On the afternoon of February 4, the Provincial Center for Disease Control (CDC Nghe An) announced that test results showed that,20 year old male student(Quynh Thien ward, Hoang Mai town), tested negative for SARS-CoV-2 virus for the first time. However, this male student continues to be isolated and treated at the hospital.

The male student lives in Lane 85 Xuan Thuy, Cau Giay, Hanoi to study at FPT University, My Dinh campus. On the evening of January 31, the male student rode a motorbike home to celebrate Tet but did not declare his health status to the local authorities. After returning home, the male student met many people and did not wear a mask.

By the evening of February 3, the male student had a fever of 39 degrees, headache, runny nose, sore throat, muscle aches, mild difficulty breathing...
According to Mr. Pham Dinh Du - Deputy Director of the Center for Disease Control of Nghe An province, although he also studied at FPT University, the male student studied at the My Dinh campus. Meanwhile, Covid-19 cases appeared at FPT University Hoa Lac campus. The place where the male student was staying was not under lockdown. Therefore, this person returning to his hometown was not subject to centralized quarantine. However, according to regulations, any citizen returning to Nghe An from any locality must make a mandatory health declaration.

Previously, on February 2, the Nghe An Department of Health sent a document to districts, cities and towns requesting centralized quarantine for all people returning from localities that are implementing social distancing and areas under lockdown. People returning from localities with epidemics but not implementing social distancing are allowed to self-monitor their health at home. People who were present at the time that F0 visited the locations announced by the Ministry of Health must declare to local health agencies and be quarantined centrally or at home according to regulations. All other cases must make health declarations according to regulations, monitor their health at home and contact local health agencies when having symptoms of fever, cough, difficulty breathing, chest tightness, etc. for advice and guidance.
