'Must innovate methods and approaches to resolve business complaints'

MANY RECOMMENDATIONS ON TAXES AND LAND RENTAL PRICES
At the meeting, the Department of Planning and Investment reported on the settlement of recommendations according to Conclusion Notice No. 06 dated January 7, 2021 of the Provincial People's Committee. Accordingly, there are 6 specific recommendations requiring settlement under the authority of the Provincial People's Committee Office, Department of Finance, Department of Natural Resources and Environment, Southeast Economic Zone Management Board, Provincial Tax Department and Nghi Loc District People's Committee.
The petitions are related to the request to pay debts, re-determine land rental prices, speed up site clearance, not collect land use fees, and not collect taxes from businesses. Of the 6 petitions, 4 have been answered by the departments and branches.

From January 2021 to March 2021, the Department of Planning and Investment received 4 petitions from businesses and 1 petition from the Department of Transport requesting support for businesses. And up to now, the Department of Planning and Investment has received written responses from 8/8 competent agencies.
The petition includes: Proposing to consider supporting transport businesses affected by the Covid-19 epidemic; proposing to have support policies for aquatic and agricultural breed production units when suffering damage due to natural disasters and epidemics; resolving existing problems related to Cua Lo port; proposing to adjust the unit price of clean water usage; calculating the extension fee for the Vinhland Complex Housing Project in Nghi Kim commune, Vinh city.

At the conference, representatives of Business Associations, Business Associations, and enterprises continued to reflect many issues and recommendations, requesting the Provincial People's Committee, departments, branches, and localities to pay attention to resolving them.
Mr. Tran Anh Son - Vice Chairman of the Provincial Business Association, Chairman of the Provincial Outstanding Business Association said that many enterprises outside the Southeast Economic Zone requested to reduce land rental prices and need to recalculate the clean water price list and the target users to apply clean water prices to hospitals and schools.
Representatives of the leaders of the departments and branches: Finance, Provincial Tax Department, Transport, Natural Resources and Environment, and the Management Board of the Southeast Economic Zone reported and responded to the recommendations of the Associations, unions, and enterprises.

The leader of Nghi Loc District People's Committee said that the issue of land clearance work in Area A, Nam Cam Industrial Park has not been completed because the people have not agreed with the compensation price issued by the State. At the same time, he proposed 2 options and asked for direction from the Provincial People's Committee.
ENHANCED SOLUTIONS TO RESOLVE PROPOSALS
Speaking at the meeting, comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee exchanged basic information on the socio-economic development situation in the first quarter of 2021 and affirmed that the results had great contributions from the business community in the province.
Affirming the province's viewpoint of accompanying businesses to remove obstacles and difficulties in the spirit of supporting and serving businesses; considering businesses as objects for government agencies to serve, especially businesses that have been and are operating in the area.
Because according to the Chairman of the Provincial People's Committee, enterprises are the biggest contributors to the socio-economic development results of the province, specifically contributing about 50% of the province's budget revenue, creating tens of thousands of jobs for workers.

In fact, in the past time, the Provincial People's Committee has directed departments, branches and localities to remove difficulties and obstacles for enterprises, creating the most favorable environment for enterprises to develop and contribute effectively to society. For example, when enterprises report, enterprises come to submit documents at the Public Administration Service Center, but they still have to go to departments and branches to supplement their documents. Immediately after receiving the feedback, the Provincial People's Committee requested departments and branches to immediately end this situation.
The Chairman of the Provincial People's Committee also continued to affirm that the province has also requested departments and branches in the process of handling business problems to approach with the method of limiting explanations and explanations, increasing solutions and resolutions. Pointing out that many departments and branches have not been active in resolving business petitions, the Chairman of the Provincial People's Committee requested that they learn from experience and need to innovate the ways and methods of resolving business petitions.
Going into the recommendations of the Associations and enterprises, Chairman of the Provincial People's Committee Nguyen Duc Trung clearly stated his guiding viewpoint. Accordingly, in the coming time, the Department of Finance will balance the budget, prioritize the allocation of capital to pay debts for Dai Viet Joint Stock Company; the Department of Natural Resources and Environment will consider adjusting the land rental price list for Hoa Thuong Company Limited. At the same time, the Tax Department is requested to clearly and promptly respond to the tax recommendations of enterprises.

Regarding the petition of Hung Hung Joint Stock Company, the Chairman of the Provincial People's Committee requested to clarify whether the company had production activities in the past 4 years (from 2013 to 2017). To do so, it is necessary to establish a working group to verify impartially, objectively, and completely, ensuring the interests of the enterprise. At the same time, give opinions and directions to resolve the petitions of many other enterprises.
Speaking at the meeting, comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee agreed with the direction of the Chairman of the Provincial People's Committee on resolving the recommendations of Dai Viet Joint Stock Company, Hoa Thuong Company Limited, Hospital 115 Company...
Regarding the resolution of problems in site clearance work at Area A, Nam Cam Industrial Park, the Vice Chairman of the Provincial People's Committee said that it is possible to consider a construction protection plan to hand over the site to enterprises for investment in production and business. The Provincial Tax Department also needs to invite Saigon Land Corporation and Construction and Investment Joint Stock Company 492 to explain and answer clearly.
