Agree on 8 contents that the Socio-Economic Development Advisory Group will advise Nghe An province in 2021
(Baonghean.vn) - At the meeting between the leaders of Nghe An province and the Socio-Economic Development Advisory Group, the two sides agreed on 8 tasks that the Group will carry out in 2021 and agreed on working regulations.
On the afternoon of March 25, the Provincial People's Committee held a working session with the Socio-Economic Development Advisory Group for the Chairman of the Provincial People's Committee on the socio-economic situation in the first quarter of 2021 and tasks and solutions in the coming time.
Attending the meeting were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Council, the Provincial Party Committee Office, the Provincial People's Committee, departments, branches and sectors.
The provincial socio-economic advisory group includes comrades: Truong Dinh Tuyen - former member of the Party Central Committee, former Minister of Trade, former Secretary of Nghe An Provincial Party Committee, Head of the Advisory Group; Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute, member of the Prime Minister's Economic Advisory Group, Deputy Head of the Advisory Group; Ho Xuan Hung - former Deputy Minister of Agriculture and Rural Development, former Chairman of Nghe An Provincial People's Committee, Chairman of Vietnam General Association of Agriculture and Rural Development; Dr. Nguyen Sy Dung - former Deputy Head of the National Assembly Office; Tran Ngoc Chinh - Chairman of Vietnam Urban Planning and Development Association, former Deputy Minister of Construction; Le Xuan Dai - former member of the Provincial Party Standing Committee, former Permanent Vice Chairman of the Provincial People's Committee.

APPRECIATE THE MOVEMENTS OF NGHE AN
After listening to the report on the province's socio-economic situation in the first quarter of 2021, the members of the Advisory Group highly appreciated the development results and movements of the province in recent times, especially in economic development, investment attraction results, and budget collection.
Comrade Le Xuan Dai - former member of the Provincial Party Standing Committee, former Permanent Vice Chairman of the Provincial People's Committee assessed: In the work of administrative procedure reform, the leader has closely followed, urged and promoted resolutely; the companionship is not only in words, but also demonstrated by specific actions and deeds.

In the coming time, he suggested that the province continue to closely follow the growth scenario, pay more attention to reforming administrative procedures, especially those related to people and businesses; and resolutely revoke delayed projects that have been extended but not implemented.
Associate Professor, Dr. Tran Dinh Thien discussed the contents related to the Consulting Team's participation in supporting on the basis of consulting on vision and tasks for the province related to issues such as: provincial planning, development of Hoang Mai town, Thai Hoa town;... at the same time participating in development routes and issues not only at the provincial level, but also at local levels.
In addition, the Advisory Group also provides and raises issues and development ideas for the province; advises on the basis of direct orders from provincial leaders.

Referring to administrative reform, Dr. Nguyen Sy Dung emphasized that currently, leadership is one of the province's advantages, so along with the determination of the provincial leadership, it is necessary to continue to promote the apparatus to follow so that this work can be even more effective.

In the first quarter of 2021, the province's gross regional domestic product (GRDP) increased by 6.73%. As of March 17, 2021, the province had granted 16 new projects and adjusted 27 projects. The total newly granted and increased investment capital was more than 7,000 billion VND. Compared to the same period in 2020, the number of projects increased by 33% and the registered capital increased by 4.65 times. Nghe An's budget revenue is estimated at 4,122 billion VND.
Comrade Tran Ngoc Chinh suggested that the province needs to quickly implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050. Assessing that this is an integrated planning project being implemented for the first time, the province needs to pay close attention to selecting contractors and planning consultants.
In addition, Architect Tran Ngoc Chinh also emphasized that urban dynamics in the implementation and deployment of provincial planning is very important, so the Consulting Team will contribute to urban development in the province, especially Vinh city.

Former Deputy Minister of Agriculture and Rural Development Ho Xuan Hung suggested that in the coming time, Nghe An needs to review the restructuring of the agricultural sector to be consistent with the national agricultural restructuring program 2021 - 2026 just issued by the Government; in particular, the province also focuses on key seedlings and product brand promotion; review the dam system;...

Former Minister of Trade Truong Dinh Tuyen shared some great suggestions for Nghe An, especially the province needs to turn the "talent" of each individual into the "talent" of the whole system for development.
AGREEMENT ON WORKING REGULATIONS AND CONSULTATION CONTENT
At the meeting, provincial leaders and members of the Advisory Group also discussed the work content in 2021 and the working regulations of the Group.
Regarding the working content, based on the proposal of the Advisory Group, additional opinions of Provincial Party Secretary Thai Thanh Quy and Provincial People's Committee Chairman Nguyen Duc Trung, the provincial leaders and members of the Advisory Group agreed on 8 contents that the Group will advise the province in 2021, including:
Surveying a number of sectors and localities in implementing the Resolution of the 19th Provincial Party Congress, implementing the Resolution of the 13th National Party Congress; coordinating to survey and research to build arguments for developing Thai Hoa town into Thai Hoa city; consulting to shape the development of Western Nghe An in each sector and field such as: agriculture, forestry, community tourism...; the operating model of agricultural cooperatives to ensure input and output products for farmers, especially for the fruit tree growing model; Provincial planning for the period 2021 - 2030, vision to 2050; socialization mechanism to invest in Cua Lo deep-water port; studying the plan to extend the existing runway to the North at Vinh Airport; expanding Vinh city according to the planning approved by the Prime Minister including Cua Lo town, part of Nghi Loc district, Hung Nguyen district so that Vinh city can develop to its full potential.

Speaking at the meeting, Provincial Party Secretary Thai Thanh Quy emphasized the necessity and continued affirmation of the activities of the Advisory Group for the province. Discussing some contents on the Group's operating regulations, the Provincial Party Secretary proposed that the province and the Group will hold meetings every 6 months, and continue to promote and develop the consultation mechanism through direct information channels, to supplement the province in the process of management and leadership.
Speaking at the meeting, comrade Truong Dinh Tuyen - Head of the Advisory Group agreed with the draft working regulations of the Group. Accordingly, the province and the Group will meet periodically every 6 months to evaluate the effectiveness of activities and orient activities in the next 6 months. The working spirit of the Group must also produce specific products.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung respectfully thanked and acknowledged the enthusiastic and responsible contributions of the members of the Advisory Group to the province; thereby emphasizing: The role and position of the Advisory Group are extremely necessary for the province.
The Chairman of the Provincial People's Committee also informed that after the meeting in early December 2020 with the Advisory Group, based on the Group's opinions, the province has absorbed many contents to issue a Plan to implement the Action Program to implement the Resolution of the 19th Provincial Party Congress.
In response to the positive assessments and comments of the Advisory Group on the province's recent results, the head of Nghe An Provincial People's Committee shared that these were only initial results, still very modest but there had been changes. In particular, the provincial leaders had a very unified view of the "bottlenecks" for the province's development, in which the two very basic bottlenecks were administrative reform and infrastructure; thereby focusing on directing the removal.

Regarding the tasks for 2021 and the entire term, Chairman of the Provincial People's Committee Nguyen Duc Trung shared that this is an extremely heavy task, but the province is very determined to achieve the set goals.
The development target for the entire 2020 - 2025 term is a growth rate of 9.5 - 10.5%. In 2021, despite the difficult context, according to the Resolution of the Provincial People's Council, the annual growth target is set at 7.5 - 8.5%; and the Provincial People's Committee sets a growth target of 8 - 8.5%. To achieve this goal, Nghe An has developed a growth scenario and assigned responsibilities for implementation.
The Chairman of the Provincial People's Committee hopes to continue to receive continuous, regular and more effective coordination in the coming time from the Advisory Group to join hands in building Nghe An to soon become a prosperous province.
