Nghe An: Promulgating a new resolution to clear up tens of thousands of traffic safety corridor violations

Attending the Conference were comrades: Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee;Hoang Viet Duong - Vice Chairman of the Provincial People's Council;Provincial Police leaders, relevant departments, branches and 21 connection points in districts, cities and towns.
After 4 years of implementing Resolution No. 56/2016/NQ-HDND, the work of clearing violations and preventing re-encroachmentTraffic SafetyThere have been many positive changes and the effectiveness is increasingly evident. The clearance of traffic safety violations is carried out in accordance with the procedures and regulations of the law; receiving high consensus from the people and public opinion; there are few complaints and denunciations during the implementation process.

The localities havereleaseSuccessfully removed many solid constructions, illegally encroaching on traffic safety zones that had existed for a long time, restored traffic safety order on many roads; recovered many illegally occupied land areas for roads. In particular, violations of solid construction within traffic safety zones have decreased compared to before the Resolution.
As of December 2020, the District People's Committee,city, the town has cleared: 24,702.86 m2 of housing; 161,219.89 m2 of solidly built kiosks; 729 temporary markets; 222,350.01 m2 of all kinds of canopies; 76,382 business and trading locations; 2,302 construction material gathering points and yards...

The functional forces of the People's Committee of the city, town and districts have recorded 12,876 cases of violations, imposed fines and collected nearly 8.9 billion VND for the state budget.
Units that have done a good job of propagating and clearing traffic safety corridors include: the Legal Department of the Provincial People's Council, the Provincial Police, the Department of Transport, the Department of Finance,Nghe An Newspaper, Provincial Radio and Television Station, Department of Road Management II.
At the conference, representatives of departments, branches and localities presented papers, stating that, in addition to the positive aspects that have been achieved, there are still many limitations in the work of clearing traffic safety corridors, for example, local authorities at district and commune levels in some places have not been really determined in implementing the tasks of managing and protecting traffic safety corridors according to the provisions of law.Statusre-encroachmentTraffic safety violations after clearance are still quite common, especially violations in installing signs, billboards, and occupying sidewalks for business and trading; patrols and inspections are still seasonal and not carried out regularly...

In the coming time, comrade Le Hong Vinh requested departments, branches and localities to strengthen the propaganda and dissemination of traffic laws in many diverse forms to raise people's awareness; strengthen forces to handle the situation of businesses encroaching on roads, sidewalks, and construction works encroaching on corridors.traffic safetyroads, railways; resolutely not to let the situation of re-occupying roads and sidewalks happen. The Provincial People's Committee will advise and submit to the Provincial People's Council to issue a new Resolution on the work of clearing violations of traffic safety corridors of roads, railways, and sidewalks in the area in the coming time.

On this occasion, 14 collectives and 13 individuals with outstanding achievements in the work of clearing violations of road, railway and sidewalk traffic safety corridors in the province in the period of 2017 - 2020 received Certificates of Merit from the Chairman of the Provincial People's Committee.
