The documents submitted to the 13th National Congress this time not only review the implementation of the Resolution of the 12th National Party Congress but also look back at 35 years of carrying out the renovation process, 30 years of implementing the 1991 Platform, 10 years of implementing the Platform (supplemented and developed in 2011), the 10-year Socio-Economic Development Strategy 2011-2020; set out the directions and tasks for socio-economic development in the 5 years 2021-2025 (the year of the 50th anniversary of the complete liberation of the South and national reunification); determine the goals and directions up to 2030 (the year of the 100th anniversary of the founding of the Party); and the vision for national development up to 2045 (the year of the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam).

The Congress's agenda also focused on reviewing Party building work and the leadership of the 12th Party Central Committee, determining the direction and tasks of Party building in the new term; assessing the implementation of the 12th Party Charter; and electing the 13th Party Central Committee.

Delegation of Nghe An Provincial Party CommitteeThe 13th National Party Congress elected by the 19th Provincial Party Congress includes 29 official delegates and 2 alternate delegates.

Along with that, the Politburo assigned 4 Party Central Committee members to participate in the delegation, including: Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission; Nguyen Thanh Binh - Member of the Party Central Committee, Permanent Deputy Head of the Party Central Committee's Organization Commission; Ho Duc Phoc - Member of the Party Central Committee, State Auditor General; Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of the Nghe An Provincial Party Committee.

In his opening speech at the Congress, Prime Minister Nguyen Xuan Phuc emphasized: The 13th National Congress of the Party has a great historical responsibility towards our Fatherland, people and nation, not only in the 5-year period of 2021-2025 but also for the coming decades, for future generations of the country.

With the motto "Solidarity - Democracy - Discipline - Creativity - Development", the 13th Congress demonstrates the mettle, strong will and determination of the entire nation to move forward for the goal of a rich people, strong country, democracy, fairness and civilization.

“With the right orientation, strong development aspirations and high political determination, our entire Party, people and army will certainly achieve new development achievements for a prosperous and happy Vietnam, moving forward together, standing shoulder to shoulder with the world powers, successfully realizing the wishes of the great President Ho Chi Minh and the aspirations of all our people,” Prime Minister Nguyen Xuan Phuc emphasized in his opening speech.

The theme of the Congress is: Strengthening the building and rectification of a clean and strong Party and political system; arousing the will and determination to develop the country, promoting the strength of great national unity combined with the strength of the times; continuing to comprehensively and synchronously promote the innovation process; firmly building and defending the Fatherland, maintaining a peaceful and stable environment; striving to make our country a developed country with a socialist orientation by the middle of the 21st century.

At the opening session, General Secretary and President Nguyen Phu Trong - Head of the Document Subcommittee presented the Report of the 12th Central Executive Committee on documents submitted to the 13th National Party Congress, focusing on a number of general, fundamental, and general issues, clarifying the main contents and important highlights for the Congress to consider, discuss, and give opinions and decisions.

The General Secretary and President affirmed that the preparation of draft documents to be submitted to the 13th National Congress has been carried out very carefully, thoughtfully and methodically, with many important innovations in content and method.

Thoroughly grasping the principle of smoothly combining theory and practice, steadfastness and innovation, inheritance and development, on the basis of promoting widespread democracy, the draft documents have truly been the product of the crystallization of the wisdom of the entire Party and people, clearly demonstrating the unity between "Party's will and people's heart," combined with the determination and will to develop of the nation in the cause of building and firmly defending the socialist Fatherland of Vietnam.

Summarizing the 12th Congress term and looking back at 35 years of innovation, General Secretary and President Nguyen Phu Trong emphasized that the results achieved during the 12th Congress term are of special importance, not only creating outstanding marks, but also contributing to strengthening confidence, creating new motivation and new spirit for the entire Party, people and army to firmly overcome difficulties and challenges, take advantage of opportunities and advantages, and bring the country into a new period of development.

The general development goals for the 2021-2025 term and the following years are to improve the Party's leadership capacity, governing capacity and fighting strength; build a clean and strong Party and political system in all aspects; strengthen the people's trust in the Party, the State and the socialist regime; arouse the aspiration to develop a prosperous and happy country, promote the will and strength of great national unity combined with the strength of the times; comprehensively and synchronously promote the innovation, industrialization and modernization process; firmly build and defend the Fatherland, maintain a peaceful and stable environment; strive for Vietnam to become a developed country with a socialist orientation by the middle of the 21st century.

With the motto: "Solidarity - Democracy - Discipline - Creativity - Development," General Secretary Nguyen Phu Trong suggested that the Congress needs to discuss thoroughly to achieve high consensus and vote to pass the Congress documents, ensuring the success of the Congress, creating a basis for thoroughly grasping and implementing the Congress Resolution, and successfully completing the set goals and tasks.

The General Secretary and President emphasized that the vivid and rich reality, the great and historic achievements and the profound lessons learned over 35 years of renovation, especially the 5 years of implementing the Resolution of the 12th National Congress, the spirit of solidarity and unity of the entire political system, the trust and support of the people are the solid foundation for our Party to issue strong messages, wise and correct decisions, and continue to comprehensively, synchronously and effectively promote the renovation, integration and development of the country in the new period.

The General Secretary and President believes that with the right and lawful direction; the Party's will in line with the people's will; promoting the strength of the great national unity bloc, the strong aspiration to rise up and high political will and determination, our entire Party, people and army will certainly create new development miracles, for the goal of "a rich people, a strong country, democracy, equality and civilization," firmly moving towards socialism, successfully realizing the wishes of the great President Ho Chi Minh and the aspirations of the entire nation.
