EVN continues to reduce electricity prices and bills for the second time for customers affected by the Covid-19 epidemic

(Baonghean.vn) - EVN would like to inform about the plan to reduce electricity prices and electricity bills for electricity customers to overcome difficulties in the context of the impact of the second wave of Covid-19.

To continue to contribute to sharing the difficulties in production, business and daily life of electricity customers affected by the epidemic.Covid-19prolonged, recently Vietnam Electricity Group has proactively reported to the Prime Minister, Ministry of Industry and Trade, Ministry of Finance, State Capital Management Committee at Enterprises to propose the Government to allow the implementation of electricity price reduction,reduce electricity billPhase 2. On December 17, 2020, the Government issued Resolution No. 180/NQ-CP on the plan to support electricity price reduction and electricity bill reduction (phase 2) for electricity customers.

Based on the content of the Resolution, the Government first of all highly appreciates the Ministry of Industry and Trade and Vietnam Electricity Group for proactively developing and proposing a plan to support the second reduction of electricity prices and electricity bills to remove difficulties for production and business in the context of the impact of the Covid-19 epidemic.

While waiting for the competent authority to issue an official document with specific instructions, EVN would like to inform about the plan to reduce electricity prices and electricity bills for electricity customers to overcome difficulties in the context of the impact of the second wave of Covid-19 epidemic, which is expected to be implemented as follows:

1. Subjects of electricity price reduction and electricity bill reduction

a) Reduce electricity prices:

- Retail electricity price for household electricity customers: 10% reduction in retail electricity price from level 1 to level 4 as prescribed in Decision No. 648/QD-BCT dated March 20, 2019 of the Minister of Industry and Trade regulating the adjustment of average retail electricity price and regulations on electricity selling price (hereinafter referred to as Decision No. 648/QD-BCT).

- Customers are tourist accommodation establishments (according to the provisions of the 2017 Law on Tourism and related legal documents) and customers with warehouses storing goods in circulation: Electricity price is reduced from the retail electricity price applied to business to the retail electricity price applied to manufacturing industries specified in Decision No. 648/QD-BCT.

b) Directly reduce electricity bills (pre-tax value) for facilities serving Covid-19 prevention and control that purchase electricity from EVN units and electricity retailers. Do not support electricity bill reduction for facilities serving Covid-19 prevention and control that collect centralized medical quarantine fees according to the direction in Document No. 7713/VPCP-KTTH dated September 15, 2020. The specific electricity bill reduction is as follows:

- 100% reduction in electricity bills for facilities used to quarantine and examine suspected and infected patients with Covid-19.

- 20% reduction in electricity bills for medical facilities used to examine, test, and treat suspected and confirmed Covid-19 patients.

2. The total time for supporting electricity price reduction and electricity bill reduction for customers according to the subjects in section 1 is three (03) months for the billing periods of October, November, and December 2020.

3. Rural electricity retailers; collective housing areas, residential clusters; commercial - service - residential complexes are responsible for preparing documents on electricity price reduction for customers eligible for price reduction according to Section 1 and sending them to the Electricity Corporations/Electricity Companies as a basis for refunding wholesale electricity prices.

4. The list of facilities serving Covid-19 epidemic prevention and control that do not collect fees and have their electricity bills reduced is provided by the National Steering Committee for Covid-19 Epidemic Prevention and Control, the Ministry of National Defense, the Ministry of Public Security, and the People's Committees of provinces and centrally run cities to electricity units.

5. After the period of electricity price reduction and electricity bill reduction: Apply electricity selling price according to regulations in Decision No. 648/QD-BCT.

Thus, all customers using electricity for daily life, equivalent to 26.6 million households, will receive a 10% reduction in electricity prices for the first 4 levels, in which mainly households with total electricity consumption of less than 300 kWh/month, which is 22.8 million households (accounting for 85.7%) will receive a 10% reduction in electricity bills. In addition, more than 2 million production and business customers will also receive a 10% reduction in retail electricity prices. Customers who are tourist accommodation establishments that meet the conditions of the 2017 Tourism Law can also convert from business prices to production prices. With the second phase of electricity price reduction as expected above, in 2020, EVN will implement 2 phases of electricity price reduction and electricity bill reduction with a total expected value of over 12,300 billion VND with a total reduction period of up to 6 months, phase 1 over 9,300 billion VND has been directly reduced for customers in the billing period from April to June, phase 2 with the expected reduction amount of over 3,000 billion VND.

Despite the general economic difficulties caused by the impact of the Covid-19 pandemic and consecutive storms and floods in 2020, EVN has made efforts to implement a series of measures to ensure safe and stable electricity supply while increasing cost savings, operating the power system optimally and effectively, especially promoting the application of science and technology, implementing strong digital transformation to have more resources to support and share difficulties with electricity customers nationwide. This is a practical action of Vietnam Electricity Group to express gratitude to all electricity customers on the occasion of the 66th anniversary of Vietnam Revolutionary Electricity Day (December 21, 1954 - December 21, 2020).

Vietnam Electricity Group
