The offender confessed to buying firecrackers many months ago, then bringing them home to hide, waiting for New Year's Eve to take them out and light them up to "celebrate the new year".
According to the police, it is very difficult to ambush and capture people who set off fireworks, because they throw fireworks into the air and then leave. The authorities have to send dozens of disguised working groups to stay on duty for hours at communes, wards and towns under their management to film, record and catch violators red-handed.
Previously, the provincial People's Committee agreed to allow Ha Tinh City, Hong Linh Town and Ky Anh Town to set off fireworks on New Year's Eve using socialized funds. By February 5, authorities had canceled fireworks and crowded activities to prevent Covid-19.

According to regulations from January 10, 2021, people aged 18 and over are allowed to light fireworks that do not make noise on birthdays, holidays, weddings, and openings.
The new regulation clearly states that people must buy fireworks at military stores, where this type of fireworks is allowed to be sold. However, people cannot buy non-explosive fireworks to burn at any time, and they cannot burn them haphazardly on the street or in crowded places. If they burn them on the wrong occasion (birthday, holiday, etc.), they will be punished as if they were illegally burning fireworks.
In 1994, in response to the widespread use of firecrackers that caused many deaths and injuries, the Prime Minister issued a directive from January 1, 1995 prohibiting the production, trade and burning of all types of firecrackers and explosives nationwide (except fireworks and fireworks chemicals). Violators, in addition to having their exhibits confiscated and fireworks and explosives destroyed, will also be fined.
Article 10 of Decree 167/2013 of the Government stipulates a fine of VND 1,000,000 to VND 2,000,000 for the act of storing and using fireworks without permission.
