Bringing the Resolution into life through practical programs and projects in Que Phong
(Baonghean) - After completing the Party Congresses at all levels, many Party organizations in Que Phong district (Nghe An) have developed and led and directed the implementation of programs and projects to bring the Party Congress Resolution into life.
Movement from the base
Immediately after the Chau Kim Commune Party Congress (Que Phong District) for the 2020-2025 term, the Party Committee and people in the commune quickly started the "wheel" to bring the resolution into life through practical programs and actions. For example, to achieve the goal of "Striving to bring the commune to meet the new rural standards by 2025", Chau Kim commune organized and launched high-profile emulation campaigns to propagate and mobilize people to build rural roads, renovate mixed gardens, build model gardens, and new rural villages in the area.

In 2020, propaganda was organized and 89 households were mobilized to voluntarily donate over 5,300m2 of residential land worth 129.2 million VND to expand corridors and renovate rural roads, donate over 14,000m2 of rice land worth over 150 million VND, and expand the internal roadbed to 5m to meet standards. Thanks to good propaganda work, the awareness of people in villages and hamlets in building new rural areas has increasingly improved.
In Do village, implementing the resolution on building new rural villages, along with the State's cement support policy, the villagers have contributed funds and working days to build 2,700 km of internal and inter-village roads. In addition, they have actively transformed the crop structure and developed livestock farming. Currently, the whole village has more than 100 buffaloes, 60 cows, 44 hectares of rice, 8 hectares of So trees that have been harvested...
Mr. Luong Tien Duy - Secretary of the Party Cell of Do village said: "Thanks to good propaganda work, people gradually understand that the Party's Resolution is not something general but very specific, bringing practical benefits to the people, so they agree to implement it. Thanks to that, Do village has achieved 13/15 new rural criteria; eliminated 8 temporary households, the poverty rate decreased from 29 households to 14 households".

According to Mr. Ha Minh Tuan - Secretary of Chau Kim Commune Party Committee: The Commune Party Committee has identified a number of key solutions and breakthroughs to lead and direct the implementation of the Party Congress Resolution. Assign specific responsibilities to each organization and individual in organizing, urging, inspecting and supervising, in which cadres and Party members must set an example for the village to follow. For example, in implementing the project to manage, protect and expand yellow flower tea, up to now, 5 households have participated with 7 hectares, of which the Party member's family has taken the lead in planting 3 hectares. Or in the plan to renovate mixed gardens and develop commercial livestock farming, the Party Committee, local authorities and organizations always pay attention to timely and synchronous implementation.
Currently, in the commune, there are more than 20 households developing in the direction of combined agricultural and forestry farms, with an annual income value of 150 - 250 million VND/year/farm; 16 households from Co Muong and Huu Van villages participate in the model of renovating mixed gardens to grow fruit trees, promising to create a significant source of income. Chau Kim Commune Party Committee also actively directs the increase of value per unit of cultivated area associated with commodity production, mainly rice cultivation with a total area of 212 hectares with a yield of 57 quintals/ha. In addition, proactively review the rice areas in the fields that are not capable of producing 2 crops/year to have a plan to convert to other crops.
In the border commune of Hanh Dich, after the congress, the Party Committee and the commune government quickly directed the implementation of programs and projects to implement the Resolution of the Commune Party Congress for the 2020-2025 term. Notable among them are the project to preserve and develop medicinal plants; the plan to implement a livestock and poultry farming model associated with the planning of livestock farming areas to become commodities.

Mr. Le Van Viet - Chairman of Hanh Dich Commune People's Committee said: The commune has organized a review and planning of areas for growing, preserving and developing medicinal plants - considering this one of the important tasks in economic development, hunger eradication, and poverty reduction quickly and sustainably.
Nowadays, treesyellow flower teaconcentrated in Vinh Tien, Quang Vinh, Chieng villages with an area of about 14.3 hectares, with an additional 10 hectares planned for new planting. Bon bon, dong leaves, mu tun, sa nhan, nhan tran, che day, thien nien kien, and other medicinal plants are naturally distributed and concentrated in villages from Hanh Tien to Long Thang village. In addition to supporting funding for building pilot models, the district and commune also have policies to support fertilizers and seeds for people when converting agricultural land, garden land to grow medicinal plants; attracting investment capital from organizations and businesses for the conservation of medicinal plants.

Regarding livestock farming, the Commune People's Committee organizes planning and zoning of livestock farming suitable for each locality. In addition to commercial buffalo and cows, it also focuses on raising clean chickens, goats, and preserving the native black chicken and black pig breeds. Currently, the whole commune has 1,574 buffaloes, 883 cows, 1,512 pigs, and 36,700 poultry.
In particular, due to good epidemic prevention work, for 2 consecutive years, there has been no outbreak of African swine fever in Hanh Dich commune. In addition to socio-economic development projects, the Party Committee of Hanh Dich commune continues to direct the implementation of the project to develop the ancient Thai village of Long Thang in association with the 7-storey waterfall eco-tourism. In particular, focusing on preserving and promoting cultural identities such as brocade weaving, costumes, cuisine, Thai folk songs, ancient stilt houses with sa mu roofs, conserving aquatic resources...

Immediately after the successful congress, the dissemination and study of the Resolution were seriously implemented, creating high consensus and unanimity in the awareness, thoughts and actions of cadres, party members and people.

In addition, the new district Party Committee has quickly developed a specific program and action plan, choosing highlights suitable to the conditions and characteristics of the locality to gradually realize the general goal: Determined to make Que Phong a well-off district in the Northwest region of Nghe An. Including the Project on developing OCOP products associated with regional planning; Project on preserving and developing medicinal plants; Project on developing some key plants and animals; Program on developing large-scale livestock and aquaculture towards commodities; building new rural areas; Project on developing education and training associated with improving the quality of human resources, linking vocational training; Project on developing eco-tourism and community tourism associated with preserving and promoting the national cultural identity of Que Phong district; Urban and town development in Que Phong district, vision to 2035... On that basis, grassroots party organizations and localities clearly understand and creatively apply, making efforts to bring the Resolution of the district Party Committee into life.
Thanks to the synchronous participation of the entire political system, in 2020, the district's economy continued to develop, with the total product in the area estimated at 2,867 billion VND, an increase of 7.85% compared to 2019. Agriculture, forestry and fishery are estimated to increase by 3.1%; industry - construction is estimated to increase by 7.1% and trade and services are estimated to increase by 5.8% compared to 2019; average income per capita is estimated at 28.82 million VND, an increase of 7.4% compared to 2019; the poverty rate is estimated to decrease by 6.01% compared to 2019 (to 20.49%).
The total mobilized investment capital for new rural construction is estimated at 220,925 million VND, of which the people's contribution is estimated at 4,390 million VND. The average number of criteria meeting the standards is 12.25 criteria/commune, an average increase of 1.0 criteria/commune (the lowest commune has 8 criteria, the highest commune has 16 criteria); it is expected that 04 - 06 villages and hamlets will meet the new rural standards.
However, in 2020, there are still 07 targets that have not been achieved. Commodity production has not yet developed, people's lives still face many difficulties. Therefore, in order to gradually overcome limitations and realize the goals of the Resolution of the District Party Congress, especially the 4 strategic breakthroughs in the new term, the district focuses on directing the transformation of the internal economic structure, on the basis of taking science and technology as a driving force to promote the potential and advantages of the locality, develop industries and products with high competitiveness; effectively participate in the production network and value chain, form typical product brands of Que Phong district. At the same time, mobilize all resources to invest in building economic and social infrastructure, improve the efficiency of public investment; prioritize investment in key projects and works with regional connectivity; develop trade, service, tourism activities, etc.

However, according to Mr. Ha Ngoc Thi - Head of the Propaganda Department of Que Phong District Party Committee: "The most important thing is to do a good job of ideological work, create consensus between "Party's will and people's hearts", promote the emulation movement of labor, production, hunger eradication, poverty reduction, exploit all potentials and advantages to successfully implement the Resolution of the District Party Congress".
