At around 2:00 p.m. on February 24, passersby discovered a motorbike, wallet, phone, and other personal belongings of a young man left on Ben Thuy 1 Bridge over Lam River, Vinh City (Nghe An). Suspecting that someone had jumped off the bridge, the passersby called the authorities.
