Dear delegates! Dear Congress!

After more than 7 days of urgent and serious work, with the spirit of"Unite- Democracy - Discipline - Creativity - Development"and with a high sense of responsibility to the Party, people and country, the 13th National Congress of our Party was a great success, completing all the contents and programs set out, ending nearly 2 days earlier than planned.

The Congress had a lively, frank, democratic discussion and unanimously approved important documents, including: Political report; Report summarizing the implementation of the 10-year socio-economic development strategy 2011 - 2020, building the 10-year socio-economic development strategy 2021 - 2030; Report evaluating the results of implementing the 5-year socio-economic development tasks 2016 - 2020 and the direction and tasks of socio-economic development for the 5-year period 2021 - 2025; Report summarizing the work of Party building and implementation of the Party Charter of the 12th tenure; Report reviewing the leadership and direction of the 12th Central Executive Committee.

The Congress elected the 13th Party Central Committee, consisting of 200 comrades representing more than 5 million Party members, with sufficient qualifications in terms of qualities, ethics, capacity, and level to shoulder the important responsibilities assigned by the Party and people.

The documents adopted at this Congress were built on the basis of a profound summary of theory and practice; crystallizing the wisdom, will and aspirations of the entire Party, people and army. The documents summarized and evaluated the implementation of the Resolution of the 12th Party Congress in conjunction with looking back at 35 years of carrying out the renovation process, 30 years of implementing the 1991 Platform; summarizing 10 years of implementing the Platform (supplemented and developed in 2011), the 10-year Socio-Economic Development Strategy 2011 - 2020; setting out directions and tasks for socio-economic development in the 5-year period 2021 - 2025 and determining goals, directions and visions to 2030, and visions for national development to 2045.

The Congress represents the unity of will and determination to act of the entire Party, people and army in the new period, to successfully realize the general development goals stated in the Political Report as follows:"Enhance the Party's leadership capacity, governing capacity and fighting strength; build a clean and strong Party and political system in all aspects; strengthen people's trust in the Party, State and socialist regime;arousedesirenational developmentprosperity, happiness, development of will andpowergreat unitynational unitywiththe power of the times; comprehensively and synchronously promote innovation, industrialization and modernization; firmly protectStrengthen the Fatherland, maintain a peaceful and stable environment; strive to make our country a developed country with a socialist orientation by the middle of the 21st century.".

The Congress discussed and approved important policies and decisions to orient, lead, and direct correctly and comprehensively the process of implementation, orientations, and tasks for rapid and sustainable national development, and for building and protecting the Fatherland.

The Congress affirmed that our Party continues to adhere to Marxism-Leninism and Ho Chi Minh Thought, constantly applying and creatively developing them in accordance with Vietnam's reality in each period; adheres to the goal of national independence and socialism; and the path of innovation for the goal of national independence and socialism.rich people, strong country, democracy, fairness, civilization. At the same time, it is emphasized that the Party must strengthen the building and rectification of a truly clean and strong Party and political system; continue to improve the mettle and leadership and governing capacity in planning and implementing guidelines and policies in accordance with Vietnam's reality and the development trends of the times. Timely institutionalize, concretize, properly and effectively implement the Party's guidelines and policies, the State's policies and laws, and overcome weaknesses in leadership, direction, and organization. Improve the stance, political mettle, qualifications, intelligence, and fighting spirit of Party committees, Party organizations, and each cadre and Party member, first of all, key leaders and managers at all levels, and strategic-level cadres. Maintain the Party's working-class nature, strictly implement the Party's principles, mechanisms, and regulations, and practice democracy in conjunction with strengthening Party discipline and order.

The Congress sincerely thanks and appreciates the great contributions and dedication of the comrades who are members of the Central Executive Committee, Politburo, and Secretariat of the 12th tenure, but this time they are not running for the 13th Central Executive Committee. I wish you good health and happiness, and to continue to contribute your enthusiasm, capacity, and experience to the glorious cause of the Party and our nation.

The Congress was conducted seriously, in accordance with the Party Charter, wisely selecting and electing qualified and worthy comrades to the 13th Party Central Committee. The Congress assigned the 13th Party Central Committee the responsibility of leading the entire Party, the entire people and the entire army to successfully implement the Congress Resolution. Recognizing the great responsibility before the Party, the people and the country, the 13th Party Central Committee vows to unite wholeheartedly, wholeheartedly and wholeheartedly to serve the Fatherland and the people, constantly cultivating, training, improving capacity, qualifications, political mettle, and moral qualities following the example of the great President Ho Chi Minh, promoting intelligence, and devoting all our efforts together with the entire Party, the entire people and the entire army to strive to successfully implement the great goals and tasks identified by this Congress.

The Congress warmly welcomes and sincerely thanks the Party committees and organizations at all levels, veteran revolutionaries, National Assembly delegates, the Fatherland Front and socio-political organizations, people's organizations, all cadres, Party members, dignitaries, intellectuals, and the vast majority of people nationwide and our compatriots abroad who have enthusiastically and responsibly participated and contributed valuable opinions to the draft documents of the Congress, making an important contribution to the success of the Congress.

The Congress would like to express its sincere and deep thanks to the political parties, organizations and international friends who attended the opening and closing ceremonies, sent congratulatory messages and letters to the Congress, expressing their good feelings of friendship and solidarity towards our Party, our people and our country.

The Congress warmly welcomes and sincerely thanks domestic and foreign news agencies and press for attending and promptly reporting on the Congress.

The Congress commended and thanked the Congress Preparation Subcommittees, the Congress Organizing Subcommittee, relevant levels, sectors, agencies and units, and all cadres, civil servants, public employees, workers, officers and soldiers of the armed forces for their dedication and good service, making practical contributions to the success of the Congress.

The great success of the 13th National Congress of the Party will strongly encourage our entire Party, people and army to continue to overcome all difficulties and challenges, seize opportunities and advantages, and strive to soon turn our country into a developed, high-income, socialist-oriented country.

I propose: Immediately after this Congress, all Party committees and organizations, all cadres and Party members need to focus on disseminating and propagating widely throughout the Party, people and army about the results of the Congress; study and thoroughly grasp the Resolution and documents of the Congress; promptly develop and implement programs and action plans, launch a widespread patriotic emulation movement, a spirit of innovation and creativity, overcome all difficulties and challenges to soon put the Resolution of the Congress into life, turn the important decisions of this Congress into vivid reality in reality, not just because the Congress is over means it is over.

This is just the beginning, whether it can be done or not, whether the Resolution can be turned into a vivid reality in the future, whether it can produce material wealth that brings wealth and happiness to the people or not, that is the actual success of the Congress. This is extremely important; and after inspection and review, we still admit that the organization and implementation is still the weak link. In the future, we must pay close attention to this. To do so, we must institutionalize, concretize, have specific programs and action plans, from top to bottom, lead very closely, specifically, resolutely, regularly inspect and urge, promptly commend and reward good people and good deeds; criticize and even discipline those who do wrong, damage, or violate the Party's resolutions. That spirit is what is important.

The Congress calls on the entire Party, the entire people, the entire army, and our compatriots at home and abroad to promote to the highest extent the spirit of patriotism, the will of self-reliance, the strength of great national unity, and strive to compete to successfully implement the Congress Resolution in the spirit ofnext year mustdevelopbetter than last year; the 13th term must doGoodmore than the 12th term.

In the atmosphere of celebrating the 91st anniversary of the founding of the glorious Communist Party of Vietnam (February 3, 1930 - February 3, 2021) and welcoming the coming of the New Year of the Ox, bringing with it good things, we are proud and deeply believe in the strength, mettle, intelligence and will of our entire Party and people, and in the bright future of our country.
