Chairman of the Provincial People's Committee: Build good planning to make Nghi Loc a key economic district of the province

(Baonghean.vn) - On the morning of March 18, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee led a working delegation to inspect the project's progress and meet with people in Nghi Kieu commune (Nghi Loc).

On the morning of March 18, during the working program in Nghi Loc district, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the working delegation had a working session with the district leaders on the socio-economic development situation in 2020 and tasks in 2021.

Also attending were comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee; leaders of the Provincial People's Committee Office and departments and branches.

22/25 TARGETS EXCEEDED PLAN

In 2020, despite many difficulties due to the impact of the Covid-19 pandemic and natural disasters, the socio-economic development of Nghi Loc district achieved positive results.

22/25 targets were completed beyond the set plan, budget collection achieved good results, the new rural construction movement was implemented vigorously, cultural and social fields continued to have many advances, national defense and security continued to be maintained.

Specifically, the district's budget revenue in 2020 reached 452,752 billion VND; economic growth rate reached 5.85%, ranking 3rd in the province. The whole year's production value reached more than 16,800 billion VND, an increase of 7.52%. By the end of 2020, 28 communes in the district had been assessed to meet new rural standards. Currently, Nghi Loc district has submitted to the province and the Central Government for assessment of the district meeting new rural standards.

The growth rate of the industrial and construction sector reached 8.26%. Key projects in the area such as WHA Industrial Park, Trung Do Construction Materials Production Complex, Nghi Trung Garment Factory, and Phuc Tho Garment Factory continue to be accelerated.

By the end of 2020, the whole district had 209 hamlets achieving the title of Cultural Village, 89/90 schools meeting national standards, the poverty rate decreased to 0.81%. The district also created jobs for 3,100 workers.

In 2021, Nghi Loc district set out 12 key tasks and solutions to strive to achieve a growth rate of 11.38%; production value of more than 19,000 billion VND; budget revenue of 294 billion VND; per capita income of 50 - 53 million VND, and the poverty rate of 0.71%.

At the meeting, representatives of departments and branches contributed many enthusiastic and responsible opinions, thereby removing difficulties and suggesting many development directions for Nghi Loc district in the coming time.

Leaders of departments and branches suggested that Nghi Loc district should rebalance budget revenue sources, increase autonomy of administrative units, effectively disburse public investment capital; promote potential and advantages of being close to large urban areas such as Vinh City and Cua Lo Town to shift the structure of agricultural production, apply high technology to production; increase investment attraction for environmentally friendly projects...

Comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Board highly appreciated the solidarity and unity of the Standing Committee and the Party Executive Committee of Nghi Loc district.

The Head of the Provincial Party Committee's Organization Board said that Nghi Loc is located next to Vinh City, with 10 communes in the Southeast Economic Zone, so it is necessary to focus on developing industry, services, and trade. However, Nghi Loc district must not "forget" agricultural development because agriculture serving consumption in the suburbs of Vinh City is extremely important. The district needs to change the crop structure, produce high-value vegetables and fruits to serve the Vinh City market.

In addition, Nghi Loc needs to pay attention to building a grassroots political system and developing party members, especially in special and religious areas. In the coming time, Nghi Loc district also needs to pay attention to doing well the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

BUILDING NGHI LOC TO BECOME A SATELLITE OF LARGE URBAN CITIES

Concluding the meeting, Mr. Nguyen Duc Trung - Chairman of the Provincial People's Committee emphasized that Nghi Loc district is a locality identified as being located in the province's key economic zone, having connections with Vinh City, Cua Lo Town, and bordering 7 other localities, so the district has both favorable conditions and difficulties in socio-economic development.

The Chairman of the Provincial People's Committee was impressed with the results of economic growth, budget revenue, investment attraction, economic scale, hunger eradication, poverty reduction, new rural construction, especially people mobilization and administrative reform of Nghi Loc district.

The cultural, material and spiritual life of the people has been improved day by day. The district has also paid attention to policies towards Catholics, thereby building a good relationship between Catholics and non-Catholics. National defense, security and order have been maintained, and attention has been paid to the work of building the Party and the political system.

The Chairman of the Provincial People's Committee also requested Nghi Loc district to have solutions to address existing problems and limitations. In terms of economic structure, the district has not really exploited its full potential as an industrial, service and commercial district. The urban spatial planning associated with Vinh City and Cua Lo Town is not suitable. Therefore, the district needs to prepare and calculate appropriate spatial planning, which is connected and synchronized with the general planning of the province.

The district's budget revenue is not yet sustainable, depending heavily on land revenue, while land funds are increasingly limited. Many pressing issues in the area have not been completely resolved.

Chairman of the Provincial People's Committee Nguyen Duc Trung agreed with the 12 key tasks and solutions proposed by the district and suggested that the district focus on implementing the goals and tasks stated in the Resolution of the 29th District Party Congress. And implementing the viewpoint determined by the 19th Provincial Party Congress is to build Nghi Loc district into an important satellite, connecting Vinh City, Cua Lo Town, with developed industry and services, high-tech agriculture, serving neighboring urban areas.

The head of the provincial People's Committee said that Nghi Loc district must develop based on planning. Therefore, the district must soon complete the planning, linked to the provincial planning for the period 2021-2030, with a vision to 2050. In which, clearly identify the integrated contents.

Coordinate with the Management Board of the Southeast Economic Zone to adjust the construction and implementation of the Southeast Economic Zone planning. Deploy the construction of satellite area planning, linked to rural and urban planning. In particular, linked to the implementation of Decision 52 and Decision 827 of the Prime Minister on the development of Vinh City. Pay attention to building, researching and implementing land use planning in an effective and economical direction, reserving land for industrial development, services, and social infrastructure, creating conditions for stable development.

Besides, Nghi Loc wants to become a key economic district, so infrastructure must be prioritized, infrastructure must come first. In particular, priority is given to investment resources for transport infrastructure, urban infrastructure, industrial park infrastructure. Attention should be paid to site clearance for key projects in the district. The district must focus on and select environmentally friendly projects, good technology, and create many jobs; exploit the potential of the marine economy and logistics services.

Comrade Nguyen Duc Trung said that in the Resolution of the 29th District Party Congress, Nghi Loc calculated the proportion of agriculture at under 9%. However, the district must recognize that agriculture still plays an important role. And in the current period, the approach in agricultural production must focus on quality, efficiency, and application of high technology. At the same time, continue to build new rural areas, aiming for advanced, exemplary new rural areas.

In order to improve the efficiency of investment projects, Nghi Loc district needs to manage land resources, construction, and environment well. The district also needs to prepare and train human resources, not only for the industrial and service sectors but also for the agricultural sector. Because in the coming time, the labor demand of WHA Industrial Park projects is very large.

The Chairman of the Provincial People's Committee also requested Nghi Loc district to pay attention to building cultural life, social security, creating solidarity among all classes of people; ensuring national defense and security, forecasting and solving complex problems in the area. Because the ultimate goal in socio-economic development is also to improve people's lives. Focus on deploying and implementing well the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; pay attention to the work of preventing and fighting the Covid-19 epidemic.

At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung also agreed in principle with the recommendations and proposals of Nghi Loc district and requested departments and branches to coordinate with Nghi Loc district to advise the Provincial People's Committee to resolve according to their authority./.
