Prime Minister: Vietnam aims to soon become an upper middle-income country

(Baonghean.vn) - Vietnam strives to become a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045.

FASTBREAKTHROUGH, SHORTEN THE DEVELOPMENT GAP

Evaluation of the results of implementing the socio-economic development tasks until 2020 shows that our country has achieved many very important and quite comprehensive achievements in most fields.

The position and strength have grown much stronger; the scale, potential and competitiveness of the economy have been raised; the autonomy of the economy has been improved; more experience has been accumulated in leading, directing and operating socio-economic development.

Shaping the Vietnamese economy on the regional and world economic map, the Prime Minister said that up to now, the scale of our country's economy is in the top 40 economies in the world and ranks 4th in the ASEAN region; GDP per capita in 2020 reached 3,500 USD; calculated by purchasing power parity, it has reached about 10,000 USD.

Vietnam is among the top 10 fastest growing countries in the world and is one of the 16 most successful emerging economies in the world. The openness of the economy reaches about 200% of GDP and is one of the most open countries in the world. Vietnam has signed 15 FTAs ​​(Free Trade Agreements) and is negotiating 2 FTAs, with 16 strategic partners.

In the coming period, our country has proposed a 10-year socio-economic development strategy for 2021 - 2030. The theme of the strategy is: Arousing the aspiration to develop the country, strongly promoting the cultural values, Vietnamese people and the strength of the times, mobilizing all resources, developing rapidly and sustainably on the basis of science, technology, innovation and digital transformation, striving to become a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045.

“With the strong belief and aspiration of the entire nation to rise, Vietnam needs to quickly make a breakthrough, shorten the development gap with the region and the world, and strive towards the goal of soon becoming an upper middle-income country,” the Prime Minister emphasized.

The development perspective for the next 10 years is set as: Fast and sustainable development based mainly on science and technology, innovation and digital transformation.

Taking reform and improvement of the quality of a complete, synchronous, modern, integrated socialist-oriented market economic institution and effective and efficient law enforcement as prerequisites to promote national development.

In particular, the Prime Minister emphasized the need to arouse the aspiration to develop a prosperous and happy country, the will to be self-reliant and to promote the strength of the great national unity bloc to build and protect the Fatherland. Our country must build a self-reliant and self-reliant economy.

To materialize the above vision, the 10-year Socio-Economic Development Strategy (2021 - 2030) sets out key targets, including striving for an average gross domestic product (GDP) growth rate of about 7% per year; GDP per capita at current prices by 2030 reaching about 7,500 USD. The proportion of processing and manufacturing industry reaches about 30% of GDP, digital economy reaches about 30% of GDP. Urbanization rate reaches over 50%;...

BASTRATEGIC BREAKTHROUGH

The 10-year socio-economic development strategy (2021 - 2030) sets out three strategic breakthroughs for our country in the next 10 years. First and foremost is to continue to perfect and improve the quality of the socialist-oriented market economic institution.

Emphasizing improving institutional quality, ensuring completeness, synchronization, modernity, and integration; mobilizing and using resources according to market mechanisms, innovating national governance in a modern direction, especially development management and social management.

Along with that is building a streamlined, effective and efficient socialist rule-of-law state apparatus; promoting decentralization and delegation of power to ensure unified management, promoting proactiveness, creativity and responsibility of all levels and sectors.

The second breakthrough is to continue to comprehensively develop human resources, science, technology, and innovation, combined with arousing the aspiration for national development, national pride, self-reliance, and promoting the cultural values ​​and people of Vietnam.

Accordingly, it is necessary to accelerate fundamental and comprehensive innovation and improve the quality of education and training; focus on training high-quality human resources, discovering and nurturing talents.

Along with that, it is necessary to strongly arouse the nation's aspiration for development, patriotism, pride, self-reliance and compassion, solidarity and social consensus; promote cultural values ​​and the strength of the Vietnamese people.

Our country will also continue to perfect the synchronous and modern economic and social infrastructure system. The Prime Minister said: The focus is on prioritizing the development of key infrastructure in transport, energy, information technology, large cities, and infrastructure to respond to climate change.

Strongly develop digital infrastructure, build and develop synchronously national, regional and local data infrastructure with synchronous and unified connections, creating a foundation for developing the digital economy and digital society.
