Chairman of the Provincial People's Committee: Resolutely implement the 'dual goal', not letting the Spring joy situation last long

PEOPLE WELCOME TET IN PEACE AND WARMTH

In February 2021, the Provincial People's Committee directed all sectors and levels to strictly implement the direction of the Prime Minister and the National Steering Committee on strengthening Covid-19 prevention and control. Thanks to that, as of February 22, 2021, the whole province has not recorded any positive cases of Covid-19. The province has quarantined and monitored the health of 24,797 cases; collected 34,115 samples for Covid-19 testing, of which 33,893 samples were negative, 222 samples are waiting for results.

Along with the work of preventing and fighting the Covid-19 epidemic, all levels and sectors have implemented many measures to ensure that people can celebrate the Lunar New Year 2021 happily, healthily, safely and economically. The security, order and social safety situation in the province during the 7 days of Tet holiday was stable, with no unusual developments and no complicated or serious incidents.

Regarding economic development tasks, winter crop production was not very favorable in weather conditions, so the planting area was lower than planned. The Industrial Production Index (IIP) in February 2021 was estimated at 82.1% compared to January 2021. Total retail sales of goods increased by 30.47% over the same period.

In February, the province focused on directing the acceleration of the implementation and disbursement of public investment capital in 2021, and at the same time reviewed the disbursement of the public investment plan in 2020. By January 31, 2021, the disbursement of public investment capital planned for 2020 from the provincial budget reached 92.87%. As of February 17, 2021, 14 new projects had been granted, with a total registered investment capital of VND 5,547.61 billion; 236 newly registered enterprises. Budget revenue was estimated at VND 2,757.5 billion, reaching 19.7% of the estimate, equal to 88.8% of the same period in 2020.

Due to the implementation of measures to prevent and control the Covid-19 epidemic, cultural activities and art performances that gather large crowds that are not really necessary during the Lunar New Year and the Spring Festivals in 2021 are temporarily suspended. National defense and security continue to be firmly consolidated. During the Lunar New Year 2021, traffic accidents decreased in all three criteria.

Concluding this content, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that the province carried out its tasks in February 2021 in a context of both joy and worry. He was happy that the 13th National Party Congress was successful, but worried that the Covid-19 epidemic would break out again and become more complicated, with a higher risk of spreading in the community, coinciding with the time of focusing on taking care of people during Tet.

However, the results of the province's tasks in February 2020 were positive. The work of preventing and fighting the Covid-19 epidemic was carried out resolutely, proactively, with a high sense of responsibility. People celebrated Tet peacefully, safely, warmly, and together, especially the work of taking care of Tet for policy beneficiaries and the poor. This was demonstrated by the province allocating more than 55 billion VND from the budget to give Tet gifts and mobilizing more than 92 billion VND of socialized resources to take care of Tet for the poor.

DETERMINEDLY IMPLEMENTING THE "DUAL GOAL", HIGHLIGHTING THE RESPONSIBILITY OF THE HEAD

Regarding the key tasks in March, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee agreed with the 10 groups of tasks and solutions presented by the Department of Planning and Investment and emphasized 8 key tasks that need to be focused on implementing.

According to the Chairman of the Provincial People's Committee, the issue that needs special attention is the prevention and control of the Covid-19 epidemic, because the epidemic situation in localities is still very complicated. In the spirit of not being subjective or negligent, all levels and sectors must seriously and fully implement epidemic prevention and control measures and fully implement the 5K recommendations of the health sector.

“Industries and levels need to direct and widely propagate to raise people's awareness and understanding to ensure effective epidemic prevention and control work,” the head of the Provincial People's Committee emphasized and requested the Health sector to pay attention to monitoring the implementation of medical declaration and testing for citizens returning from epidemic areas, especially during the full moon festival of January. However, it is also necessary to create conditions for experts and workers of enterprises to enter the area to carry out the task of developing production and business.

Regarding the task of socio-economic development, the Chairman of the Provincial People's Committee requested all sectors and levels to focus on immediately implementing tasks related to their units, with the spirit of getting to work right away, not letting the Spring Festival situation last long. In particular, seriously implement Directive 06 of the Prime Minister on urging the implementation of tasks immediately after the 2021 Lunar New Year holiday, in order to achieve the "dual goal" of both preventing the epidemic and implementing the targets and tasks of socio-economic development in 2021.

In addition, all levels and sectors must prepare well for the implementation of research, study and dissemination of the Resolution of the 13th National Party Congress; develop action plans for all levels and sectors to implement. At the same time, continue to implement the contents of the Resolution of the 19th Provincial Party Congress to ensure progress.

At the same time, focus on developing the provincial planning for the 2021-2030 period, with a vision to 2050. Carry out socio-economic development tasks and budget estimates according to the Resolution approved by the Provincial People's Council and carry out the tasks and solutions set out in Decision No. 138 dated January 18, 2021 of the Provincial People's Committee. Including determining growth scenarios for each quarter.

Going into each sector, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Agriculture sector to promote the results of 2020, strive in 2021 to continue to be a support for the province's economy, in which it is necessary to pay attention to disease prevention work on livestock and crops.

The Industry and Trade sector is interested in removing obstacles for businesses, promoting industrial production, and enhancing trade promotion activities. The service and tourism sector continues to set the goal of both preventing and fighting the epidemic and performing the sector's tasks. The Labor, Invalids and Social Affairs sector is interested in policies, supporting workers in finding jobs, proactively building human resources to meet the labor needs of investors.

The head of the Provincial People's Committee also requested all levels and sectors to promote the completion of institutions, improve the quality of administrative reform, remove obstacles in administrative procedures, improve the business environment, and support enterprises to attract investment in the province.

Analyzing in depth the task of administrative reform, comrade Nguyen Duc Trung said that the Provincial People's Committee has issued Directive 08 on promoting the responsibility of leaders in administrative reform work in 2021. Therefore, leaders must take full responsibility for the shortcomings and limitations in administrative reform in their units; at the same time, they must sign a commitment to administrative reform and simplify administrative procedures with the viewpoint of fast - correct - effective. All must work together to change the image of the province's investment environment.

Regarding investment attraction, the Chairman of the Provincial People's Committee requested the Management Board of the Southeast Economic Zone to pay attention to solving the issues of building the general planning project of the Economic Zone, planning the construction of sub-zones to ensure the conditions for expanding the Economic Zone and having the conditions of land to attract investment. The Management Board of the Southeast Economic Zone needs to advise the Provincial People's Committee, coordinate with sectors and localities to support procedures for projects, especially key projects; advise on adjusting and expanding the WHA and VSIP industrial parks.

The Planning and Investment Department advises on amending regulations related to investment procedures according to the 2020 Investment Law; completes the draft Resolution replacing Resolution 26 on a number of investment support policies in the province, especially paying attention to directly supporting enterprises that are investing and operating in the area. The Department of Natural Resources and Environment is interested in amending regulations on land access, land use plans, and speeding up the auction of raw material mines.

Regarding the budget collection task, the head of the Provincial People's Committee requested the Finance sector to strengthen coordination with the Tax and Customs sectors to review each revenue item, factors affecting revenue sources, clarify items with potential revenue shortfalls, and on that basis, propose solutions to ensure that budget revenue meets and exceeds the estimate assigned by the Provincial People's Council. Resolutely implement regular spending savings, cut unnecessary spending, strictly control spending, and reserve resources for development goals.

The Chairman of the Provincial People's Committee also requested all levels and sectors in 2021 to focus on directing the disbursement of public investment capital to ensure the plan. The Department of Planning and Investment must review, summarize, and report the disbursement progress of each project and each unit every month. By mid-2021, it will review, review, and resolutely transfer capital to projects that are unable to disburse.

Comrade Nguyen Duc Trung also requested all levels and sectors to focus on implementing well the preparation work for the election of deputies to the 15th National Assembly and People's Council deputies for the 2021-2026 term to ensure progress and quality. In addition, all levels and sectors focus on resolving issues related to complaints and denunciations, ensuring security and order, and maintaining stability in the area. The Provincial Military Command is interested in implementing well the military assignment work at the beginning of the year, preparing well for the Provincial and District Defense Zone exercises in 2021.
