PAPI Index 2020 Announcement: Nghe An increased 2 ranks, ranked 15th nationwide
(Baonghean.vn) - In 2020, Nghe An's Provincial Governance and Public Administration Performance Index (PAPI) composite score reached 43.86 points, ranking 15th out of 63 provinces and cities.
On the morning of April 14, in Hanoi, the Conference to announce the Provincial Governance and Public Administration Performance Index (PAPI) 2020 took place, chaired by the United Nations Development Program (UNDP) Vietnam.
According to the representative of UNDP Vietnam, the 2020 Vietnam Provincial Governance and Public Administration Performance Index (PAPI) Report reflects the assessment of the performance of state management and administration and public service provision of all levels of government by 14,732 randomly selected people from the Vietnamese population aged 18 and over, with diverse demographic characteristics. Among those who participated in direct interviews, 14,424 people had permanent residence in all 63 provinces and cities and 308 people had temporary residence in 6 provinces and cities with the largest net immigration rate nationwide (including Hanoi, Ho Chi Minh City, Dong Nai, Binh Duong, Da Nang, Bac Ninh).

PAPI is a tool reflecting the effectiveness of policy and law enforcement related to the people, with the participation of the people in monitoring the effectiveness of government operations, implemented from outside the largest State sector in Vietnam today. Over the past 12 years, up to 146,233 randomly selected people nationwide have participated in assessing the effectiveness of governance and public administration in many specific areas.
The PAPI study has been conducted over two terms of government at all levels (2011-2016 and 2016-2021). Therefore, PAPI data helps governments at all levels review the trend of governance efficiency over the past 10 years, while also suggesting areas for further improvement to strengthen people's trust in governments at all levels, creating conditions for people to develop their potential in the process of recovery and sustainable development after the Covid-19 pandemic.

2020 was a challenging year for the PAPI research program due to the impact of the Covid-19 pandemic and consecutive natural disasters in the Central region. However, thanks to Vietnam's success in controlling the pandemic and effective coordination between PAPI co-implementing agencies, including the Center for Community Support and Development Studies (CECODES) under the Vietnam Union of Science and Technology Associations (VUSTA), the Center for Training and Scientific Research of the Vietnam Fatherland Front and the United Nations Development Program (UNDP) in Vietnam, the 2020 PAPI survey was successful despite being one month later than usual.
In 2020, Nghe An's PAPI index score reached 43.86 points, ranking 15th out of 63 provinces and cities. In which, the indexes are: Participation of people at the grassroots level 5.09; Transparency 5.56; Accountability to people 5.37; Control of corruption in the public sector 6.65; Public administrative procedures 7.32; Public service provision 7.22; Environmental governance 3.5; E-governance 3.15.
Previously, in 2019, Nghe An province's PAPI index composite score reached 44.72 points, ranking 17th out of 63 provinces and cities, in the first highest group in the country's high average top.
