Previously, at 8:19 p.m. on February 21, at Kim Lien bridge area, Tan Lam village, Ngoc Lam commune, Thanh Chuong district, Ngoc Lam Border Guard Station; Thanh Thuy Border Guard Station coordinated with Vinh City Police, Nghe An province to discover and arrest Bui Tien Van (born in 1983), permanent residence in hamlet 7, My Son commune, Do Luong district, Nghe An province, who was illegally transporting drugs. The seized exhibits were 2 heroin cakes, 2 kg of Ketamine; 2 kg of crystal meth.
