Answering the question of delegate Lau Ba Chay, Colonel Nguyen Manh Hung - Deputy Director of the Provincial Police Department said that the arrangement of regular police officers to communes is a major policy of the Party and State to realize the policy of 4-level police. Up to now, in the province, 428/428 communes and towns have regular police forces at the grassroots level, with a minimum of 5 comrades per commune and town.
Affirming that the arrangement of regular police is extremely necessary, Colonel Hung pointed out four reasons. Firstly, all violations of the law occur at the grassroots level and those violations must be detected and resolved promptly, in accordance with the procedures and regulations of the law.
Second, the situation related to rural security, special security, and sensitive political issues all take place at the grassroots level. Therefore, it is necessary to have specialized and basically trained cadres to grasp and handle them promptly.
Third, in the fight against crimes and law violations, democracy and human rights are all affected. Therefore, it is very necessary to have a team of police officers who are knowledgeable about the law at the grassroots level.
Fourth, this is an armed force, on combat duty 24/7, every day of the year to meet requirements and ensure security and order.

“Thus, a regular police force at the grassroots level is extremely necessary. In the coming time, along with socio-economic development, the attention of the Party Committee and the government, and the maturity of the brothers, this force will grow stronger and stronger, more and more affirmed, meeting the requirements and expectations of the Party, the State, the police sector and the people”, affirmed Colonel Nguyen Manh Hung - Deputy Director of the Provincial Police.
Regarding the delegate's question: If regular police are deployed, are semi-professional police still necessary? Colonel Nguyen Manh Hung said that the semi-professional police force at the grassroots level is the support for the mass forces in movements to protect national security, and is the nucleus of self-management movements.

"This can also be an extension of the regular police force in hamlets and villages. This is also a harmonious combination between the regular police and local resources, a strong driving force for ensuring security and order. Therefore, from the perspective of political tasks, it can be affirmed that the existence of police officers at the grassroots level is necessary," said Colonel Hung.
The Deputy Director of the Provincial Police Department further informed that the Provincial People's Council has issued policies and regimes for the part-time Commune Police force according to Resolution No. 22. Regarding the issue of surplus due to the merger of communes and hamlets, there is also Resolution No. 22 of the Provincial People's Council to resolve the policies. Moreover, the maintenance of Police officers is currently being implemented in the spirit of the Commune Police Ordinance of Decree 73 of the Government.
"We share with local authorities in allocating resources. Therefore, based on the specific conditions of each hamlet, village, the needs of the people and the sense of responsibility of the comrades elected as police officers, we can arrange and assign appropriately, or combine police officers with other positions such as hamlet chief and deputy hamlet chief to save resources," said Mr. Hung.
To clarify the content of the delegates' concern, Chairman of the Provincial People's Council Nguyen Xuan Son said that the arrangement of regular police at the grassroots level is necessary, in accordance with regulations, and in fact, regular police at the grassroots level have initially promoted their responsibilities well.

Assuming that the position of the police force in the block, hamlet, and village is being implemented according to regulations, the Chairman of the Provincial People's Council also requested that the competent authorities study the opinion of delegate Lau Ba Chay to evaluate. Consider whether this force is too large, is it a waste of resources, while the budget is limited, can it ensure working conditions for the brothers?
Handling of oversized and overloaded vehicles
At the question and answer session, delegate Lang Thi Hoai also asked, currently the situation of oversized and overloaded vehicles is common on many roads, so what solutions does the police have to prevent it?
Answering this question, Colonel Nguyen Manh Hung affirmed that the situation of many means of transport with extended cargo beds, carrying oversized and overloaded loads on many routes is real. The reason is due to the need for economic development. In addition, transport enterprises, manufacturers and business owners, for profit, have not given up any method or trick, finding every way to avoid the time frames, patrol routes and controls of the authorities, avoiding the local authorities and the people.
To resolve this situation, according to the Deputy Director of the Provincial Police, the Provincial People's Committee has paid attention to directing, and the Traffic Police force has actively implemented the handling topic. The proof is that in 2020, the Provincial Police have handled thousands of cases, with a total fine of 31 billion VND, plus the temporary detention of vehicles.

Accepting the opinions of the delegates, according to Colonel Hung, in the coming time, the Provincial Police will direct the Traffic Police force, in coordination with the Department of Transport's inspection force, to continue to deploy patrols, control and handle more regularly.
In addition to propaganda work, the Traffic Police will increase patrols and install surveillance cameras on national highways to detect, handle and fine violations. At the same time, people are requested to call the Traffic Police hotline when they detect violations to coordinate timely handling.
