Support nearly 827 billion VND to upgrade urban infrastructure in Hoang Mai
(Baonghean.vn) - On the afternoon of January 8, in Dien Chau district (Nghe An), Nghe An Provincial People's Committee held a working session with AFD Vietnam on the project to improve urban infrastructure to adapt to climate change in 4 provinces of the North Central region.
Attending the working session on behalf of central ministries and branches were representatives of the Department of International Relations (Government Office) and the Ministry of Finance; representatives of the Board of Directors of AFD Vietnam and representatives of leaders and sub-projects of Thanh Hoa, Ha Tinh and Ninh Binh provinces.
Chairing the working session on behalf of Nghe An province was comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee. Also attending were representatives of relevant departments, branches and the People's Committee of Hoang Mai town, the beneficiary unit.

At the conference, on behalf of the sponsor, Mr. Fabrice RICY - Project Director of AFD Vietnam introduced some basic features of the organization's support packages for improving adaptive infrastructure.climate changein the North Central provinces, including terms of reference, loan conditions, preferential loan interest rates, and project disbursement methods. Specifically, the loan has a total amount of 123 million Euros over 20 years, including 7 years of grace.

Based on the information and conditions provided by the project sponsor, the representative of the AFD Project Board hopes that the provinces and 5 urban infrastructure sub-projects in Nghe An, Ha Tinh, Ninh Binh and Thanh Hoa will present their feedback; state some initial results of the localities in preparing documents, designs, counterpart funds... to receive capital to implement the project.

On behalf of the leaders of Nghe An province,Comrade Le Ngoc Hoa - Vice Chairman of Nghe An Provincial People's CommitteeSome basic information about Hoang Mai Sub-project. Accordingly, the project has a total investment of 31.47 million Euros, equivalent to 826.94 billion VND, of which loan capital is 24.104 million Euros, non-refundable aid capital is 1 million Euros; counterpart capital of the province and town is 6.37 million Euros, equivalent to 167.4 billion VND.
With experience in implementing several large urban infrastructure projects in Vinh city recently, Nghe An is confident in receiving and implementing this project well. The province also commits to the mechanism of mobilizing counterpart funds and site clearance to ensure the project is implemented on schedule...

This project will focus on building infrastructure to respond to climate change and environmental sanitation in Hoang Mai town. Specifically, investing in a wastewater collection and treatment system, building flood avoidance roads, rescue, dredging and anti-erosion embankments, combined with a rescue road on the left bank of the Hoang Mai River; providing technical support and enhancing urban management capacity, responding to climate change in the town.Hoang Mai.

For its part, Nghe An province pledged to allocate sufficient counterpart funds to implement the project on schedule to bring benefits to the people; requested the AFD Project Board to establish a coordination mechanism with the provinces to promptly resolve difficulties in the project implementation process. Although this is only the first step, it is an important preparation step for the project to be implemented smoothly and successfully in the coming time./.
