Used knife to stab younger brother to death for stopping him from beating his child
Because he tried to stop Vi Van Bay from beating his two children, Vi Duc Vinh was stabbed twice in the left chest by Bay, leading to his death.
On February 17, the Investigation Police Agency of Tuyen Quang Province Police issued a Decision to prosecute the case, prosecute the accused and execute an arrest warrant to detain Vi Van Bay for a period of 4 months for the crime of "Killing"prescribed in Clause 1, Article 123 of the Penal Code.
Previously, at 11:00 p.m. on February 16, the Investigation Police Agency of Tuyen Quang Provincial Police received a report from the public about a murder that occurred in Ninh Lai village, Ninh Lai commune, Son Duong district, Tuyen Quang province.
The victim was Vi Duc Vinh (born in 1995), residing in Ninh Lai village, Ninh Lai commune, Son Duong district. Considering the seriousness of the case that caused outrage and confusion in public opinion, the Office of the Provincial Police Investigation Agency urgently deployed forces that night, determined to solve the case in the shortest time possible.
Through the synchronous implementation of professional measures, after only 12 hours, investigators identified the perpetrator as Vi Van Bay (born in 1992), residing in Ninh Lai village, Ninh Lai commune, Son Duong district, Tuyen Quang province (the victim's brother).

According to the case file, Vi Van Bay himself was an alcoholic, often drank alcohol and yelled at, scolded, and beat his two children (one 9 years old, one 7 years old). At around 10:30 p.m. on February 16, after coming home drunk, Bay used a sandal to repeatedly beat his two children.
Witnessing the incident, Bay's older brother Vi Van Cuong and younger brother Vi Duc Vinh tried to stop him. However, with his hooligan and aggressive nature, disregarding the health and lives of others, Bay used a knife to stab him twice in the left chest and left neck, causing the death of Vi Duc Vinh.
After committing the crime, Vi Van Bay barricaded himself in the house with many dangerous weapons, shouting and threatening to continue injuring many other people.
The police force used many professional measures to surround, approach, persuade and convince the subject to surrender, ensuring absolute safety for the force performing the task as well as the property and lives of the people.
