Prime Minister: Administrative reform must make the country develop strongly

ADMINISTRATIVE BACKGROUND CHANGES POSITIVELY
The Government's report said that over the past 10 years, administrative reform has been implemented synchronously in all 6 contents: Institutional reform; Administrative procedure reform; Reform of the State administrative apparatus; Innovation and improvement of the quality of cadres and civil servants; Public finance reform; Modernization of the administration.

The reform of administrative procedures, reduction of business conditions, reform of specialized inspection activities; promotion of the application of information technology in the operations of state agencies, and the construction and development of e-Government have achieved important results.

From the beginning of the 14th Government's term to November 2020, more than 1,000 administrative procedures, 3,893/6,191 business conditions; 6,776/9,926 categories of goods subject to specialized inspection have been reduced and simplified; the total social cost saved is about more than 18 million working days/year, equivalent to more than 6,300 billion VND/year. Ministries and branches have had plans to handle 1,501 items with overlapping jurisdiction.
The arrangement of district and commune-level administrative units according to Resolution No. 653/2019/UBTVQH of the Standing Committee of the National Assembly has been basically completed: At the district level, 21 district-level administrative units have been arranged, reducing 8 units. At the commune level, 1,047 units have been arranged, reducing 557 units.
Regarding the number of civil servants (as of March 31, 2020): Central ministries and branches reduced 10,284 people compared to the number assigned in 2015; localities reduced 13,612 people compared to the number assigned in 2015.
To date, at ministries and ministerial-level agencies: 12 departments and equivalents have been reduced. At provinces and cities: 5 specialized agencies under provincial People's Committees have been reduced; 973 department-level organizations have been reduced; 127 department-level organizations have been reduced; 1,179 department-level organizations have been reduced under department-level organizations; at district level: 294 specialized agencies under district People's Committees have been reduced.
Besides the achievements, the Government's Steering Committee for Administrative Reform also pointed out the limitations that need to be overcome.
That is, administrative procedure reform is not really a strong driving force for improving the business environment. Administrative procedures are cut in areas where people and businesses rarely need to be resolved. The interconnectivity in administrative procedure reform is not high.
The administrative apparatus is still cumbersome and multi-layered. The organization arrangement is not linked to the review, supplementation and completion of functions and tasks. The quality of the staff and civil servants is uneven in some places, even weak; a number of staff and civil servants still have negative and harassing behaviors. SERVING PEOPLE AND BUSINESSES BETTER
Speaking at the conference, Prime Minister Nguyen Xuan Phuc emphasized that administrative reform in recent times has made important contributions to the country's development in the fields of socio-economy, national defense, security, and foreign affairs, especially in the field of economic development.
The Prime Minister said that administrative procedures are still cumbersome, causing difficulties for people and businesses; the responsibilities of each agency at all levels are not strict; there are still phenomena of lack of culture and negativity among a number of officials and civil servants; the State administrative apparatus is still cumbersome, and the use of the State budget is still wasteful.
Orienting administrative reform work in the coming time, the Prime Minister requested to continue to overcome shortcomings and inadequacies to build a civilized and modern administration oriented towards people and businesses.
“If we want to develop better, we must have political determination on administrative reform in terms of institutions, apparatus, laws, procedures and staff. We must implement a digitalization strategy with a better population database; strengthen inspection, supervision, and strict handling of organizations and individuals who violate the law; increase publicity and transparency to better serve people and businesses. To reduce the calls from people and businesses proves that we are handling work transparently,” said the Prime Minister.
According to the Prime Minister, administrative reform must make the country strong, and the people and all organizations have the aspiration to develop and build a strong Vietnam by 2045 as set out in the Resolution of the 13th National Party Congress.
"I propose that all levels thoroughly understand this.Resolution of the 13th National Party Congress,That is: Innovating national governance in a modern, competitive, and effective direction, focusing on prioritizing quality and synchronous completion, organizing and implementing well the legal system, mechanisms, and policies to create a favorable, healthy, and fair investment and business environment for all economic sectors, promoting innovation and creativity" - the Prime Minister emphasized.
In that spirit, administrative reform work in our country must be closely focused, key points, closely following the tasks and strategic breakthroughs set out. The Prime Minister requested the Ministry of Home Affairs, after this conference, to advise the Government to issue a synchronous, focused and key administrative reform program for the 2021-2030 period.
Along with that, it is necessary to perfect the legal institutional system, create favorable conditions for enterprises to increase publicity and transparency, continue to cut and simplify administrative procedures; perfect legal policies on the organization of the State administrative apparatus; strengthen decentralization and delegation of power; innovate working methods and styles of cadres and civil servants, etc.

On this occasion, the President awarded the Labor Medal to 2 groups: the Department of Administrative Reform, Ministry of Home Affairs and the People's Committee of Quang Ninh province; the Prime Minister awarded Certificates of Merit to 17 groups and 22 individuals.
