The 2nd Conference of the 13th Central Executive Committee held its closing session, approving the candidates for President, Prime Minister and National Assembly Chairman with a high number of votes.
After more than a day of urgent and serious work, on the morning of March 9, at the Party Central Committee Headquarters, the 2nd Conference of the 13th Central Executive Committee held its closing session. General Secretary and President Nguyen Phu Trong affirmed that the Conference had completed all the contents and programs set out.
The Central Committee voted to introduce candidates for the positions of President, Prime Minister, and National Assembly Chairman, which are key leadership positions of the State with a high concentration of votes. The Politburo reported to the Central Committee for opinions before the Politburo officially introduced candidates for other positions for the National Assembly to consider, elect, or approve according to the provisions of the Constitution and laws.

In his closing speech at the 2nd Central Conference, General Secretary and President Nguyen Phu Trong emphasized that the comrades attending the Conference upheld their sense of responsibility, promoted democracy, discussed frankly, and contributed many important opinions to the Reports and other contents of the Conference. The Politburo fully absorbed the valid opinions and explained the issues with different opinions. The Central Executive Committee unanimously approved the Resolution of the Conference.
Regarding the full-term working program of the 13th Central Executive Committee,The General Secretary and President saidThe Central Committee basically agreed with the Report and Draft Working Program; considered that the draft was carefully and meticulously prepared; the content was quite comprehensive, basically reflecting the theme, guiding ideology and key tasks set forth by the Resolution of the 13th National Party Congress. The issues included in the Full-Term Program are the most important and necessary issues, aiming to focus on successfully implementing the Resolution of the 13th National Party Congress.
"The Central Committee emphasized that the determination of the content of the entire Program must closely follow the Resolution and documents of the 13th Congress, focusing on concretizing and directing the implementation of 6 key tasks and urgent practical issues, difficulties that need to be removed and resolved; breakthroughs, important tasks such as: Continuing to promote the implementation of the Resolution of the 4th Central Committee of the 11th and 12th terms on Party building, maintaining the pure revolutionary nature of the Party; building a truly clean and strong organizational apparatus of the entire political system; doing a good job of personnel work, especially at the strategic level; continuing to innovate the Party's leadership methods; stepping up the fight against corruption and waste; innovating the growth model, restructuring the economy, improving growth quality, labor productivity, and economic competitiveness; proactively and actively integrating internationally... In the process of leading and directing implementation, depending on the specific situation, the Politburo needs to consider and weigh in order to promptly There are appropriate additions and adjustments. For major and important issues that have been clearly identified in terms of policies and orientations in the XIII Congress Documents and resolutions of previous terms that are still valid and effective, we will continue to direct their implementation or periodically review, summarize, and issue conclusions; it is not necessary to issue many resolutions; the resolutions must be concise, easy to understand, have practical content, have feasible solutions, and determine the time and roadmap for implementation. In order to effectively implement the entire working program approved by the Central Committee, immediately after this Conference, the Politburo will direct urgent research and serious development of implementation plans; clearly assign organizations and individuals responsible for preparing specific projects," said the General Secretary and President.
Regarding the introduction of senior leadership personnel of state agencies, the General Secretary and President affirmed that, on the basis of thoroughly grasping and consistently implementing the personnel work direction approved by the 12th Party Congress; based on the reality of the existing staff and the requirements for improving the quality of operations of the State agencies' apparatus, combining immediate requirements with preparations for the next terms, ensuring inheritance and development; the Central Executive Committee has democratically discussed, carefully considered, selected the most reasonable option under possible conditions and has reached a very high consensus.

"The Central Executive Committee affirmed that it is necessary to promptly complete and rearrange the leadership positions of state agencies in a synchronous manner, promptly meeting the requirements of implementing the Resolution of the 13th National Party Congress; agreed to complete the leadership positions of state agencies at the 11th session of the 14th National Assembly according to Party regulations and State laws.
At this Conference, according to the Working Regulations, the Central Committee voted to introduce candidates for the positions of President, Prime Minister, and Chairman of the National Assembly, which are key leadership positions of our State, with a high concentration of votes. At the same time, the Politburo reported to the Central Committee for opinions before the Politburo officially introduced candidates for other positions for the National Assembly to consider, elect or approve according to the provisions of the Constitution and laws. Based on the voting results and personnel introductions of the Central Committee, the Politburo will direct the competent agencies to absorb the Central Committee's opinions and complete the plan to introduce candidates for leadership positions of state agencies to prepare for submission to the National Assembly, both ensuring the principle of the Party's unified leadership of personnel work and management of cadres in the political system, and in accordance with the provisions of the Constitution and laws on the organization of state agencies. It can be said that this is an important step in arranging, organizing, and perfecting the staff of the political system in this term and gives us more experience to carry out the next steps," General Secretary and President Nguyen Phu Trong emphasized.

According to the General Secretary and President, at this Conference, the Politburo also reported to the Central Executive Committee on important tasks that the Politburo has handled since the 1st Central Conference. The Central Executive Committee affirmed that in just over a month since the 1st Central Conference, the Politburo has actively and urgently implemented many important tasks in the spirit of the Resolution of the 13th National Party Congress, including seriously, thoughtfully and thoroughly preparing the contents to present at the 2nd Central Conference, ensuring the success of the Conference. The Central Committee requested that after this Conference, the Politburo urgently direct the implementation of tasks according to the entire Program approved by the Central Committee, including preparing the contents of the next Central Conferences in 2021.
The General Secretary and President emphasized that after this Conference, along with the good leadership in implementing high-level personnel work at the 11th Session of the 14th National Assembly, we will continue to perfect the leadership of the Central Party agencies, Party executive committees and Party delegations in places where there are personnel changes, ensuring smoothness and continuity in the activities of the entire political system. Lead and direct the implementation of research, dissemination, and development of action programs and plans to implement the Resolution of the 13th National Party Congress, in conjunction with leading the implementation of tasks of Party and political system building, socio-economic development, ensuring national defense and security, foreign affairs, etc., while continuing to carefully prepare to successfully conduct the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term./.
