Arrested a person impersonating a police officer to embezzle hundreds of millions of dong by defrauding projects and bidding for land

Previously, in early December 2020, the Criminal Police Department (Nghe An Provincial Police) received many reports of crimes from people about a subject introducing himself as an officer of Nghe An Police to defraud and appropriate property, in the form ofproject scam, land bidding. Many people have given money to the subject, but the work is still not resolved.

In the verification, the Criminal Police Department actively investigated, established a special project to fight, and promptly arrested the perpetrator, affecting the reputation and image of the People's Public Security Forces. After collecting sufficient documents and evidence, at 5:00 p.m. on January 7, 2021, Team 2, Criminal Police Department arrested the subject Bang Quoc Khanh for fraud and property appropriation.

During the investigation, the police agency clarified the criminal behavior of the subject. Accordingly, Bang Quoc Khanh is a freelance worker in Dak Lak province. In early 2020, Khanh returned to his hometown to do business, but could not find a stable job. In May 2020, Khanh rented an apartment in Vinh city to live, rented beautiful phone numbers "four of a kind 5", "four of a kind 7" for monthly use, ordered police uniforms, with the purpose of creating trust for people that he was a police officer, to defraud and appropriate people's money.

On December 9, 2020, Bang Quoc Khanh approached and got acquainted with Mr. Tran Van B, a resident of Hoang Mai town, who was in need of auctioning land in the area. During the meeting, the subject introduced himself as an officer of Nghe An Police, with a wide network of relationships, and could intervene to help win the land plot that the people needed. Before that, Khanh had carefully researched information about real land auctions in Hoang Mai town and bought the "Auction documents for land use rights in planning". Listening to Khanh, Mr. B gave Khanh 200 million VND as a deposit for the land auction. When he learned that his land plot had been won by someone else, Mr. B realized that he had been scammed.

During the crime, Bang Quoc Khanh rented a car and dressed politely and elegantly when meeting the victims. Notably, after each meeting, the subject used a police uniform to proactively call the victims via the Zalo application software, so many people believed that Khanh was a police officer and gave him money.

A resident of Vinh city was also tricked by Bành Quốc Khánh, who impersonated a police officer to run a project. He gave Khánh 45 million VND, but waited for a long time without receiving any information, then realized he had been tricked.

Captain Nguyen Trung Hieu, Investigator, Criminal Police Department said: During the investigation, it was initially determined that from October 2020 to the time of his arrest, the subject Bành Quốc Khánh had impersonated the police force to defraud many people in Nghe An and Ha Tinh provinces of nearly 300 million VND. When meeting the victims, Khanh sometimes introduced himself as an officer of the Immigration Department, Nghe An Provincial Police, and sometimes as an officer of Dak Lak Provincial Police on duty. Currently, the Criminal Police Department of Nghe An Provincial Police is temporarily detaining the subject to continue investigating and expanding.
