(Baonghean.vn) - On the morning of December 23, during the working program in Thai Hoa town, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of Nghe An Provincial Party Committee worked with the Standing Committee of Thai Hoa Town Party Committee.

Attending the meeting were members of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Department; Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee; Vo Trong Hai - Director of the Provincial Police Department, and representatives of leaders of departments and branches.

BASICALLY COMPLETED 2020 TARGETS

In 2020, despite many difficulties, especially being heavily affected by the Covid-19 pandemic and extreme weather conditions, the Thai Hoa Town Party Committee achieved many positive results, demonstrated by 9 basic groups of contents, including 5 groups of contents related to the implementation of socio-economic development tasks, ensuring national defense and security and 4 groups of contents related to Party building and the political system.

The town basically completed 21/26 planned targets; economic growth rate reached 4.19%. Budget revenue and expenditure ensured the targets assigned by the province. Disbursement of basic investment capital ensured progress and was completed according to plan. The whole town completed and put into use 8 projects, and started construction of 11 new projects.

Social security and primary health care for the people are regularly taken care of. Education and training work has achieved quite comprehensive results, key education continues to achieve many positive results; 100% of schools have been completed to meet national standards level 1, with 16/31 schools meeting national standards level 2.

National defense and security are ensured, no passive or unexpected situations occur. Administrative reform, especially administrative procedure reform, is directed strongly and has clear changes, the rate of overdue records has decreased from 13.2% to 4.8%; the hotline of the Town Party Secretary and the Town People's Committee Chairman has been made public at the Town's One-Stop Transaction Center.

Thai Hoa Town Party Committee has successfully led and directed the grassroots Party Congress and the 3rd Town Party Congress. Party building work in all aspects has received due attention and achieved quite comprehensive results. The activities of the Fatherland Front and political and social organizations have had many innovations in a more practical and effective direction.

In 2021, the Standing Committee of Thai Hoa City Party Committee identified three key tasks that need to be implemented and directed resolutely: focusing on proactively preventing, combating and responding to the Covid-19 pandemic; implementing the Resolution of Party Congresses at all levels for the 2020-2025 term; and well leading and directing the election of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

At the meeting, provincial leaders, departments and branches gave comments and pointed out the existing problems and limitations; especially gave comments and suggested solutions to develop Thai Hoa town into a central urban area of ​​the Northwest region.

In particular, in the current context, Thai Hoa town faces many difficulties in the development process such as: limited land resources, low population size; geographical location is not really favorable in attracting and calling for investment;...

In particular, the town focuses on planning, management and effective implementation of planning to accelerate the urbanization rate; along with that, prioritizing resources to complete infrastructure works, including the connecting road from Hieu II bridge to Nghia Tien commune to promote the effectiveness of Hieu II bridge; focusing on disbursing all public investment capital allocated in 2021; managing construction order; synchronously building infrastructure of industrial clusters...

Speaking at the meeting, comrade Ho Le Ngoc - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee agreed with the issuance of the Resolution of the Provincial Party Committee's Standing Committee on building and developing Thai Hoa town into a central urban area of ​​the Northwest Nghe An region. The Resolution will be a "guide" to focus on leadership and direction in building the town; at the same time, he supported the proposal for the town to enjoy 100% of the revenue from granting land use rights to have more resources to build it into a regional center.

In addition, the Head of the Provincial Party Committee's Internal Affairs Committee requested the town to continue to perform well the work of receiving people by the Party Committee's leaders; step up the fight against crime; promote the role of union members in protecting the Party's ideological foundation, fighting against distorted and destructive arguments; and strengthen information, propaganda and dialogue when implementing major projects.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu suggested that in the coming time, the town needs to do a good job in regional planning and planning management; prioritize land for trade and service development, attract investment in 3 industrial clusters, high-tech agriculture. CHOOSE WORK, FOCUS METHOD, KEY POINTS TO BUILD THE TOWN

Concluding the meeting, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee assessed that after 12 years of separation, formation and development, the appearance of Thai Hoa town has changed relatively positively, infrastructure has received investment attention; at the same time, he acknowledged the results achieved by the town in 2020 - a very difficult year; thereby, contributing to the overall achievements of the province. The work of building the Party, the political system, and organizing Party congresses at all levels has been carried out well.

However, looking at the development speed of Thai Hoa town, we still have to worry and ponder, especially the development speed and put it in comparison with Hoang Mai town, Cua Lo and Vinh city in recent years.

Emphasizing that the province's expectations and wishes for Thai Hoa town are very high and the town itself has the space and conditions to develop into an economic, tourism, service and trade center of the Northwest region of Nghe An, the Provincial Party Secretary oriented a number of key contents for the town in the coming time.

The goals, tasks, directions, and destinations of Thai Hoa town in the next 5 years have been specifically determined in the Congress Resolution, but now how to go, in what way, what to prioritize first, what to do later to reach the destination fastest, most effectively, to complete the set goals? - The head of the Provincial Party Committee asked.

On that basis, the Provincial Party Secretary emphasized that Thai Hoa town needs to look back fully with a high sense of responsibility for the history of formation and development of Thai Hoa land such as: the cradle of ancient Vietnamese people, a large industrial crop growing center, the first district-level unit in the North Central region to reach the new rural finish line; Thai Hoa residents are mostly from other localities coming to work, so they are sensitive, dynamic, and easily adaptable to the mechanism; thereby creating the foundation and driving force for development.

In addition, the team of leaders, especially the key leaders of the young town, are well-trained and qualified. Therefore, it is necessary to worry, think, struggle, and continuously pursue to effectively mobilize and call for State budget and non-budget resources to develop the town.

Based on the analysis of the advantages of Thai Hoa town, the Provincial Party Secretary directed that Thai Hoa town needs to calculate and build into a vocational training center, from elementary to highly skilled workers; a regional medical center to reduce the burden on the provincial level, and at the same time become a driving force for development; pay attention to building a financial and banking center; form a center for both plants and animals; a service, tourism, trade and shopping center.

To do so, Thai Hoa town needs to carry out zoning planning to specify development orientations; however, during the implementation process, the Provincial Party Secretary noted that the town needs to be associated with protecting the planning.

Along with that, Thai Hoa town needs to take advantage of existing infrastructure and complete unfinished infrastructure; accelerate urbanization, first of all in the urban core; perform well the tasks of national defense and security; in particular, it is necessary to forecast to proactively have solutions to ensure security and order in the long term to overcome negative aspects in the development process.

Comrade Thai Thanh Quy also noted that Thai Hoa town continues to focus on Party building and the political system, in which it is necessary to have high solidarity and unity in the Party, State, Fatherland Front and mass organizations, thereby creating strength to carry out political tasks.

Regarding the 6 recommendations of Thai Hoa town, the Provincial Party Secretary also had specific conclusions. In particular, it agreed to issue a Resolution of the Provincial Party Standing Committee on building and developing Thai Hoa town into a central urban area of ​​the Northwest region of Nghe An. However, in the preparation process, the town needs to thoroughly grasp the viewpoint of not spreading out, choosing the right focus, key points, foundations, and spreading power to implement; at the same time, it is necessary to maximize the participation of the opinions of the leaders of departments, branches, and sectors; agreeing in principle to let Thai Hoa town continue to enjoy 100% of the revenue from granting land use rights in the coming period...
