Attending the meeting were Vice Chairmen of the Provincial Election Committee: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Cao Thi Hien - Vice Chairman of the Provincial People's Council; and members of the Provincial Party Standing Committee who are members of the Provincial Election Committee, including: Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Bui Thanh An - Head of the Provincial Party Committee's Inspection Committee; Le Duc Cuong - Head of the Provincial Party Committee's Organization Department; Nguyen Ngoc Ha - Commander of the Provincial Military Command and leaders of provincial departments, branches and organizations.

There are expected to be 26 constituencies for the election of provincial People's Council delegates.

Based on the assigned tasks, agencies and units have proactively implemented work contents, such as developing propaganda plans, plans to ensure security and order; at the same time, guiding districts, cities and towns to implement election work, such as making election budget estimates, counting the number of seals and ballot boxes, establishing election organizations, printing election documents and documents for meetings of the Election Committee, etc.

The organization of the first consultative conference was carried out by the Vietnam Fatherland Front Committees at all levels to ensure the set schedule.

As of February 8, 2021, the Provincial Fatherland Front Committee and the district and commune levels have completed the first consultation conference to agree on the structure, composition, and number of people of agencies, organizations, and units in the province to be introduced as candidates for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

For provincial level, based on quantityNational Assembly Representativeand elected provincial People's Council delegates (13 National Assembly delegates and 83 provincial People's Council delegates), the first consultation result on the number of people recommended to run for National Assembly delegates is 37 (2.77 times ratio) and the number of people recommended to run for provincial People's Council delegates for the 2021-2026 term is 251 (3.02 times ratio).

Also at the meeting, members of the Provincial Election Committee discussed, gave opinions and agreed on the number of constituencies, the list of units and the number of delegates elected in each constituency for the election of delegates to the Provincial People's Council for the 2021-2026 term.

Specifically, there are 26 constituencies; of which Vinh city and the districts of Quynh Luu, Yen Thanh, Dien Chau, Thanh Chuong, each locality has 2 constituencies; the remaining localities have 1 constituency. Of the 26 constituencies, 23 units elect 3 representatives; 1 unit elects 4 representatives and 2 units elect 5 representatives.

For the election units of the 15th National Assembly, the Provincial Election Committee plans 5 units to submit to the National Election Council for decision.

Stick to timelines to stay on track

After listening to the opinions of the members of the Provincial Election Commission, concluding the meeting, comradeNguyen Xuan Son- The Chairman of the Provincial People's Council and the Chairman of the Provincial Election Committee highly appreciated the active and proactive participation of all levels, sectors and members in implementing the contents and tasks of the election work to ensure progress requirements.

The Chairman of the Provincial Election Committee also requested members of the Provincial Election Committee to closely follow the timelines for each task to proactively implement on schedule; at the same time, pay attention to directing localities, especially those localities after the first consultation conference, where the ratio of candidate introductions compared to elected representatives is low or the ratio of women and young people is low compared to regulations.

The Chairman of the Provincial Election Committee also noted that the assigned units and members need to speed up the progress of work related to notifying the agencies with the candidates to prepare the candidate's profile and receive and review the candidate's profile to hold the second consultation conference before March 19.

In addition, propaganda work needs to be specifically developed in each phase in accordance with the progress of work at each time. Security and order work needs to proactively review and assess the situation to have a specific plan; in which, attention should be paid to activities that take advantage of the election to divide internal solidarity, distort, incite, oppose, and complicate security and order, including proactive plans to prevent the Covid-19 epidemic and natural disasters.

On the other hand, it is necessary to prepare well for the professional training on election work in April 2021, ensuring the election takes place successfully throughout the province.
