Vinh - Cua Lo Road (phase 1) section passing through Vinh City is 3.4 km long, of which 1.1 km passes through Nghi Phu Commune and 2.3 km through Nghi Duc Commune. To serve the land acquisition for the Vinh - Cua Lo Road project, Vinh City is also implementing projects to build resettlement areas (TS) in Xuan Dong Hamlet, Nghi Duc Commune; and resettlement areas in Hamlet 5 and Hamlet 21, Nghi Phu Commune.
This is the most difficult part of the land clearance on the route because the section through Nghi Loc and Cua Lo has been completed and paved.
Implementing the direction of the Chairman of the Provincial People's Committee, Vinh City must complete the clearance of this road before December 31, 2020. Recently, the city has focused on propaganda and mobilization forces to help the remaining households understand and agree with the policy of clearing the road, creating favorable conditions for construction along the entire route. In some hamlets, enforcement had to be carried out against households that deliberately delayed.
The section through Nghi Phu commune is about 1.1 km long. According to the report of the Land Fund Development Center, the organizational land (Nghi Phu Primary School) and agricultural land have been handed over.

There are 46 households, including 39 households located within the 9m strip and 7 households with 1 part inside and 1 part outside the 9m strip; 22 households are located outside the 9m strip.
The 9m southern strip has 17 households, currently 17 households have handed over the land, and construction has been completed on the land of 17 households.
The 9m strip to the north has 22 households. Up to now, 22 households have agreed to hand over the land and demolished their houses. The contractor has completed construction on the land of 21 households.
Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee said that up to now, the city has handed over 100% of the site to the investor to construct the 9m strip and is continuing to complete the remaining work.
The completion of the Vinh - Cua Lo route clearance is an important milestone for the city in the context of the land being located in a highly profitable area. The Department of Transport said it will focus on constructing the route to complete it in the first quarter of 2021.
