Responding to the issue raised by delegate Lu Thi Thin, Director of the Department of Natural Resources and Environment Vo Duy Viet said that the total land fund expected to be recovered from 11 companiesfarm, forestryto be handed over to local management is 12,026.16 hectares.
As of July 1, 2020, the Department of Natural Resources and Environment has advised and submitted to the Provincial People's Committee to issue decisions to recover land to hand over to the People's Committees of districts and towns for management and use with a total land area of 11,514.78 hectares (the remaining land area to be handed over is about 610.98 hectares, currently there are assets on the land which are crops, after the company has finished harvesting the crops, it will continue to recover and hand over to the locality).

Clarifying the concerns of the provincial People's Council delegates, when handing over to localities, how land use is implemented, Director of the Department of Natural Resources and Environment Vo Duy Viet affirmed that this is the responsibility of the People's Committees of districts and communes receiving land handover in making land use plans, procedures for implementing surveying, map adjustment, cadastral work, land allocation and making records to issue certificates of forest land use rights to households and individuals.
During this process, the Department of Natural Resources and Environment of the province has accompanied localities in guiding, urging, and removing difficulties for localities.
However, up to now, only 3 districts have established land use plans and organized land allocation to individuals. The current difficulty for localities is that the area allocated to localities is often in remote areas. On the other hand, the condition for establishing land use plans is to have funds to carry out the tasks of land review, measurement, boundary marking, land records establishment and issuance of land use right certificates to households and individuals, while the local budget is difficult.

To overcome the current difficulties, according to Mr. Vo Duy Viet, the Department of Natural Resources and Environment proposed that localities implement two options. Option 1 is that when the province approves the land use plan, land can be allocated to people manually, and when there is funding, the handover will be carried out in a formal manner in measuring, mapping, and issuing land use right certificates. Option 2 is socialization in the form of "State and People working together" in this story.
After the explanation of the Director of the Department of Natural Resources and Environment, Chairman of the Provincial People's Council Nguyen Xuan Son said that the Department of Natural Resources and Environment's suggested plan for the districts sounds clear, but in reality it is very difficult to implement. The Chairman of the Provincial People's Council also asked the question: Which district is facing the most difficulties?
According to Director of the Department of Natural Resources and Environment Vo Duy Viet, the localities facing many difficulties are districts with large areas to be transferred such as Quy Hop, Quy Chau and Que Phong.

To clarify this content, meeting chairman Nguyen Xuan Son asked the leaders of Quy Hop district to clearly state the difficulties and demonstrate the district's determination in this matter.
Mr. Nguyen Dinh Tung - Chairman of Quy Hop District People's Committee shared that the locality's way of doing things after receiving land handed over from the agricultural and forestry farms is that the district organizes the zoning and allocation to the commune, the commune zoning and allocation to each hamlet and village, and the hamlets and villages make plans to divide land in the field for people in order of priority for poor households, policy households and households without production land.
However, during the implementation process, there were some situations that occurred, that is, although the land on paper belonged to the farms and forestry farms, some people had been producing for a long time. When the land was handed over to the local authorities for management to be allocated to households according to the subjects of land allocation, the households that had been producing for a long time did not comply. On the other hand, the land allocation and division plan was chaired by the hamlets and villages, so complaints arose, affecting the progress.

To conclude this content, Chairman of the Provincial People's Council Nguyen Xuan Son suggested that the Department of Natural Resources and Environment not "give the whole thing away" to the districts, but should research, consult, and summarize good practices to guide localities.
Regarding the responsibility of localities, it is necessary to proactively, actively, and urgently implement land use plans and allocate land to organizations and individuals, to avoid land being allocated without an "owner" and to prevent voters from having to "call back and forth" many times.
