural disasters, and where life is full of hardships and difficulties, Nghe An people have always shone with the virtues of diligence, hard work, creativity, studiousness, patriotism, humanity, bravery and revolution. In particular, this land of outstanding people has given birth to generations of heroes, including the great leader, the national liberation hero, the outstanding cultural celebrity Ho Chi Minh.

During his lifetime, Uncle Ho always turned to his homeland with sacred and deep affection, wishing Nghe An to quickly become one of the most prosperous provinces in the North. The Party and the State have always cared for, trusted, and created favorable conditions for Nghe An to develop. Especially, after the Politburo issued Resolution No. 26 dated July 30, 2013 on the direction and tasks for the development of Nghe An province until 2020, together with the affection of compatriots and comrades across the country, they have always encouraged and helped Nghe An to strive to rise up, overcome difficulties, promote potential and strengths to develop more and more.

To carry out Uncle Ho's advice, along with the attention and encouragement of the Central Government and the people of the whole country, after nearly 35 years of implementing the renovation policy, from a poor province, Nghe An has achieved many outstanding achievements, rising to be in the group of localities with a fairly fast growth rate in the whole country; attracting many investment resources; many routes connecting economic regions; many large projects have been and are being completed and put into operation, creating momentum for economic development. Clean agricultural projects have been invested, affirming the right direction in agricultural development. The appearance of urban, rural and mountainous areas has had many innovations. Cultural and social fields have achieved many positive results. Social security work has been guaranteed. People's lives have been increasingly improved. Health care, education and training have developed with high achievements in the top of the country. Social order and safety have been ensured; national defense and security have been maintained.

On behalf of the Party and State leaders, I warmly congratulate Nghe An on the great achievements it has made in recent years. This will be an important foundation for the province to develop more quickly and steadily in the coming time.

I also congratulate the people of our province on the occasion of Hoanh Son communal house, Nam Dan district - a place that has witnessed many changes in Nghe An's countryside - being awarded the Certificate of Special National Monument.

We would like to commend the Party Committee, government and people of all ethnic groups in Nghe An province for their practical and meaningful activities towards the anniversary; thereby introducing and honoring good traditional values, arousing people's pride in the historical and revolutionary traditions of their homeland, creating new determination to build the province to develop more and more.

In this important and proud historical moment, we remember and appreciate the dedication, contributions and sacrifices of our predecessors - the outstanding, steadfast and indomitable sons of Nghe An and of all regions of the country so that Nghe An can have the appearance it has today.

Our country is entering a new stage of development with many opportunities and advantages, but also facing many difficulties, challenges, and new problems that need to be solved. Cadres, party members and people always put their hopes on the Party's correct decisions to develop the country both quickly and sustainably, constantly improving people's lives. As a province with a geographical location, rich natural conditions, a large area, stretching from East to West, with sea, forests, plains and having impressive changes in recent times, Nghe An needs to continue to strive to overcome difficulties and challenges, mobilize and effectively use all resources to develop more strongly, commensurate with the potential and advantages of the province.

To do that, the Party Committee, government and people of Nghe An province need to focus on implementing well the following key tasks:

The first,The Standing Committee, the Provincial Party Executive Committee, Party committees and authorities at all levels must unite and agree to lead and direct the mobilization of the combined strength and great national unity; further promote the spirit of positivity, proactiveness, dynamism and creativity, overcome limitations and weaknesses, exploit all potentials, strengths and local resources and take advantage of external resources to contribute to the successful implementation of the goals and tasks of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, and Notice No. 55 of the Politburo on the 5-year review of the implementation of Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020. In particular, it is necessary to focus on building a strong political system, especially the political system at the grassroots level, taking Party cells and grassroots Party organizations as the core of leadership.

Monday,Focus on transforming the growth model from breadth to depth with a long-term vision; focus on building and effectively implementing the provincial planning to serve as a basis for development orientation in the 2021 - 2030 period; prioritize investment capital in key areas and projects to create development momentum; promote development, application of science and technology, innovation, digital transformation, and digital economic development. At the same time, strengthen the shift in labor structure associated with vocational training and career conversion to provide workers with appropriate qualifications and skills for industries and services, especially the 3 economic regions: "Nam Thanh - Bac Nghe"; "Nam Nghe - Bac Ha", "Development of the Western Nghe An region" and industrial parks and tourist areas.

Tuesday,Continue administrative reform, strongly improve the investment and business environment, enhance provincial competitiveness, quality of infrastructure, services, and supply quality labor to attract large investment projects that are a driving force for the province's socio-economic development. Nghe An must determine to be in the top 15 provinces and cities nationwide in terms of administrative reform index by 2025.

In addition, it is necessary to increase support and promote the spirit of entrepreneurship, innovation and creativity in the whole province to improve labor productivity, create new breakthroughs in production and market development; make good use of opportunities from new-generation free trade agreements to develop production, business and expand the market.

Wednesday,Constantly improve the material and spiritual life of the people; effectively implement social security work, policies for people with revolutionary contributions; sustainably reduce poverty; strengthen the prevention and fight against corruption and waste. Pay attention to listening, dialogue, and resolve the people's legitimate pressing issues. Effectively implement ethnic and religious policies and promote the strength of the great national unity bloc. Effectively mobilize the masses; carry out mass mobilization work; promptly, comprehensively, and fully inform the masses and people about the Party's guidelines and policies, the State's and local laws.

Carry out well the tasks of foreign affairs, national defense, security, ensure social order and safety, resolutely and effectively fight against all types of crimes in the area, create a stable environment, maintain a peaceful and happy life for the people. Pay more attention to socio-economic development in the western localities of the province - where infrastructure and people's lives still face many difficulties.

Thursday,continue to promote the potential and advantages of Nghe An people with valuable qualities such as studiousness, intelligence, dynamism, solidarity, affection and loyalty. This is a great and important resource for the province to develop rapidly and sustainably in the period of industrialization, modernization and integration.

I hope that every Nghe An native in and outside the province, with pride in the heroic historical, cultural and revolutionary traditions of the beloved Nghe An land and special affection for the great President Ho Chi Minh, will continue to study and follow his moral example and together arouse the aspiration to rise up, join hands and contribute to building a rich and beautiful homeland, worthy of the deep and boundless affection that Uncle Ho has for us.

Today's Anniversary is an opportunity for us to return to our roots, continue to affirm and promote the achievements of building and defending the country of the land and people of Nghe An in the process of national history. This is also the time for us to look forward to the important milestone of 2030 - when the name Nghe An turns 1,000 years old, which is also the 100th anniversary of the founding of the Communist Party of Vietnam. With that special meaning, the province needs to develop more breakthroughs to soon become a "fairly developed province" of the country, a center of finance, trade, tourism, education - training, science - technology, health, culture, sports, high-tech industry of the North Central region, to contribute significantly to the successful implementation of the goal by 2030 of our country becoming a developed country with modern industry and high average income. That is the most practical and meaningful achievement to show gratitude to the ancestors and generations of fathers and brothers who built this heroic land, to celebrate the 100th anniversary of the Party's founding; at the same time, to fulfill the wishes of beloved Uncle Ho.

I believe that the historical and cultural traditions of the Vietnamese people in general and Nghe An province in particular will be a source of great strength and spiritual motivation for the Party Committee, government and people of Nghe An province to transform“Lam River Aspiration to Become Lam River Miracle”.
