According to statistics of Nghe An Social Insurance, by the end of February 2021, the whole province had 1,788 collection agents. Of which, there were 435 agents of the People's Committees of communes and wards; 64 agents of the Fatherland Front Committees of communes and wards; 167 agents of the Women's Union; 173 agents of the Farmers' Association; 10 agents of medical stations; 10 agents of credit funds; 2 agents of LLCs.
The total number of tax collection agents in the province is 2,078 people, of which Thanh Chuong district has the most with 259 employees (120 tax collection agents), followed by Yen Thanh with 185 employees (95 tax collection agents), Quynh Luu with 178 employees (36 tax collection agents); Con Cuong district has the least with 27 employees (26 tax collection agents)...
As of February 2021, the whole province had 2,873,346 people participating in social insurance, health insurance, voluntary social insurance, and unemployment insurance (UI). Of which: The number of social insurance participants was 318,011 people, an increase of 40,640 people (an increase of 14.65%) over the same period in 2020; of which: Compulsory social insurance was 239,011 people, an increase of 10,513 people (an increase of 4.60%) over the same period in 2020; Voluntary social insurance was 79,000 people, an increase of 30,127 people (an increase of 61.64%) over the same period in 2020; Unemployment insurance is 217,587 people (including workers on maternity leave), an increase of 12,407 people (up 6.05%) over the same period in 2020. Number of people participating in health insurance: 2,794,346 people, an increase of 33,746 people (up 1.22%) over the same period in 2020.

In 2021, Nghe An Provincial Social Insurance assigned targets on developing voluntary social insurance and health insurance participants to localities. In particular, the target of developing voluntary social insurance participants increased by 38.79% compared to 2020; striving for the health insurance coverage rate in the whole province to reach 91% of the population by the end of 2021, an increase of 0.4% compared to 2020.
Aiming towards the goal of social insurance and health insurance for all people, Nghe An Social Insurance has synchronously deployed many solutions to develop participants.
One is,Focus on disseminating social insurance and health insurance policies; especially voluntary social insurance and family health insurance policies so that people can understand the State's policies, voluntarily participate and benefit from the policies. Each locality needs to have appropriate propaganda measures according to the local reality. In propaganda work, there needs to be regular coordination with the provincial Social Insurance to update and fully convey the content.
Second,Identify non-participating subjects in the area to have propaganda and mobilization measures.
Regarding the voluntary social insurance development target, focus on the following groups: groups of employees at enterprises that are not eligible to participate.Compulsory social insurance(workers with contracts of less than 1 month and workers with contracted work assignments); groups of workers whose labor contracts have ended, self-employed workers with stable income (small traders at markets, mechanical processing, individual business owners, part-time staff of blocks, hamlets...), groups of workers who reserve payment time.
