(Baonghean.vn) - On the afternoon of December 11, delegates of discussion group No. 8 of the 17th Provincial People's Council focused on discussing many issues related to problems arising after the merger of communes and hamlets.

Comrade Nguyen Van De - Member of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development, Head of Group 8 chaired the discussion.

The discussion session was attended by elected provincial People's Council delegates from the districts of Yen Thanh, Tan Ky and Nghia Dan. Confused about paying compensation to people participating in neighborhood activities

Opening the discussion at delegation group No. 8, delegate Thai Van Thanh - Member of the Provincial Party Committee, Director of the Provincial Department of Education and Training highly appreciated the direction and administration of the Provincial People's Committee in overcoming difficulties to implement socio-economic goals, and acknowledged the inspection and supervision activities of the Provincial Committees and People's Council.

Going into some specific issues, the Director of the Provincial Department of Education and Training reflected the voters' opinions: Road 538B connecting Road 7B and 48E running through Yen Thanh district has been under construction for a long time but has not yet been completely completed, with one final section still in an unfinished state. The delegate requested the Provincial People's Committee to allocate funds to completely resolve the issue, creating favorable conditions for people in the area.

In fact, based on the nature of the area and the number of households in each block, hamlet, and village, Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council stipulates the allowance level for people working directly at the grassroots level from 23-25 ​​million VND. Recently, there have been many problems when paying allowances to people participating in hamlet, block, and village work. According to delegate Thai Van Thanh, in order to pay allowances to people, there should be quantified solutions to make it more convenient.

Delegate Thai Thi An Chung said that if the above hamlets are not merged, it will create more inadequacies and conflicts. For example, in terms of policy mechanisms, hamlets with 50 households are the same as hamlets with 500 households. Funds to support movements and activities such as: National Solidarity in residential areas, National Great Unity Day, hamlets with few households are also supported as hamlets with many households. According to voters, this is unfair. The delegate suggested that the Provincial People's Committee should carefully study this issue.

Regarding the policy of merging communes according to Resolution No. 831 of the National Assembly Standing Committee, according to the report of the Provincial People's Committee, Nghe An has basically ensured stability in the rearrangement of the organizational apparatus. However, the Deputy Head of the Provincial People's Council's Legal Committee expressed concerns about the rearrangement of medical stations in communes after the merger and the Provincial People's Committee has not yet had a specific report on this issue.

Besides, through the feedback channel of the Vietnam Fatherland Front, delegates said that themedical stationin Vinh city are operating ineffectively. Through the supervision of the Provincial People's Council, it shows the reality: medical stations in the city are having difficulties in operation. First of all, the facilities are not guaranteed, but if we invest in facilities and equipment but patients do not come to participate in examination and treatment, what will happen? Especially the medical stations in wards and communes in Vinh city are located in the political - economic - cultural - social center of the province, where many level 3 hospitals are concentrated, and the implementation of medical examination and treatment in the form of interconnection is the main cause of difficulties.

Regarding administrative reform, delegate Thai Thi An Chung said that for a long time, many people and businesses have reported difficulties in accessing the Nghe An Provincial Electronic Information Portal. The delegate said that the technical infrastructure of the Provincial People's Committee's Electronic Information Portal has not kept up with the requirements of digital technology, and the quality of bandwidth and transmission lines is limited. She suggested that the Provincial People's Committee should upgrade the system to meet the objective requirements.

Innovation in thinking in creating mechanisms and managing family businesses

Reflecting on the difficulties in business operations in the context of the epidemic, delegate Phan Van Tuyen - Chairman of Yen Thanh District People's Committee said that the province needs to have support mechanisms and innovative solutions for business management, especially for small and medium enterprises.small and medium enterprisesand family business.

According to delegate Tuyen, the province should consider decentralizing the business registration of individual business households to districts. In addition, it should study mechanisms and policies to create conditions for business households to rent land and premises for operations.

According to the Chairman of the People's Committee of Yen Thanh district, due to many difficulties in carrying out business registration procedures, many families have had to spend a lot of time to register to establish enterprises and limited liability companies, while if there were a good management mechanism, individual and family businesses would gain large revenues.

Regarding the issue of attracting businesses to invest in the agricultural and rural sector, delegate Phan Van Tuyen said that there are mechanisms in place but they are not strong enough. Businesses operating in the agricultural sector are mainly small enterprises. The province needs to research policy solutions to create conditions to attract large investors, thereby meeting practical problems.

For workforest management, protection and development,Delegate Phan Van Tuyen reflected that recently, many forest fires have occurred in the province. The cause of this problem, in addition to objective factors, is also due to disputes over interests between people, between people and forest protection management boards. In fact, according to the delegate, for a long time, the handover of forest protection to forest management boards has had a policy but no specific plan. Therefore, the Provincial People's Committee needs to have solutions, specific plans and accompanying mechanisms to hand over forests to forest protection management boards. Only by doing this well can we hope to effectively manage and protect forests and forestry land...

At the discussion, many delegates also reflected on many issues related to the results of implementing the province's socio-economic development targets in 2020 and the next period; solutions to attract investment, stimulate growth; issues on implementing the new rural, advanced new rural and model new rural programs.
